Report indicts ATPU over human rights violations

Human rights violations by the Anti-Terrorism Police Unit (ATPU) are counterproductive to efforts to combat terrorism and additionally, are eroding trust and leading to rising tension between the Muslim community and the government. This was the verdict reached in a joint report by the Open Society Justice Initiative (OSJI) and the Mombasa based Muslim for Human rights (MUHURI) which told the government to ensure that security agencies comply with domestic, regional, and international human rights standards in the fight against terrorism. The report, We are tired of taking you to the court, provides a chilling record of counterterrorism abuses by the ATPU accusing the squad of being behind extrajudicial killings, torture, excessive use of force, disappearances, arbitrary detentions and renditions among other serious human rights violations. The two organizations also called on the United States and Britain which are the primary financiers of ATPU to cease their support to rid the country of torture and extra judicial killings. The damning report said the ATPUs record of fighting terrorism is tarnished by its counter-productive operations which impacts a poor human rights record. The challenges that arise in counterterrorism policing are real, but do not in any way excuse the ATPUs regular perpetration of human rights abuses, including use of excessive force during house raids; torture and ill-treatment of detainees; arbitrary detentions, including disappearances; and rendering terrorist suspects to countries where they face a real risk of torture, read part of the report authored by OJIS legal officer Jonathan Horowitz. The organizations warned that human rights violations are counterproductive and could be employed by violent extremists as a recruitment tool to justify terrorist violence. In addition, the report said the counterterrorism-related abuses often indiscriminately target entire communities and this extinguishes opportunities for dialogue which can be instrumental in reducing extremist violence. Angola denies Islam ban after Muslim outrage


Angola's government on Tuesday denied it had banned Islam and closed mosques in the country, after speculation that sparked outrage among Muslims worldwide. "There is no war in Angola against Islam or any other religion," said Manuel Fernando, director of the National Institute for Religious Affairs, part of the ministry of culture. "There is no official position that targets the destruction or closure of places of worship, whichever they are," Fernando told AFP. Reports that Angola, a traditionally devout Catholic nation, would crack down on Muslims had drawn condemnation from the Organisation of Islamic Cooperation and others. In Egypt, Mufti Shawqi Allam said such a move would be "a provocation not only to Angolan Muslims but to more than 1.5 billion Muslims all over the world". The oil-rich nation has a population of about 18 million people, several hundred thousand of whom are Muslim. Religious organisations are required to apply for accreditation in Angola, which currently recognises 83, all of them Christian. In October the justice ministry rejected the applications of 194 organisations, including one from an umbrella Islamic community group. David Ja, a spokesman for local Muslims, challenged the government's account and said that a number of mosques had already been closed. Ja condemned what he described as "political persecution" and "religious intolerance". "A mosque was closed last week in Huambo (in the south) and we have been subjected to pressure this week regarding a mosque in Luanda," he said. According to the ministry of culture, these closures were related to a lack of necessary land titles, building licenses or other official documents. EDITORIAL

A big no to sex classes in schools


In an unprecedented move, the Teachers Service Commission (TSC) has announced that classes teaching children about sex will be introduced in schools. The announcement follows on the heels of a proposal to distribute condoms to school going children. The assumption being put forward is that introducing sex education and contraceptives to learners-even those in primary schoolsis an appropriate measure to curb the rising tendencies of HIV/ AIDS among the young generation. This week the world is marking the World AIDS day and the event is being observed at a time when concerns are growing that the gains made over the years in curbing the spread of HIV/AIDS are being reversed as a result of the escalating illegal sexual relationships between married and unmarried couples as well as teenagers. More disturbing is that children from the age of eight are reportedly engaging in sexual vices. Sexual immorality is a great source of debauchery to the society and the end result in the failure to address this moral corruption is an upheaval of the existing social order. No evil that a person commits has more in pitfalls and destructiveness results than sexual vice. It has broken marriages, shattered homes, led to unwanted pregnancies, caused more emotional and psychological difficulties, is a source of sexually transmitted diseases and has destroyed more lives than alcohol and drugs combined. Lack of commitment associated with most relationships outside of marriage has been the source of killing, lying, cheating, as well as bitterness, hatred and slander. The problem of street children whose lives revolves around crime is a testimony to the dangers which this vice pose to the entire society. Unfortunately we live in a society which glorifies sex. It is virtually everywhere and it appears that no one is immune to its presence. It can be found in movies, TV shows, commercials, billboards, music lyrics, pornographic books and magazines which can be obtained on the streets. Even children are not spared as this vice can now be found now in video games, cartoons and now plans are underway to introduce to pupils. Introducing sex classes and distribution of so-called contraceptives is in effect a licence to introduce school going children to explore the adult world. This move will no doubt expose this vulnerable generation to the dangers of HIV/AIDS, open the doors for children to exploit by sexual predators as well as increase cases of incest. Over the years, the government engaged in a programme for the mass distribution of condoms ostensibly to promote what it said was safe sex and curb the spread of sexual transmitted diseases but as it can be seen, these measures have done little to curb the spread of HIV/AIDS and despite these failures, measures are being proposed to lure innocent and vulnerable children to the highway of social destruction. More than 14 centuries ago, the last Prophet of Islam, Muhammad sallahu alyhi wa sallam predicted that a society which chooses to take the path of sexual lewd practices will be met with a divine punishment which had not affected previous generations. "If lewdness exists among people and then appears as a common and open practice, plagues and new diseases which did not exist before will spread among them. [Ibn Maajah, Al-Hakim] Religious leaders from all faith backgrounds and people of morals should stand firm to oppose these immoral and depraved measures which are threat to the social order. Standing akimbo and allowing people who have no regard for a morally correct society to impose their thoughts and polices on the wider society will be giving credibility to the evil ideas and people of right thinking should not accept this path by any means possible.

The 96 page report seen by The Friday Bulletin was presented to the US Congress by former MUHURI executive director Hussein Khalid and the peace and security officer Francis Auma. The two organizations also appealed to President Uhuru Kenyatta to take steps and ensure that Kenyan citizens renditioned to Uganda were returned home. The report further said accountability mechanisms, such as the courts and the Independent Police Oversight Authority (IPOA), must hold its officials accountable for committing human rights abuses. This includes ensuring independent, impartial, and transparent investigations into allegations of extrajudicial killings, torture and other ill-treatment, excessive use of force, disappearances and other forms of arbitrary detention, renditions, and transfers to torture and other serious human rights violations allegedly carried out by the ATPU. Among other recommendations, the organizations also called for the Prevention of Terrorism Act which was enacted last year to be amended or repealed to meet international human standards. The legislation contains vague and broad language and permit states to engage in excessive investigatory, detention, confiscation, and punitive action. While the Westgate Shopping Mall attack demonstrated the threat posed by terrorism, MUHURI and OSJI said in the process of carrying out counterterrorism responsibilities, the ATPU went on to commit a wide array of human rights abuses that violated the domestic law. The courts also came up for criticism for often bending to the whims of the security officers and failing to take into account the rights of the accused as envisioned in the law. The modus operandi of ATPU was replete with excessive force and abusing peoples rights in the course of conducting raids, the report said in the most damning criticism of the police unit. Heavily armed ATPU officers break down doors, give no warning, reason, or display a warrant for the raid, provide no or minimal identification and beat and threaten bystanders and terrorist suspects.

The report also presents credible allegations of disappearances and extrajudicial executions of terror suspects. It documented the case of a Mombasa resident Swaleh Abdullah Said who was arrested in connection with the Westgate attack and subjected to beatings and other forms of inhumane treatment. In the words of Francis Auma, Kenyans came together to pass a new constitution and police reforms with the goal of ending incessant police brutality and impunity. The ATPU is unraveling that progress with every beating, disappearance, and unlawful killing it commits; this will only be stopped if its officers know that they will be held accountable for all abuses, he said. The report attributed the reasons for the draconian actions to the ATPUs failure to gather evidence that results in convictions. If the ATPU brings someone to court they know theyve lost, so they kill you instead, one lawyer explained. The organisations said the government has a legal obligation to effectively investigate the murders and disappearances, work to stop them, and bring the perpetrators to justice. All of these allegations of beatings, disappearance, and killings require, at a minimum, a robust and effective investigation by Kenyan authorities. In the cases documented in this report where the government denies any involvement in the murder or disappearance of terrorist suspects, the government nonetheless has an obligation to conduct an effective investigation into who was responsible.

Sheikh Sulayman Shaqsy Denition and Types of Hijrah Thomas Patrick Hughes in his Dictionary of Islam, page 175 says: Hijrah literally means migration: (a) The departure of Prophet Muhammad (salallahu alayhi wa sallam from Makkah to Madinah; (b) the Muslim Era; (iii) the act of a Muslim leaving a country under non-Muslim rule; and eeing from sin. What Hijrah is Not. The Arabic word Hijrah, says HAR. Gibb in his Shorter Encyclopaedia of Islam, page 139, should not be translated ight, for the idea of eeing is not properly expressed by the verb Hijrah. This verb means to break off relations, to abandon ones tribe, to emigrate. The Islamic Concept of Hijrah From the above it is clear that Hijrah denotes movement, but it is that type of movement, which is not conned only to the geographical sense. In its wider scope, in addition to movement from a place to another, it also implies dissociating oneself, shunning or withdrawal, from the behaviour, utterances and practices of a misguided and sinful group of people or society. Sometimes this act of dissociation or self-isolation is effective and adequate. But where a social environment is so polluted, vicious and hostile as Makkah was throughout the thirteen years of the Holy Prophets (salallahu alayhi wa sallam) stay there, mere dissociation or shunning could logically only be the rst step. Sooner or later it had to be followed by the second step which was emigration -movement through space to a country more receptive to Islam. This is so, for Islam aims at training people of the best morals, manners and character thus Creating a sinless, pure and godly society ideal for the establishment of the Kingdom of Allah on earth. Hence, to the individual Muslim Hijrah enjoins to always struggle for a positive change in his life: from bad to good, better to best; from immorality to morality, indecency to decency, sin to virtue in short from the un-Islamic to the Islamic in all his spheres of activities and aspects of life. To the Muslim community, the world over, the message is to struggle hard, tooth and nail, so as to become an Islamic ummah to the tune, and in its true sense. Background Hijrah is neither a new phenomenon nor did it rst occur to the Noble Prophet Muhammad (salallahu alayhi wa sallam). Indeed it is as old as history. Many a Prophet before al-Mustafa did migrate. To mention a few, Prophets Nuh, Ibrahim, Yusuf, Musa and lsa (alayhim sallam.) migrated, and this has been documented in the Noble Ouran. For lack of space let us mention only one example that of Prophet Ibrahim (alayhi sallam). Prophet Ibrahim (alayhi sallam) tried his best to propagate Islam to his people in Iraq but they turned a deaf ear to his call and Message. He then broke down their idols, and for this they decided to burn him alive, but Allah, (Subhaana wa Taala) succored him and he came out safe from the Nimrodic re: They said: Burn him alive and avenge your gods, if you want to take any action. At this, We commanded, O re! Be cool and safe for Ibrahim. (21:68-69) After this he decided to migrate and look for another place more receptive for the message of Islam; he said: I shall migrate for the sake of my Lord, He will guide me. (37:99) So he left his native country of Iraq for Sham and the Holy Land of Palestine, with him were his lady wife Sarah radhiallahu anha and the Prophet to be Lut alayihi sallam. In this connection, the Quran observes, Then Lut believed in him and Ibrahim said: I shall migrate towards my Lord, he is the Almighty, the Wise. Then from Palestine he migrated to Egypt where he stayed for sometime and then returned again to Palestine; with him were his wife and her Egyptian maid Hajar whom he married later. Not long after that he was again commanded by Allah to migrate with his infant-son Ismail (alayhi sallam) and his wife Hajar, to Hijaz. In this connection we read in the Ouran: Our Lord! I have settled some of my descendants in a barren valley near Your Sacred House. Lord! I have done this in the hope that they would establish Salah there. So turn the hearts of the people towards them, and

provide fruits for their food; it is expected that they will become grateful. (14:37) Then again he returned to Palestine. What necessitated the Hijrah of the Noble Prophet (salallahu alayhi wa sallam.) and his Companions to Madinah? To fully grasp and appreciate the wisdom behind the Hijrah, we have to consult history. During the rst decade or so of the Prophethood at Makkah the Message of Islam had proved its stability. This was the result of two things. Firstly, the Noble Prophet (salallahu alayhi wa sallam.) who possessed the highest qualities of character, was carrying out his Mission intelligently and wisely. Through his conduct he had shown that he had made up his mind to carry out the Islamic Movement to a successful end whatever the cost. Secondly, the Islamic Message was so charming that it attracted the minds and the hearts irresistibly. But in spite of the above mentioned success; the Islamic Movement still lacked certain things to lead it to victory: (1) It had not yet been fully proved that it had gathered round it a sufficient number of such followers who not only believed in its truth but also had such an intense devotion to its principles that they were ready to expend all their energies that they possessed in the struggle for its success and establishment. So much that they were ready to sacrice their lives in the ght against the whole world itself even though they should be their own nearest relatives. There is no denying the fact that the Muslims had endured the severest persecutions at the hands of the Quraish and had given a good proof of the rmness of their faith and love for Islam, yet further trials were required to show that Islam had succeeded in acquiring such a band of followers who considered nothing dearer than its ideals and were ready to sacrice life for it. (2) Though the voice of Islam had reached every part of the country, its effects were yet scattered and its acquired strength was widespread; it had not yet gathered sufficient force essential for a decisive conict with the old established order of Jahiliyyah. (3) Islam had yet no home of its own and had not established itself rmly anywhere in the land where it could consolidate its power and make it a base for further action. This is so because the Muslims were scattered all over the country and were living among the unbelievers as aliens whom their bloodthirsty enemies wanted to uproot from their own homes. Sexual Abuse: Be By Your Childs Side

8 Things You Should Know

No doubt watching a child suffering from physical abuse is very painful, however knowing how sexual abuse affects the physical and psychological well-being of our children is much more devastating. Although physical abuse is more tangible with its bruises and scars, sexual abuse print has a far-reaching, profound and persistent effects. Contrary to the conviction that avoiding talking with the children about sexual abuse for the sake of preserving their innocence; experts believe that awareness is much better than innocence in this particular case. "Lack of sufficient knowledge will unfortunately lead the children to be more vulnerable to be attacked," highlighted Samar Abdo, a social counsellor Knowledge Better Than Innocence Educating children about sexual abuse won't necessarily include using inappropriate terms or explaining details of sexual relations. It shouldn't also be frightening for the kids, you'd rather chit chat with them about social activities they like to practice and talk briefly with them about risks they might face when they are alone dealing with strangers. Factual discussion is always the best way to make them fully comprehend what sexual abuse is, who is likely to do it, and what to do in such cases. Here are some facts that might help you spot the problem in a more systematic and informative way: 1- First of all, sexual abuse includes a wide range of behaviors that range from sexual exploitation to full intercourse, in which a very simple behavior might cause a serious psychological impact. It also includes getting the children involved in any sexual activities or to produce child pornography. 2- Psychological influence might appear on children who suffer from sexual abuse in different forms like: General fear or fear associated with certain people or places Feeling of shame or guilt Sleeping and eating disturbance Attention problems Social withdrawal and depression Aggression, anger, hostility, hyperactivity Poor school performance Drug addiction Imitating mature sexual behaviors and suicidal attempts. It might also reflect on the pictures they draw and the stories they tell, that abnormally contain sexual content. Fear, insecurity, anxiety, inferiority, and embarrassment are also very common among abused children. Physical signs that parents should be aware of include: Blood or semen in their underwear Trouble walking or sitting Oral and anal bruises Presence of objects in the vagina or the anus On the long term, abuse can lead to low self-esteem and difficulties in intimate relationship, or unity with the predator and abusing kids. 3-The person who practices this behavior, is not necessarily a stranger, he/she might be a relative, parent's friend, neighbor, teacher, trainer- anyone, just anyone. 4-The predator is not a weird person, he might be very nice people. Abdo explained that it is not uncommon that those people show extra care for the kids, while brainwashing their heads to keep the practice going. Parents should always question money and belongings found with their kids that are not logic and might be a strong signal of someone manipulating them. 5- Persons who practice child abuse are not necessarily victims of abuse themselves.

6- No one is secure or immune to be abused; it is not associated with disturbed families, certain socioeconomic level, gender, or race. Timid children are more vulnerable, as well as those who don't receive adequate love or care from their families. Believe Your Children 1- Express your unconditional love and support to your child by different ways, this will be sufficient to create mutual trust and will help him/her tell you if anything goes wrong. 2- Teach your child that certain organs in their bodies are private (not dirty or shameful) that shouldn't be seen or touched by anyone. 3- Teach them to say no when necessary, and that they shouldn't accept whatever they feel a scary or weird situation, and how to seek immediate help from a grown up. 4- Always keep an eye on your children at home or wherever they present, and be sure you know their caregivers in either ways. 5- Set your online rules, like parents' control techniques and banning any secret activities online. 6- Make a network with other parents in the school, club, or neighborhood; this will help you all cooperate in the kids' protection. 7- Any query incident associated with inappropriate language or touch should be reported to the parents, whom will handle the whole issue in a better way. "Children tend to imagine things, but this is very unlikely to happen in the case of sexual abuse", the social counselor Samar Abdo said. This is because they didn't experience similar incidents before to build on, that's why parents should basically believe their children unless there is a strong reason to reject their statement. In many cases, children will be afraid, anxious, and confused while talking about abuse incidents; for this parents should listen attentively, and believe the child even if some details are not very accurate. 8- Reassure them and assert that they are not at all responsible for this behavior. Taking an action towards the harassers especially in major cases is mandatory, not only to ensure it won't happen again, but also to help the child get over the situation and report further possible attacks. The child will have a better chance to recover if the parents' intervention is quick and appropriate.

Premarital Relationships Why Not?


saves us from the risk that we will ever become addicted. Closing Thoughts Premarital relationships are forbidden in Islam. Interaction between men and women is not forbidden, provided that it is conducted according to certain guidelines. Let us not be tempted to say, "Well, I have no problems with dealing with women as very close friends." While some men and women might be able to have platonic relationships, there is no guarantee that what starts off as simple friendship eventually leads to some and then strong attraction. Many people have looked back and regretted that they were not strong enough to resist the temptation to become attracted or to be alone with their friend. It is understood that in contemporary society, men and women mix in the context of work or study. However, the burden is upon the one who is mingling with the opposite sex to stay within the bounds of proper etiquette. Islam allows great flexibility in the realm of conduct as long as the conduct itself is guided by the Qur'an and the teachings of our beloved Prophet Muhammad (peace and blessings be upon him). If the contact is purposeful, limited, and public, then there is less risk that either the man or the woman involved will become vulnerable to temptation. None of us can predict with certainty that we will be able to control our emotions and desires. Almighty Allah knows who among us would be able to handle working and studying with members of the opposite sex. However, Allah in His infinite wisdom also knows that all of us are prone to forget and therefore, to protect us all, there are clear guidelines as to when and how and for what purposes we should interact with the opposite sex. The beloved Prophet (peace and blessings be upon him) once counseled a man who sought his permission to commit fornication. In a most humane and dignified manner, the Prophet asked the young man if he would want another man to commit such an act with his mother or sister. In this way the Prophet was able to redirect the young man's attention from trying to satisfy his sexual desires to thinking about the honor and the respect with which he would want his own sister and mother to be treated by other men. Overall, in placing the act of fornication in a more personal and familial context, the Prophet helped this young man to see the detrimental impact that fornication and other such sins have on society at large. Timeless Islamic Teachings We often end up falling into the trap of believing that maybe Islamic teachings are outdated and old-fashioned. On the contrary, Muslims accept the Qur'an and the teachings of our beloved Prophet Muhammad (peace and blessings be upon him) as comprehensive, universal, and timeless. Therefore, no matter where or during what time period in human history, premarital relationships have and will be forbidden because of the detrimental impact on the people involved as well as on society in general. Allah Most High ordains upon us a lifestyle according to which human life is sacred and which considers righteous conduct, mutual respect, and chaste and dignified relations to be the norm rather than the exception. We read in the Qur'an. O Prophet! When believing women come to thee to take the oath of fealty to thee, that they will not associate in worship any other thing whatever with Allah, that they will not steal, that they will not commit adultery (or fornication), that they will not kill their children, that they will not utter slander, intentionally forging falsehood and that they will not disobey thee in any just matter,- then do thou receive their fealty, and pray to Allah for the forgiveness (of their sins): for Allah is Oft-Forgiving, Most Merciful (Al-Mumtahanah 60:12) In the context of social relations, Allah Most High has ordered men and women who wish to establish an intimate and physical relationship to do so by signing a contract, to bind each of them to certain rights and responsibilities towards the other. The marital relationships is characterized therefore as a "solemn covenant," (An-Nisaa' 4:21). Contrast a "solemn covenant," to having no contract and no covenant whatsoever. In a premarital relationship there is no contract. There might be some commitment but it is not stipulated by any conditions: both the man and the woman can walk away from the relationship without any fear of breaching a contract, because there is none. You must know how painful it is for young people to "break up" or "break off" or "get dumped," and how painful it is for them to be "in love" with a boy one day only to find him with another girl the next. In the most tragic cases, young women have lost their virginity to young men who spoke so passionately about love and future marriage, but then one day just stopped calling, or fell instantly out of love. To the extent that men and women will, out of fear of Allah and out of a desire to please Allah, uphold their contractual obligations, marital relationships are strong, whereas without any contractual obligations and stipulations, both the man and the woman are at risk, as noted above. Allah Most High desires that we live chaste lives and therefore the Islamic outlook is that we shouldn't even go near, come close to, or approach the possibility of becoming vulnerable towards a man or a woman's attraction, unless we are serious and committed enough to sign a marriage contract and take on the rights and responsibilities associated with it. Allah warns in the Qur'an, And come not near unto adultery (or fornication). Lo! it is an abomination and an evil way. (Al-Israa' 17:32) Painful Consequences While not all premarital relationships are characterized by intimate, physical relations, there are clearly painful consequences for both the boy and the girl who are involved. Dawa Group to give Kisumu referral hospital


Kisumu County is set to have another referral hospital to provide essential quality health care to area residents and those from surrounding counties. On completion, it will be the second referral hospital in the county and is expected to decongest services at the New Nyanza provincial General Hospital. The project was launched on Saturday last week at a ceremony graced by the county governor Jack Ranguma and a host of local leaders. The governor hailed the project describing it as the most ambitious in the county which will significantly improve on accessibility of health care. He underscored the challenges faced by residents in accessing health care saying that due to poverty and access to health centers, may people continue to die of treatable diseases. Chief Kadhi and Imams urged to address gender based violence


The Chief Kadhi Sheikh Ahmad Muhdhar has been urged to ensure all Kadhis and Imams in the country address the growing gender based violence against women and girls in the Muslim community in their areas of jurisdiction. Kakamega Jamia Mosque and Islamic Centre committee members Amida Abdalla Indimuli and Hawa Omar Malenya said gender based violence such as rape, defilement, commercial child sexual exploitation, forced marriages and harmful cultural practices such as Female Genital Mutilation were on the rise within the community and said Kadhis and Imams need to be reminded of their responsibilities and roles in addressing the family related matters. The two community leaders noted that gender based violence against women and girls was against Islamic teachings and human rights abuse. Addressing participants at a sensitization forum during the16 days of Activism against Gender Based Violence at Kakamega Islamic Centre conference hall over the weekend, they stated that the problem of gender based violence has turned out to be a growing social problem with devastating consequences that destroy families and communities. ''This is a growing problem and Kadhis as judicial officers and Imams as spiritual leaders have roles to play in addressing this social vice'' said Amida. Hawa Omar who is also a social activist, however reiterated that most Kadhis concentrate on matters pertaining to marriages, divorces and inheritance only and did not understand the reality of gender based violence, adding that it was time they acquainted themselves with the problem which was also contributing to the increase in divorce in the community. She decried that most Muslim women and girls were facing the brunt of these violence in silence and appealed to husbands and parents to treat their wives and daughters respectively honourably as mandated by the Qur'an and teachings inscribed in the sunnah [traditions of Prophet Muhammad peace be upon him] Amida however attributed the problem to the disregard of Islamic teachings and called on the Chief Kadhi to establish sub-committees at the Kadhis courts countrywide to undertake the counseling and guidance role as a way of solving marital problem and minimize divorce cases. She further advised couples to imbibe the spirit of Islam as a way of nurturing good relations in homes. The forum attracted over 150 participants from Kakamega and surrounding areas.

'Invest in schools to promote education'


A call has been made for the establishment of more community schools to provide opportunities to Muslim children to access education. The Saudi Arabian ambassador to Kenya Ghorm Said Malhan noted that education is a fundamental pillar in enhancing human lives and social economic development and pointed out that Muslims need to have institutions which will provide a holistic learning environment for both the Islamic and comparative education. Knowledge is the main source of power and the driving force for sustainable development, he said. He made the remarks during the celebrations to mark the 75 anniversary of Muslim Academy, previously Muslim Girls secondary school. The ambassador commended the Islamia Madrasa Society (IMS), the school founders for the strides taken in enhancing the education of Muslims in the country. He said Saudi Arabia will continue its support to the sector by granting Kenyans university scholarships to further their education in kingdom. Currently, hundreds of students from Kenya are studying in the Middle East country in various fields of study such as Arabic and Islamic studies, medicine, education and engineering. In his address, Ghorm also spoke on the need for Muslims to engage in dialogue with other cultures and religions to contribute to the efforts to enhance peace and security in the country and at a global level. Dialogue with different cultures and religions is important to establish peace and unity in the society, he said. There is need for engagements to ensure that Kenya remains an island of peace in a turbulent world, he added. During the event, the ambassador launched the Arabic study book for primary schools authored by Sheikh Ahmad Uthman, the Imam of Landhies mosque. In his remarks, the chairman of Islamia Madrasa Society Zafar Niaz paid gratitude to the school founders who saw the need to provide education to the Muslim community, particularly the girls during a period and time when girls were disadvantaged in accessing education. He announced that moves were underway to establish a girls boarding section as well as a tertiary college to enhance and increase the provision of education in the community. On his part, the IMS secretary general Munawar Khan emphasized on the societys goal to promote quality education right from pre-school to higher institutions of learning .Insha Allah our goal is to move to higher education and eventually a university, he said. The school opened its doors to students in 1938 and in the 75 year period, it has produced a wider cadre of learners who are now serving in various professionals as doctors, engineers, teachers, accountants, architects and other professionals.

Construction of Education centre in Kamiti Maximum Prison


Criminal rehabilitation is gaining popularity among many who are forward thinking. Such forms of rehabilitation can help to reduce the number of repeat offenders who return to jail after being unable to adapt to life outside of jail. This can also help to solve some of the more serious cases, such as sexual offenders who may continue in their heinous ways after being released. Criminal rehabilitation can help to solve the problem of overcrowding in most prisons. The criminal population continues growing, as the death penalty has been abolished, and the state would need to spend more on facilities to house criminals. Statistics showing that only 35 percent of inmates do not make their way back to prison upon their release. This leaves us with a large percentage of released criminals who do commit crimes and end up being repeat offenders. Needless to say, the possibility of releasing prisoners who might be repeat offenders is a threat to social safety. However, the scenario does have a light at the end of the tunnel. There seems to be a good reason why some former inmates do not return to jail: it appears that their time in incarceration was spent productively, changing some vital aspect of their personality. Education is one of the ways in which this positive change can be achieved. Ummah Foundation through its Prisoners Rehabilitation Program has been in the forefront in bringing change in prisons through Islamic teachings and other technical programs. In Naivasha Maximum Prison, Ummah Foundation has established an Education Centre that serves as a mosque for the inmates and an Education hub that inmates come together every day to learn and watch prominent Muslim scholars give lectures from the video and TV set that the Foundation has provided for them. Likewise in Kamiti Maximum Prison, Ummah Foundation in collaboration with One Shilling Foundation has started construction of another centre that is similar to the one in Naivasha. With the same setup and programs we anticipate to rehabilitate a bigger number than before through Daawah. Kamiti is one of the oldest prison facilities in Kenya and has a population of approximately 3600 inmates. With this kind of populace, concerted efforts should be devoted to secure these inmates from their criminal tendencies to more productive attitudes that can help them grow spiritually and morally. This is the purpose of this program that we intend, with Allahs will, to spread across all prisons in Kenya. Other Prisons like Nairobi Remand, Athi River, Langata Women and Manyani prisons are equally in need of the same services and we call upon all well-wishers to join hands with Ummah Foundation and One Shilling Foundation to see changes in our Prisons.
