By Frank Brenner Director General EUROCONTROL Agency January 2013 Dear colleagues, The successful achievement of the agreed European Air Traffic Management Performance Targets depends on a synchronised improvement of the operational and technical systems in all ECAC States. E !"C"#T!"$ has %een coordinating the planning and performance monitoring of operational and technical deployments across ECAC for some &' years. The ESS(P Plan and ESS(P !eport are an integral part of the European ATM Master Plan, and the ESS(P Plan is recognised as the deployment planning level of the Master Plan. The deployment planning level provides a comprehensive vie) of the European implementation roadmap %y defining a set of common implementation o%*ectives re+uired to improve the European ATM net)or, over the short to medium term. Based on the ESS(P Plan, the $SS(P process main outcome is the production of national $SS(P documents, one per each ECAC state, formally signed %y each national ATM sta,eholder representative. The $SS(P document provides a high level vie) of ho) the ATM, civil and military, is institutionally organised )ithin the state, of the progress in implementing ESS(P o%*ectives at national level, and of the evolution of the air traffic and performance for en-route and for the main airports, including those airports potentially having an effect upon the net)or, in terms of AT.M delays. (n addition, the $SS(P document is intended as a planning and reporting tool for civil and military ATM sta,eholders/ planners and e0perts, for all sta,eholder/s lines of actions that su%se+uently contri%ute to the implementation progress of active ESS(P o%*ectives at state1sta,eholder level. The relia%ility and the +uality of the information provided in the $SS(P documents is ensured through various supporting tools, developed and maintained over the years, and through the su%stantial involvement of all levels of the states1sta,eholders management in the process. Each $SS(P document is finalised )ith the formal signature %y all sta,eholder/s representatives. The release and e0ecution of the (nterim Deployment Programme 2(DP3, as a short term deployment program covering the period &'4&-&'45, )ill certainly re+uire special attention to address the monitoring and reporting in the $SS(P documents of those ESS(P o%*ectives )hich form part of the (DP Programme. .urther enhanced coordination is needed %y state1sta,eholders in order to ensure full alignment and consistency of reporting of these implementation o%*ectives in %oth the $SS(P and the (DP. The entire ATM community %enefits from having a clear and complete picture of Pan European implementation status and progress. This allo)s the identification of emerging issues and proposals for potential corrective measures, as stipulated in the annual ESS(P !eport. This ESS(P !eport therefore provides an ECAC-)ide implementation progress assessment of the European ATM Master Plan elements represented at the deployment planning level. The average en-route delay per flight decreased from >.& minutes per flight in Summer &'44 to '.6 minutes per flight in Summer &'4&. The $ocal Single S,y (mPlementation 2$SS(P3 documents, as an integral part of the ESS(P1$SS(P mechanism, constitute a five-year plan containing ECAC States/ actions to achieve the (mplementation "%*ectives as set out %y the ESS(P and to improve the performance of their national ATM System. This $SS(P document H 8ear &'4& descri%es the situation in the State at the end of Decem%er &'4&. The $SS(P documents are structured into three parts to %etter differentiate the Sta,eholder2s3 accounta%le for the information contained in each of them= Par* - S*a*e C"$*e8* 2Chapters 4 to 53, presents the ,ey players in the State, and sets the institutional and geographical scenes to help the reader understand the specifics of the State and interpret the rest of the document correctly. BA#SA certified the Directorate 9eneral of Air #avigation Services Provider 2BCAA1A#S3 on April &?th &'4& as an A#SP compliant )ith the Common !e+uirements, according to the provisions of the relevant European Community !egulations. BCAA1A#S is responsi%le for the provision of A#S 2ATS,C,#,S,A(S3 )ithin the Athinai .(!1Bellas (! and at all civil airports in 9reece. The Military Authorities involved in ATM in 9reece are= - The Bellenic Air .orce 2Ministry of Defence3L - The Search and !escue 2SA!3 service. Their regulatory, service provision and user role in ATM are detailed %elo). The Bellenic Air .orce 2BA.3 primarily provides services to military traffic 2"AT3. (n certain military airports and military TMAs, BA. also provides ATS to 9AT. These military units primarily accommodate "AT and have not %een certified thus far. Actions are also under)ay to implement re-organisation of ECAC airspace to ensure a uniform and simplified application of (CA" Air Traffic Service classes .light $evel 47> and %elo), according to (CA" Anne0 44. The B$ E MED .AB, )hich )as initiated %y the (talian !epu%lic )ith the participation of a Consortium of A#SPs %et)een the (talian E#AC SpA, representing the (talian !epu%lic, the Cypriot DCAC, the Bellenic CAA and the Maltese ATS )ith the support of E !"C"#T!"$, is a regional initiative aiming to fulfil the European Commission re+uirements for the esta%lishment of .unctional Airspace Bloc,s and is cofinanced %y TE#-T. The Tunisian "ACA, the Egyptian #A#SC and the Al%anian #ATA have participated in the study as associated partners. A minimum set of technical ena%lers such as Surveillance, #et)or,ing, ATM tools and (nteropera%ility )ere identified to support the .uture "perational Conte0t for the .AB as )ell. The Partners conducted this phase through a *oint effort, ta,ing into account all relevant e0isting SES regulations, in order to ma,e coherent and coordinated progress to)ards the shared SES implementation o%*ectives. :here possi%le, the use of precious academic ,no)-ho) and local scientific cooperation )as fostered )ith the inclusion of relevant niversities in the various elements of the Study. The .easi%ility Study )as not limited to the national airspace of the states composing the consortium, %ut )as e0tended to a larger airspace, in strict cooperation )ith neigh%ouring States and the other e0isting .AB initiatives, so as to identify the %est suita%le operational solutions. The B$ E MED Consortium released a final K.easi%ility !eportK to concerned political institutions and authorities, to support their decision ma,ing process, )hich constitutes an indispensa%le prere+uisite to proceeding )ith the follo)ing phases of the Pro*ect. (t shall %e noticed that the B$ E MED .easi%ility Study area represented in the follo)ing figure does not represent in any )ay a proposal of a single .AB, %ut e0clusively a very large study area that has %een chosen to capture all regional traffic flo)s elements, as )ell as the interaction )ith the neigh%ouring countries. 4LUE MED +eas#5#l#*' s*ud' a$d #$*erac*#"$ area The De+#$#*#"$ P/ase 2&''7-&'4&3 has outlined a ne) operational scenario to %e progressively implemented in the .AB, )ith proper technical, legal and safety1security solutions, detailing the %enefits 2mostly for the airspace users3 through a CBA. Some detailed studies of air traffic flo)s and a technical analysis to identify, in line )ith SESA!, the ne) functional re+uirements of communication, navigation and surveillance system have %een carried out,

)ith a particular attention on interopera%ility re+uirements of the ATM systems currently used in the ACCs of the States concerned. The commitment on the .AB esta%lishment, %ased on the results of the Definition Phase have %een consolidated, %y the B$ E MED Mem%er States ministers signature of the .AB State $evel Agreement on 4&14'1&'4& in order to verify the e0istence of all the prere+uisites for the %eginning of the (mplementation. The I()le(e$*a*#"$ P/ase 2&'4&3 is the final step of the .AB esta%lishment through the implementation of the identified operational solutions and the development and deployment of identified technical ena%lers 2in strict conformance )ith SESA! and the ATM industry3 on the %asis of the implementation plan prepared during the B$ E MED Definition Phase. The #SAs of the States participating in the B$ E MED have started to follo) parallel activities )ith those of A#SPs. The main o%*ective of these activities is to ensure e0peditious and smooth development of common criteria for oversight processes and conformity assessment across the B$ E MED .AB, to %e incorporated in a dedicated manual, focusing in parallel on the ,ey importance of interopera%ility issues. .urthermore the aforementioned activities are aiming at implementation of the provisions of EC regulation >>' article & 26,53, as )ell as of EC !egulation 464> as a )hole and particularly of article 6 2&3 thereof. A first approach of such a vision and the associated criteria has %een already attained in the meetings held so far. A close coordination and active participation of military authorities from the B$ E MED states during the Definition Phase has ensured the identification and consideration of military re+uirements for the .AB esta%lishment.
