Course Faculty from the University of St Andrews


Professor Richard English is Director of the CSTPV at the University of St Andrews, Scotland. His books include Armed Struggle: The History of the IRA (winner of the 2003 UK Political Studies Association Politics Book of the Year Award), Irish Freedom: The History of Nationalism in Ireland (winner of the 2007 Christopher Ewart-Biggs Memorial Prize, and the 2007 Political Studies Association of Ireland Book Prize), and Terrorism: How to Respond published by Oxford University Press and over forty journal articles and book chapters. He has lectured widely on terrorism, political violence, nationalism, and Irish and British politics and history, including invited lectures in Britain, Ireland, the United States, India, France, the Netherlands, and Italy. In 2009 he was elected a Fellow of the British Academy (FBA), and also a Member of the Royal Irish Academy (MRIA). Sir David Veness is an Honorary
Professor of International Relations at CSTPV. He served as Under-Secretary-GeneraI of the UN Department of Safety and Security from its creation in 2005 until June 2009, with responsibility for UN operations globally. He joined the Metropolitan Police as a cadet in 1964, rising to Assistant Commissioner (Specialist Operations) New Scotland Yard from 1994-2005, and in the course of his police career he specialised in serious crime investigations, hostage negotiation and counter-terrorism. David was educated at Trinity College, Cambridge (MA, LLM) and attended the Royal College of Defence Studies in 1990. David was awarded the Queen's Police Medal in 1994, appointed CBE in 2000 and was Knighted in 2004.

Orla Lynch is Director of Teaching at the Centre for the Study of Terrorism and Political Violence (CSTPV), School of International Relations, University of St Andrews, Scotland, and teaches 'Psychology of Terrorism' and 'Terrorism and Liberal Democracy. Her background is in International Security Studies and Applied Psychology and research interests address the impact of counter terrorism measures on UK and Irelands Muslim communities. She is one of the principal investigators for an EU project investigating the experience of victimisation through terrorism across Europe, whilst she is also interested in issues around cultural training for police and military plus police-community relations in populations associated with a terrorist threat. She has worked with national, regional and international security agencies including NATO, the UN, London's Metropolitan Police, Police Service of Northern Island, Irish Military and Gardai. Her publications include work on Islamic extremism in the UK and forthcoming books concern the 'Group Process of Terrorist Organisations' and The Experience of Victims of Terrorism.

Charles Bird OBE is a Teaching Fellow at the CSTPV. Between 1986 and 2010 he was a member of HM Diplomatic Service specialising in the Middle East, conflict, postconflict, terrorism and counter terrorism issues. Postings included the Gulf with involvement in Desert Storm, Belgrade during the war in the former Yugoslavia, Macedonia for the Kosovo crisis, Greece and Nigeria. In the UK his roles have included Deputy Head of Middle East Department, Head of South Asia Department and leading a project resulting in the formation of the interdepartmental (FCO, MoD, DfID) Stabilisation Unit coordinating UK Government post conflict reconstruction work in places such as Iraq and Afghanistan. In 2003 he was seconded to the military and was on the staff of the General Officer Commanding 1st (UK) Armoured Division both during and for several months after the invasion of Iraq. More recently he was on secondment to the MoD working on issues related to counter-terrorism. Dr. Gilbert Ramsay is Teaching Fellow at the CSTPV specialising in terrorism and the Internet and has delivered reports on this issue for the United Nations and the European Union as well as being an expert consultant for a UN working group on countering the use of the internet for terrorist purposes. Research interests cluster around the subjects of Internet jihadism, resemblances between hacking and terrorism as practices, and the concept of the subcultural 'ethic' in either case.
Other Course Contributors:

Dr. Peter Lehr is a Lecturer in Terrorism Studies at the CSTPV. A regional specialist on the Indian Ocean/Asia-Pacific, he specialises on research in the areas of piracy and maritime terrorism as well as terrorism and organised crime in South and Southeast Asia. He also works on critical infrastructure protection, with a focus on airport and seaport security. He is the editor of Violence at Sea: Piracy in the Age of Global Terrorism (Routledge 2007) and co-editor of Lloyds MIU Handbook of Maritime Security (CRC 2009).

Certificate in Terrorism Studies - Certificate students study Module A Key Issues in International Terrorism and three other modules. Individual module students - Any individual module, or combination of modules can be studied either to "top-up" the Certificate or for focused learning on a particular area(s). Students who have completed the programme can return their certificate to have additional modules added.

CORE MODULE
Key Issues in International Terrorism (Module A Compulsory for the Certificate Course)
Forming the core of the Certificate in Terrorism Studies course, this module examines the fundamental issues behind terrorism and the current responses to this threat. It explores the concept of terrorism, the types of terrorism and prominent terrorist groups. In addition it evaluates the international measures to curb terrorism and explores the role of business and media sectors in countering terrorist activities, while examining emerging trends in terrorism. Participants will learn to critically examine: The impact and effectiveness of terrorism as a political weapon Reponses to terrorism: the international community, the democratic dilemma, and crisis and consequences management The Al Qaeda terrorist organisation and strategies for dismantling the network Requirements from the public, media and private sector in effectively countering terrorist threats Emerging trends in terrorism post the 9/11 Al Qaeda attack on the US

Terrorist Ideologies, Aims, Beliefs and Motivations (Module B)


What motivates terrorists? Understanding the terrorist mind-set is critical to countering terrorism effectively. This module enhances a participant's analytical ability by identifying the various strains of influence within today's terrorist groups and networks. In this module, participants will learn about: The different types of ideology that motivate terrorism and the formation of terrorist groups Other factors that may motivate terrorism including psychological, economic and cultural factors, as well as the types of state response The terrorists worldview and the transmission of its propaganda through the media and the role of propaganda in recruitment Different interpretations of events from the terrorist perspective and assess the impact of ideology Potential future ideological trends in terrorism

Terrorist Modus Operandi (Module C)
This module explores how the ideologies of various terrorist groups can have an impact on group structure, tactics, strategies and target selection. It examines types of terrorist tactics, looking into the role of ideology and the impact of state response on the evolution of terrorist strategies, before considering the possible future trends in terrorist tactics. Special attention will be paid to: The relationship between a terrorist organisation's ideological make-up and the type of targets and tactics it might use Drawing distinctions between traditional terrorism and new international terrorism including two case studies on the IRA and Al Qaeda / Global Salafi Jihad Different types of tactics that terrorists employ and the importance of terrorist target selection, technology, recruitment, training and financing The impact of state response on terrorist tactics Best practice for effective inter-agency collaboration in countering terrorism Terrorist group exploitation of the media, including satellite TV networks such as Al-Jazeera

International Policing Policy (Module D)


The police role in the management of terrorism in modern democracies is critical. By exploring initiatives in various countries such as the United States, the United Kingdom, Australia and across Europe, this module examines in detail the role of police and other agencies involved in the efforts to prevent terrorism and manage terrorist attack incidents. It also examines the role of the police during pre-emptive operations and major terrorist incidents with the help of case studies. Key themes in this module include: The role police play in countering terrorism including combating radicalisation and fostering community cohesion Implementing counter-terrorism strategy at a regional, national and international level The relationship between the security services, police and intelligence The role of the media and the military in counterterrorism policing The deployment of technology Development in counter-terrorism policing and anticipated issues for the future

Aviation Terrorism and Security (Module E)


Beginning with a brief historical survey of aviation terrorism from Dawson's Field to Lockerbie, 9/11 and beyond, this module examines aviation terrorism from both theoretical and tactical perspectives. It discusses the prevailing and potential threats to civil aviation and the measures required to counter them. Essential topics covered include: Why aviation remains a key terrorist target and the need for effective aviation security The evolution of aviation terrorism: hijack and sabotage bombing The role of Al Qaeda in aviation terrorism Emerging threats, the need for awareness and advanced measures in countering aviation terrorism Comparative analysis of national and international measures needed in aviation security and international cooperation Proposed solutions for countering attacks on aviation terrorism

Maritime Terrorism and Security (Module F)
This module provides participants with a solid foundation in the complex and often obscure world of maritime security. The module assesses the threat of terrorism to the maritime industry and includes profiles of the various terrorist groups involved. It also presents a historical perspective on the emergence of maritime terrorism. Due to the recent proliferation of maritime piracy as a serious threat to international shipping along many of the major sea lines of communication, this module also analyses this phenomenon. Participants will gain a solid foundation in: The history of the presence and proliferation of maritime terrorism Current threats to the maritime domain posed by piracy and terrorism Capabilities of groups involved in maritime related terrorism and crime The various threats to maritime trade and judging their impact and probability Major maritime security initiatives to date, including legal requirements such as the International Ships and Port Security (ISPS) Code, the Container Security Initiative (CSI), Proliferation Security Initiative (PSI) and the Customs Trade Partnership Against Terrorism (C-TPAT) Technological solutions for ship and port security The role of private security firms in combating piracy

Chemical, Biological, Radiological and Nuclear (CBRN) Weapons in Terrorism (Module J)


The threat of the use of CBRN or weapons of mass destruction by terrorist organisations is something that is ever present in the 21st century. While the number of cases of attacks using one of these types of weapons is actually rare, the ability of groups to acquire or make these types of weapons is an ever present concern. Therefore the study of this area is something that is of key importance in understanding the terrorist threat. This module looks at the development of CBRN weapons in the past century and assesses how and why, despite the reductions in stockpiles and the treaties to prevent the proliferation of these weapons, development continues to spread. Participants will study: Mechanisms of supply of CBRN and the difficulties of obtaining intelligence Terrorist CBRN threat and how perceptions of civilian threats changed after 9/11 Intent alongside capabilities of groups and individuals Nature and effects of CBRN agents and materials Why some groups with potential capability chose not to use CBRN, while others may do Effectiveness of government countermeasures equipment, first response, training and render-safe procedures Future threats

This module examines the concept of cyberterrorism and provides an introduction to the ways in which terrorists use the Internet and the politics of cybersecurity.It offers simplified explanations of the technology of the Internet and major types of cyberattack, with the aimof assistingstudents togain a concrete sense of the issues that are under discussion. The module does not aim to provide a technical grounding in cybersecurity. Duringyour studiesyou will gain an understanding of: The main definitional and conceptual issues needed to assess why the idea of cyberterrorism may be relevant, and how it may be distinguished from other phenomena. The culture and practice of computer hacking. Basic technical principles of how the Internet works, and how it can be illegally exploited. How the Internet is used as a weapon and a resource by activists, terrorists and governments. The general principles of cybersecurity, and especially the political and legal issues at stake in developing regimes against cybercrime and, potentially, cyberterrorism.

Critical Infrastructure Protection (Module G)


What is infrastructure and what makes it critical? Why is it imperative to protect it and what would happen if we chose not to protect it? These are all questions addressed in this module before studying the international necessity to protect these areas against a range of threats, and in particular that of terrorism, in an all hazards approach. By critically examining key areas, the module enhances participants understanding of this essential topic. This module includes: The importance of the protection of critical infrastructure and key resources Case studies on nuclear energy, aviation and cyberspace security to understand the issues of criticality, vulnerability and threats to key assets Critical infrastructure interdependency and Complex Adaptive Systems Critical infrastructure protection vs. critical infrastructure resilience Future threats to critical infrastructure

Radicalisation and De-Radicalisation (Module I)


Why people turn to terrorism, how they become involved, and then eventually participate in terrorist activity is a complex area. Looking at the root-causes of terrorism and also if a terrorist personality exists are key ways in which this area can be understood. This module looks at the process of radicalising individuals and defines key concepts such as radicalisation, disengagement, and de-radicalisation, as well as Islamism, Jihadism, Salafism and Fundamentalism. The module also includes: A study of German Red Army Faction terrorists to illustrate the arguments against the existence of common traits in those who become terrorists Triggering events and understanding terrorism as a process The process character or nature of becoming involved with terrorism - small steps vs major steps and what events lead to individuals becoming terrorists A study of Western Jihadists and typical traditional terrorists to highlight the different natures of how individuals become involved Disengagement how do terrorists walk away De-radicalisation why do terrorists change their way of thinking and how to make the process of walking away irreversible Implications for counter terrorism, when to intervene and how the process could be stopped or even reversed

Terrorism and Human Rights (Module K) NEW for 2013


This module introduces participants to the role that human rights standards play in the fight against terrorism, both in terms of the duties that they impose on governments to protect civilians from harm and in terms of the constraints they place on the counterterrorism measures that governments may adopt. COURSE PROGRAMME
This terrorism studies course is delivered totally online and has intakes three times a year. Materials are available in any time zone and on demand whenever it is convenient for you to study. Certificate students study the core module, followed by three elective modules from the ten available, allowing participants to study the facets most relevant to their own interests. Modules can also be studied individually or additional modules studied to increase the knowledge gained from the Certificate. The content is delivered as interactive e-learning lessons with associated online discussion forums and self-assessment tests. A module is studied over four weeks with participants required to pass an online exam and a written assignment to complete a module. Participants are able to contact the course tutor at the University of St Andrews for any queries about content or assignments. For any technical problems with accessing the e-learning, a help desk is available from IBC Academy. Although designed to be studied as 4-week individual modules or as a 16-week four module Certificate programme, the need for flexibility in some individuals study programmes due to varying work commitments is recognised. Participants are able to request extensions and to defer completion for up to a maximum of one year, without any additional fees. Successful completion of the compulsory Key Issues in International Terrorism and at least three electives results in a certificate of study by the prestigious University of St Andrews, with the course accredited at level seven of the Scottish Credit and Qualifications Framework. COURSE DELIVERY
The course is delivered entirely online via IBC Academys learning management system, on behalf of the University of St Andrews. This is how participants will access all content and resources including assessment details, discussion forums and contact the tutors. Participants will also have access to an online library of carefully selected core journal articles, chosen by course tutors, for background reading and further study. Each student has their own username and password to login to the site which is emailed during on the first day of the course. Each module is split into a series of lessons and guidance is given to keep participants on track with studying and assignment preparation throughout the four week study period of the module. The modules contain interactive elements including short activities to allow participants to test their understanding while progressing through the lesson as well as an end of lesson quiz. About the Course


START DATE : The next start date is Wednesday 15th May 2013 but registrations are also being accepted for courses starting on Tuesday 10th September 2013 and Monday 20th January 2014. Please select the relevant box on the online application form to show which intake you are applying for. ENDS : The course ends approximately 16 weeks after the relevant start date. Exact end dates will be confirmed in your welcome pack at the start of the course, but you can have up to a year to complete the course by requesting an extension by email. APPROVAL : Your application will be reviewed by the course vetting team and successful participants will be notified within no more than two weeks. Participants will be notified by email by IBC Academy/Informa if they have been successful or not. An invoice will also be emailed once the participant is accepted onto the course. Please ensure that you enrol in sufficient time for your application to be processed and approved as well as your invoice raised. Invoices raised within 6 weeks of the start date will be due for immediate payment and we recommend payment by credit card in order to avoid delays in receiving your course access. ENTRY QUALIFICATIONS : There are no formal entry prerequisites for this course, although students must have an adequate command of English in order to meet the demands of study. You must also have regular and reliable access to the internet for the duration of the course. TEACHING METHOD : The course is delivered entirely online by interactive e-learning in conjunction with online forums and email. DELIVERY : The modules are all provided as e-learning with interactive elements throughout the materials. You will need to have up-to-date versions of Adobe Flash Player and Java installed on your computer (usually already installed but available free to download) and access to the course website permitted through any firewalls. Pop-up blockers on your computer must also be disabled for our learning management system and the site should be added to your secure sites list. We recommend a minimum reliable internet connection download speed of 1MB to ensure ease of access to the online learning. You will be sent full details of how to ensure you have the latest versions of Adobe Flash Player and Java installed in the welcome pack which will be made available to you on the day your intake commences. Note: The course materials are not downloadable and there is no hard copy version available. You must be connected to the internet to study this course and as such must ensure that you will be able to access the internet for the duration of your studies. At present you cannot use an iPad to view the course as these devices do not support flash. During the course, participants can contact the course administrator at IBC Academy with any technical problems. They must study the compulsory core module Key Issues in International Terrorism and then a further three electives. Participants can undertake additional elective modules to gain accreditation in those areas. Students can study any module on an individual basis but they do not carry individual accreditation. EXTRA MATERIALS : The modules are designed to be self-contained, with relevant links and references shown. You will need to refer to external online sources in order to complete the assignments but there are no compulsory text books to buy. COURSE WEBSITE : In addition to the modules, students will have access to the online forum. Participants can enhance their learning experience through interaction with fellow participants. The tutors can also be contacted via the forums or by email if participants need any clarification. ASSESSMENT : There are two parts to the assessment for each module: a 50 question online exam plus a 2500 word written assignment. Both parts of the assessment must be completed for

each of the modules studied. Students must achieve 60% or more in the online exam to pass. The 2500 word assignment has to be submitted by email and students will receive feedback and whether they have passed or failed. A deadline is provided for each written assessment for each module but this is for guidance purposes only. Any participant who fails any part of an assessment will be given an opportunity to undertake the assessment again.

SELF-ASSESSMENT QUESTIONS : As you work through the modules, there are interactive exercises and questions for you to test your understanding. Instant feedback is provided for these questions and you can re-take the questions as often as you want. ONLINE LEARNING : The nature of a distance learning programme requires students to adopt a disciplined and independent approach to their studies. In order to study independently, you will require good time management skills and self motivation. COURSE COMPLETION : Once a student has submitted their final assessment, their marks will be carried forward to the awards board at the University of St Andrews. You will be notified by the University once your Certificate has been awarded and it will be posted to you. Access to the course content after this date is not available. DEFERRAL : The Certificate is designed as a 16 week online course and should be completed within this time. However, the course is flexible and allows students to request an extension if needed. Students can have up to a year in which to complete the course without any additional fees, but they must request this by email. Extending the deferral period beyond one year from commencement is subject to a 275 / US$440 fee (VAT exempt) for each additional intake. ACCREDITATION : Successful completion of the Certificate course leads to a certificate of professional development from the University of St Andrews. The course is accredited under the Scottish Credit and Qualifications Framework (SCQF) at level 7 for 15 academic credit points, equivalent to 150 credit hours. Anyone taking the full Certificate who also opts to do additional modules will have all completed modules listed on their certificate. If modules are undertaken at a later date, participants may return their certificate to the University who will add the extra modules. Individual modules do not carry an accreditation. IBCA regrets that no refunds can be given for any cancellation notice it receives on or after the first day of the Course and, in such circumstances, the full fees remain payable by you to IBCA. 13.
