Introduction
Tingham is a medium sized town in the heart of England although it could be almost anywhere in the world. It is the centre of population for a region of approximately 2m people. The land is gently rolling varying in height between 30 and 60 m above sea level and the land is used for mixed agriculture. A map of the area is shown in Figure TG1. The national government has recognised the potential for developing the area around the town for the predicted growth in the next 20 years and is encouraging both local government and private enterprise to invest in infrastructure and wealth creating projects. Such projects should be in line with the governments intention to change the role of agriculture in rural areas. To this end, Tingham Development Corporation (TDC), a quango, was set up 4 months ago. It is charged with encouraging, co-ordinating and over-seeing the development. It will receive a budget of 3m per year from central government for the first 5 years but from then on, if it wishes to continue to exist, it must be selffinancing. During its life, it will also be the main instrument for the distribution of government grants.

Economy
Employment is provided by a mixed economy with education and local government being the major single employers but with agricultural enterprises, small mixed manufacturing and service industries actually being the major employers. Unemployment is currently 4.2% of the adult population and stable. Average income in the region is 113% of the national average and housing costs are currently approximately 90% of the national average.

Transport
Tingham is served by a road network, a mainline railway, a small airport and a canal. The road network is in the process of augmentation by the construction of Tingham bypass which runs from North to South of the town. The main national North-South motorway (NM1) is 15 km to the west of the town just to the west of the small airport. The mainline railway connects the town to the countrys capital 120km to the south. It has a maximum speed of 150kph over most of its length and is not electrified. There are 2 fast lines and 2 slow lines in the neighbourhood of the town. All other railway lines in the area were closed down in the 1960s although all the land where they ran is still undeveloped. The airport was constructed in the 1940s as a military airport. It has a concrete runway of 1000yards, a small terminal and is used by a flying club and an air taxi company which both have a long lease. The land is owned by the regional government. The canal was built in the 19th century and is navigable. It is currently used exclusively by pleasure craft although the maximum size of craft that can use it is 4m wide, 25m long.

Geology
Within the Nottrent River valley, the ground is generally sand and gravel alluvium to a depth of approximately 10m overlaying a sandstone bedrock. Outside the river valley, the ground is generally sand and clay. There is no significant seismic activity in the area and none has ever been recorded.

Climate

Project description
Tingham Steel, a subsidiary of MISCOL, a major international steel company, is developing a new factory in Tingham on a brown field site close to the proposed Tingham airport. The position of the site is shown in Figure TG1. The proposed development consists of a large steel framed building, an office block, storage area, loading and parking area, car parking, landscaping and associated works. TSF intend to let two contracts: one for the construction, which is the subject of these documents, and one for the mechanical and electrical work (including computers). AMO Construction has been awarded the contract to carry out the work on a design and build basis. The client has provided the specification shown in table TSF1. AMO have retained ODIO Consultants who have prepared an initial design which is outlined in Figures TSF1 TSF8. Payment will be based on the completion of the activities shown in table TSF2. An activity must be complete before any payment is made for it. The whole project (both construction and M&E work contracts) is to be completed in 52 weeks. Tingham Steel uses MS PROJECT to plan and control its work and has stated that all plans should be submitted in MS PROJECT. It will not accept plans produced in a different system and converted to MS PROJECT format.
