Hello, With the recent tragic events that occurred in Boulder Colorado along their river systems, I can't help but wonder what would happen to the Boise area if we received a significant amount of rainfall which in turn caused the Boise River and nearby ponds to breach their banks and flood parts of the city? What is the maximum amount of rainfall the river could handle in a given short period before the capacity of the river is exceeded and flooding would be imminent? Does the city have a plan for this type of natural disaster? If you have been following the events unfold in Boulder, it has totally changed the city forever. I hate to think of WHEN this type of rainfall will happen and not IF. Thank you for your time. P. Miranda

"Father forgive them, they do not know what they are doing." Jesus said this. The majority of the Boise City Council do not understand the ordnance they approved :>0 They live in a dream of fear and loathing of the poor and homeless. Their dream seems real to them! It is not! And, so they stumble through life not understanding that all of us come from the same Source. If they would just look in the mirror they would see their sisters and brothers looking back. We are all afraid at times. But, when we learn to see as though we can believe we can make a world to share with all. Then we must find the courage to do That, and repent of our iniquity! Jesus, The Buddha and others live outside the cosmic Dream. but knowing they are One with All, They are able to live in this world without becoming a part of it. Here's what I send this afternoon. Dear Mr. Mayor and Members of the City Council, I am writing again to urge you to vote NO on the public solicitation ordinance this evening. In my last email, I asked you to vote NO on ethical and moral grounds. This time, I'm going to get personal and specific. My friend Larry, who will speak at the demonstration to be held at City Hall this afternoon, is
1

currently homeless--- he lives in an uninsulated camper that sits atop his nearly antique truck. He is homeless because of crippling pain brought on by chronic arthritis, and a devastating divorce that left him with nothing. Prior to becoming homeless, Larry was a skilled auto electrician and woodworker. He will be bringing just a few of the extraordinary pieces he's crafted to this evening's demonstration, and I'm sure would be happy to show them to you, if you'd care to talk to him. Larry also mentored kids and taught boxing for many years. Unlike some, Larry still has some income thanks to disability. Most of that income is eaten up by doctors' bills and the cost of medication. It costs him $4,000 a month simply to keep walking. The thin layer of protection offered by disability benefits is all that stands between Larry and the street. If he had access to a shop and tools, Larry would have no problem making a living. In his words: "if I had that, I'd take over the whole northwest." When you see what a skilled craftsman he is, you will understand how he could claim such a thing-- and you would believe him. Because of his situation, Larry deals with verbal abuse on a daily basis. He has been called "white trash" more times than he can count; he has had people call the cops on him merely for sitting in the park. Meanwhile, when he has had passers-by attempt to break into his camper or threaten him with physical violence, he has had no one to turn to but himself for protection. Larry has never flown a sign to ask for help, but he acknowledges that unless something happens soon to change his situation, he may very well need to. The public solicitation ordinance that you will be voting on tonight will silence people like Larry-- people who have immeasurable potential and possibility but, due to circumstances beyond their control, no or next-to-no material wealth-- while allowing, and perhaps even implicitly condoning, others to verbally abuse them. If there is any kind of speech that the government has a proper role in regulating, it is the hateful, oppressive speech of those who abuse our most vulnerable residents. Yet this is not on the table-- it has never even been discussed as a possibility. When you go to vote tonight, I urge you to remember that it is chance alone-- whether the chance of genetics, in the case of those with disabilities, substance abuse or mental health problems, or chance of birth or circumstance-- that separates you and me from Larry and others on the street-- nothing else. I ask you to vote your conscience tonight; to acknowledge that you are no different from those this law would silence; and VOTE NO. Shavone Hasse

Sara Baker, President Ada County Highway District 3775 Adams Street Garden City, ID 83714 Re: ACHDs IFYWP FY 2014-2018 Initial Draft Comments

Dear President Baker: Thank you for the opportunity to comment on the initial draft of the Integrated Five Year Work Plan for FY 2014-2018. The Boise City Council has carefully considered the draft plan in its entirety and appreciates the work and consideration that has gone into the draft. We appreciate many aspects of this years draft Plan, in particular: the consistency in project construction years from last years Plan to this years; the integration of named maintenance and ITS projects; the proposed increase in Community Programs funding from $4 million a year to $5 million to $6 million.

Economic Development Boise City submitted nine economic development projects for consideration, and two projects were short-listed by ACHD: Royal Boulevard Extension between 9th Street and Capitol Boulevard, and Emerald Street/Americana Boulevard from Orchard to Ann Morrison Park to create a complete street with bike lanes, three travel lanes, and sidewalks. We request that these two projects be added to the Plan for design in 2014. Community Programs We are pleased with the completion of two more neighborhood walking and biking plans (Southeast Boise and the West Bench), and to see projects proceeding in those areas as well as in the Central Bench. In the North End, we note that a sidewalk project on Heron Street abutting Camels Back Park has been scoped and request that it be moved into design. In addition, we request that the sidewalk gaps on Jefferson and Madison streets near Whittier Elementary School and the parks on Whitewater Park Boulevard be scoped and expedited due to significant safety concerns. Prioritization We recognize the difficulties that ACHD faces in attempting to balance projects in seven jurisdictions and the limitations inherent within the ranking system. However, there are two projects that scored low in prioritization (No. 85 - Ten Mile, Victory to Overland; and No. 94 - Ten Mile, Ustick to McMillan) but are being moved into the Plan for design in 2018 and Planned Development in 2019/2020. There are 42 projects that rank higher that are not proposed to be moved into design, including the State/Glenwood intersection

a and the intersection at Br roadway/Av venue B/Idah ho/Warm Spr rings (both o on Boise Cit tys spring 2 2013 request l lists). Presum mably the Te en Mile proje ects are inten nded to head d off future c congestion. H However, th he S State/Glenwo ood and Bro oadway/Ave. . B/Idaho/W Warm Springs s intersection ns are experi iencing sign nificant c congestion to oday. For thi is reason we e respectfully y request tha at these two p projects be m moved into d design in 2 2018 and pro oject develop pment as soo on as possibl le. S Studies T The city cont tinues to see e development applicatio ons in the vic cinity of Eas st Columbia Road and an nticipates increased dev velopment in n the Main/F Fairview area with the co ompletion of f Whitewate er Park Boulevard. A Accordingly, we request ted ACHD st taff support to work with h the Citys team to develop street n networks for t these areas. We W do not se ee these stud dies listed in the initial d draft and are hopeful that t staff time c can be a allocated to assist a with th he developm ment of a basic road plan for these are eas. J Joint Meetin ngs T The City of Boise B has sp pent a significant amount t of time, eff fort,t and mo oney develop ping a comm munity vision n o of our city, and a we believ ve that the tr ransportation n system is t the single mo ost significa ant investmen nt that our c citizens make in support of this visio on. We are developing a more precis se methodolo ogy for ranki ing t transportation projects th hat will more e fully expre ess our vision n and priorit ties for the c city and will provide the d district with a more coge ent and comp prehensive ju ustification f for the inclu usion of proje ects within t the CIP and I IFYWP. We look forwar rd to continu uing the conv versation wit th the comm mission on th his topic at fu uture joint m meetings. However, we strongly urge that you issue an interim rule next in lieu of a final rule to allow for additional comments. For now, please accept our following recommendations to strengthen a final rule. We do not support two separate planning processes one for the Assessment of Fair Housing (AFH) and one for the Consolidated Plan as mandated in the proposed rule. The AFH must be incorporated into the Consolidated Plan process to reduce redundancy and save time and resources. We cannot fully comment on the Assessment of Fair Housing in the proposed rule until we review the actual template upon which the assessment will be based. HUD has not provided the template in the proposed rule, and we therefore recommend that HUD provide adequate time for review of the template in another proposed rule before issuing a final rule. We urge HUD to designate the Office of Community Planning and Development as the entity to review and approve the Assessment of Fair Housing for CDBG, HOME, ESG, and HOPWA grantees since these programs fall under their jurisdiction. We urge HUD to allow small grantees to submit an abbreviated AFH. Small jurisdictions do not have the resources or staff to develop the AFH envisioned in the proposed rule. While the availability of certain data is necessary for grantees to examine certain fair housing indicators in their community, we do not agree that requiring grantees to examine data surrounding access to education, employment, low-poverty, transportation, and environmental health are required as part of the Fair Housing Act. We urge HUD to list these data elements as an option for program participants to use in their AFH, not a requirement.

The term m segregatio on implies a value-laden n judgment t that will present an impe ediment to rational and a proactive discussion n of the reaso ons why cert tain racial/et thnic groups are clustere ed in particular r locations. For F this reas son we urge HUD to use more neutra al terms, the ereby removi ing this barri ier to produc ctive discour rse. Consisten nt with HUD Ds statemen nt in the Sum mmary of M Major Provisi ions in the r rule that on ne of HUDs aspirations a fo or the propos sed rule is th hat it will red duce the risk k of litigation n for program m participan nts, we stro ongly urge th hat those par rticipants tha at comply with the stand dards of this rule be provid ded with a sa afe harbor fr rom any such h litigation. F Furthermore e we request that such language e be inserted into the fina al rule. The City of Boise tha anks you for r the opportu unity to prov vide commen nts on the pro oposed rule and encourag ges HUD to incorporate i these t comme ents into a fi final rule. Sincerely y,

AP Survey: No sign of an acceleration of global economic recovery through 2014 Associated Press via Washington Post 09/17/2013 WASHINGTON A robust recovery for the global economy remains well out of reach. Thats the view that emerges from a survey of economists just as the Federal Reserve is expected this week to reduce its stimulus for the U.S. economy. Europe has finally emerged from recession. Japan is growing after two decades of stagnation. And the United States is trudging ahead. Yet an Associated Press survey of more than two dozen economists suggests that global growth will remain below full health this year and next. Persistently weak growth would make it harder to resolve many of the worlds biggest economic challenges. They include historically high unemployment in Europe, sluggish spending by consumers and businesses in the United States, heavy government debts in Europe and Japan and unstable economies in some emerging nations. FULL ARTICLE Cost of Living in U.S. Increases Less Than Forecast: Economy By Jeanna Smialek Bloomberg 09/17/2013 The cost of living in the U.S. rose less than forecast in August, a sign it will take time for inflation to reach the goal of Federal Reserve policy makers as they consider trimming stimulus designed to bolster the economy. The consumer-price index increased 0.1 percent, the least in three months, after a 0.2 percent gain in July, Labor Department figures showed today in Washington. The core measure, which strips out food and fuel, also rose 0.1 percent. Another report showed homebuilder confidence held this month at the highest level since 2005. Fed policy makers meeting today and tomorrow will debate whether the economy, fueled in part by resilient demand for homes and autos, is strong enough to warrant a slowdown in the pace of monthly bond purchases. Central bankers have said they are also watching prices to ensure the

The settlements, expected this week, will help the nations biggest bank move beyond last years $6 billion blunder and mend frayed relationships with regulators. Senior JPMorgan executives also avoided charges in the case, another victory for the bank, despite initial questions about whether they misled investors about the risk of the trades. FULL ARTICLE

Methane emissions from onshore natural gas drilling found lower than estimates By Steven Mufson Washington Post 09/16/2013 A new study by the University of Texas at Austin shows that methane emissions from onshore natural gas drilling are much lower than previous estimates, in part because of the effectiveness of techniques required by the Environmental Protection Agency for completing a well and bringing it into production. But the study released Monday also showed higher leakage rates than expected from valves and control devices used in the production of natural gas. Despite that, the overall level of methane leakage from gas production was 0.42 percent of total volume, slightly less than the most recent EPA estimates of 0.47 percent. The paper, published in the Proceedings of the National Academy of Sciences, is the first of 16 studies measuring methane leakage throughout the natural gas supply chain, a project organized by the Environmental Defense Fund, nine oil and gas companies, and various individuals and foundations. The companies that cooperated with the study represented about half of the 4,000 wells drilled in 2011. FULL ARTICLE FERC nominee: Gas a 'terrific' fuel, spoke 'un-carefully' in calling it dead-end By Ben Geman The Hill 09/17/2013

President Obamas pick to run the Federal Energy Regulatory Commission, under fire from Republicans, sought to reassure lawmakers Tuesday that hes a big fan of natural gas. This is a terrific fuel, its needed right now and may be in the permanent energy mix, nominee Ron Binz said during his confirmation hearing in the Senate Energy and Natural Resources Committee. Binz is under attack from Republicans and conservative groups for saying in March that natural gas, from a climate standpoint, is a dead end after 2035 absent use of carbon capture and storage technology. FULL ARTICLE Federal agency: August was fourth-hottest on record globally By Ben Geman The Hill 09/17/2013 Global temperatures in August were tied with 2005 as the fourth-warmest since record-keeping began in 1880, according to the National Oceanic and Atmospheric Administration (NOAA). The agencys latest monthly report is here. The combined average temperature over global land and ocean surfaces for August tied with 2005 as the fourth highest on record for August at 61.22F (16.22C), or 1.12F (0.62C), above the 20th century average of 60.1F (15.6C), NOAA noted. Global temperatures have been above the 20th century average for a long time, according to NOAA. Last month marked the 35th consecutive August and 342nd consecutive month (more than 28 years) with a global temperature above the 20th century average, the agency said. FULL ARTICLE Energy Department faces conservative attacks over 'social cost of carbon' By Ben Geman The Hill 09/17/2013 Prominent business and conservative groups are pressing the Energy Department (DOE) to re-do a microwave oven efficiency that included the Obama administrations increased estimate of the social cost of carbon. The comments from the U.S. Chamber of Commerce, Grover Norquists Americans for Tax Reform, the Heritage Foundation and petroleum industry groups show how the once-obscure metric of carbon pollutions toll has become increasingly central to climate policy battles. Administration critics say the interagency process that led to the "social cost of carbon" estimate was not transparent. FULL ARTICLE

Health Care
Survey: Some seniors confused about law and Medicare By Kelly Kennedy USA Today 09/17/2013 WASHINGTON About 17% of seniors incorrectly believe the Affordable Care Act replaces their Medicare with insurance policies purchased on line through the state and federal health insurance exchanges, according to a study released exclusively to USA TODAY. "Some of my concerns were confirmed," said Rebecca Rabbitt, vice president of government programs at Express Scripts. Even seniors doing their research and they named everything from the government to TV to friends as sources had a hard time discerning reality from fiction. "Even with the facts, it's confusing," she said. Some of that confusion is intentional. Advertising has picked up from opponents to the law who would like to see it defunded. Some of it, Rabbitt said, comes because seniors said they don't trust any one source for information, and some sources give different answers. The confusion is causing seniors to make unnecessary decisions about spending, she said. Some are even going back to work. FULL ARTICLE Census: Number Of People Without Health Insurance Largely Unchanged In 2012 Kaiser Health News 09/17/2103 The number of people without health insurance remained largely unchanged in 2012, the Census Bureau said Tuesday. The closely-watched census report found that more than 48 million Americans were uninsured during all of 2012, down from 48.6 million 2011. The rate of uninsured dropped to 15.4 percent from 15. 7 percent. FULL ARTICLE HHS: Millions to spend less than $100 per month on ObamaCare By Elise Viebeck The Hill 09/17/2013 Millions of people entering ObamaCare's new insurance marketplaces will pay less than $100 per month for healthcare coverage, according to a new federal report. The study by the Health and Human Services Department found that about 6.4 million people will be eligible for $100-or-less coverage because of ObamaCare's tax credits for middle-income families.

The figures apply mainly to customers purchasing "silver" plans on the new marketplaces, which will launch Oct. 1. Researchers used data from the Census Bureau to estimate how many families will qualify for tax credits. FULL ARTICLE

After shooting, talk turns to gun control By Josh Gerstein Politico 09/17/2013 President Barack Obama on Monday stepped onto a podium and lamented the deaths of a senseless mass shooting just as he did after Aurora, Colo., and Newtown, Conn. This time, his remarks came as office workers scrambled for cover and police searched for suspects at the Washington Navy Yard, just a few miles from the White House. Obama again hinted at his view that Congress must act to to help prevent future massacres, but offered no specifics and stopped short of promising a new White House campaign on that front. We are confronting yet another mass shooting and today, it happened on a military installation in our nations capital, the president said, as he pressed forward with a speech on the five-year anniversary of the economic crisis. Obviously, were going to be investigating thoroughly what happened, as we do so many of these shootings, sadly, that have happened, and do everything that we can to try to prevent them. FULL ARTICLE House GOP seeks cuts in food stamps By David Rogers Politico 09/13/2013 New independent estimates Monday night show that as many as 3.8 million people would lose their food stamp benefits in 2014 under a House Republican plan to tighten eligibility and end state waivers for able-bodied adults who are unemployed. The Congressional Budget Office numbers paint a darker picture than the GOP has admitted to thus far. The contradictions which continued to play out Monday afternoon add to the tensions surrounding what is already a bitter fight over the nutrition title of the House farm bill. According to the CBO, 1.7 million people would be forced off the rolls in the coming year if the state waivers are repealed as proposed by Majority Leader Eric Cantor (R-Va.). Another 2.1 million would be dropped in 2014 as a result of the tighter eligibility rules backed by the GOP. FULL ARTICLE

SEC to unveil pay-ratio proposal By Dina ElBoghdady Washington Post 09/17/2013 After busting several self-imposed deadlines, the Securities and Exchange Commission plans to roll out a plan Wednesday that would require companies to disclose how much more their chief executives are paid than their other employees. The SEC has been struggling with the initiative since 2010, when it was tucked into a massive financial overhaul law in response to public outrage about excessive executive pay. Earlier attempts to get the plan off the ground faltered after fierce opposition from corporate lobbyists, who cast the mandate as overly burdensome. FULL ARTICLE Bob Goodlatte to deliver online sales tax plan By Lauren French Politico 09/18/2013 House Judiciary Committee Chairman Bob Goodlatte is expected to release a series of principles on Wednesday, outlining concerns and priorities for a bill that would allow online retailers to collect sales tax, several sources told POLITICO. The principles described during three briefings Tuesday are expected to be broad while detailing some of the ways the Virginia Republican would like to simplify the bill that passed the Senate in May, the sources said. They also are expected to offer more details on how businesses could collect and remit sales taxes for online purchases. Goodlatte has expressed concerns that the Senate bill is still too burdensome for small businesses. Briefings for Judiciary Committee staffers and trade groups focused on the issue were scheduled for Tuesday to give Goodlattes team a chance to detail seven points. Separate briefings were held for supporters and opponents of the issue. FULL ARTICLE

Business leaders urging compromise on budget, debt issues By Vicki Needham The Hill 09/18/2013 The nation's top chief executives remain concerned about the ability of Washington policymakers to reach agreement on budget and debt ceiling issues, which could jeopardize economic growth. Business Roundtable leaders said Wednesday that they are encouraging Republicans and Democrats to work together toward a solution and help cut through the persistent uncertainty that is holding back more robust economic growth. All told, 50 percent of responding CEOs said that the ongoing disagreement in Washington over the 2014 budget and the debt ceiling is having a negative effect on their plans to increase hiring over the next six months, according to BRT's CEO economic outlook survey for the third quarter released on Wednesday. Energy Secretary: 'The basic science behind climate change is simple' By Ben Geman The Hill 09/18/2013 Energy Secretary Ernest Moniz will testify Wednesday about the White House climate policy agenda, but hell clear his throat by telling Republicans that the debate about whether climate change is real is over. His prepared testimony for a House Energy and Commerce Committee hearing later Wednesday states, the evidence is overwhelming, the science is clear and calls the threat urgent. The basic science behind climate change is simple: greenhouse gases make the earth warmer, and we are emitting more and more of them into the atmosphere, Moniz will say. FULL ARTICLE Hearing leaves Ron Binz with few votes to spare By Darius Dixon Politico 09/18/2013 Ron Binz, the presidents pick to lead the Federal Energy Regulatory Commission, charged into his Tuesday confirmation hearing with a central message: Im no radical tree-hugger. But critical pieces moved into place that could sink or stall his bid for instance, losing the support of the Energy Committees top Republican, Lisa Murkowski of Alaska.

That makes it more likely that Binzs fate will come down to the decisions of two fossil-fuelfriendly Democrats, West Virginia Sen. Joe Manchin and Louisiana Sen. Mary Landrieu, neither of whom tipped their hands Tuesday. Binz used his hearing at the Senate Energy and Natural Resources Committee to tout his support for natural gas and pointed out that Colorados largest coal-fired power plant was approved while he chaired the states public utilities commission. FULL ARTICLE Senate GOP leader McConnell offers bill to thwart EPA climate rules By Ben Geman The Hill 09/18/2013 Senate Minority Leader Mitch McConnell (R-Ky.) has floated new legislation that would block the Environmental Protection Agency from issuing carbon pollution standards for power plants. The bill also seeks to speed up permitting for coal mining projects and limit the scope of Clean Water Act rules. The measure from McConnell, who hails from a major coal producing state and faces reelection next year, is titled the Save Coal Jobs Act of 2013. He very much wants a vote on it, an aide said of the bill introduced Tuesday. FULL ARTICLE Reid threatens to pull energy efficiency bill if amendment deal isn't reached By Ramsey Cox The Hill 09/18/2013 Senate Majority Leader Harry Reid (D-Nev.) threatened to pull the energy efficiency bill from the Senate floor if Republicans continue to demand votes on non-germane amendments. Weve tried really hard to work on this energy bill, but its no wonder that the news is reporting today [that this is] the least productive Senate in the history of the country, Reid said Wednesday. The Senate is considering the Energy Savings and Industrial Competitiveness Act, S. 1392, which aims to improve energy efficiency building codes. There has been a stalemate on the bill for more than a week partly because Republicans are demanding votes on amendments that delay implementation of ObamaCare. FULL ARTICLE

House Conservatives Back Obamacare Alternative By David Espo Associated Press

09/18/2013 WASHINGTON (AP) -- A large group of House conservatives intends to unveil legislation providing an expanded tax break for consumers who purchase their own health coverage and increasing the government funding for high-risk pools, according to lawmakers who said the plan marked the Republicans' first comprehensive alternative to President Barack Obama's health care overhaul. Under the proposal endorsed by the Republican Study Committee, individuals who purchase coverage approved for sale in their state could claim a deduction of $7,500 against their income and payroll taxes, regardless of the cost of the insurance. Families could deduct $20,000. The RSC claims a membership of 175 members, about three-quarters of the House Republican rank and file. The bill's introduction, expected Wednesday, comes at a time when the leadership has yet to advance any comprehensive alternative to the law Obama signed in 2010, even though lawmakers have voted more than 40 times on repealing part or all of it. The GOP vowed three years ago to "repeal and replace" the existing law. FULL ARTICLE White House Pushing Health Care Security Measures By Jesse J. Holland & Kelli Kennedy Associated Press 09/18/2013 WASHINGTON (AP) -- The Obama administration is planning a high-level effort to reassure Americans about the privacy and security of the information submitted under the new health care law, hoping to blunt complaints from Republican opponents that enough isn't being done to protect consumer data. Attorney General Eric Holder, Health and Human Services Secretary Kathleen Sebelius, Federal Trade Commission chairwoman Edith Ramirez and other federal and state officials are set to meet Wednesday at the White House to discuss security measures designed to keep scammers and identity thieves from taking advantage of what could be millions of Americans attempting to enroll for health coverage under the Affordable Care Act starting in October. Sebelius, who spent her third day in a week campaigning for the health law in the Sunshine State, took a few swipes at Florida Republicans for keeping information from people and putting them

But she said extensive partnerships with hospitals, community health centers, pharmacies, faith groups and nonprofits will help the federal government overcome Floridas obstacles and spread the word about healthcare reform especially the phase scheduled to roll out on Oct. 1: the federally-run online exchanges where millions of uninsured Americans will be able to shop for health insurance plans. House GOP to push 1-year debt limit increase By Jake Sherman & John Bresnahan Politico 09/18/2013 House Republicans will propose increasing the debt limit for one year, while delaying Obamacare for the same amount of time. House Majority Leader Eric Cantor (R-Va.) unveiled the plan during a presentation in a closeddoor meeting of House Republicans Wednesday morning. The debt ceiling legislation, which House Republicans are beginning to craft, will also include tax reform instructions, language to urge the construction of the Keystone XL pipeline and other health care and non-health care budgetary reforms. The Treasury Department says the debt ceiling needs to be lifted within the next month, and House Republicans see that as the prime vehicle to dig in for a legislative battle against Senate Democrats and President Barack Obama over Obamacare and entitlement reform. Obama and Senate Democratic leaders have repeatedly said they will not negotiate over the debt ceiling. FULL ARTICLE Obama Highlights Fiscal Risks in Addressing Business Group By Michael D. Shear New York Times 09/18/2013 WASHINGTON President Obama tried to raise the pressure on Republicans in Congress on Wednesday, telling a national business group that threats of a fiscal default by his political adversaries risk throwing the United States economy back into crisis. Mr. Obama used an appearance before the group, the Business Roundtable, to call out House Republicans who have said they will not raise the nations debt ceiling unless they succeeded in repealing Mr. Obamas signature health care law. In his remarks, Mr. Obama accused what he called a faction of Republicans in the House of trying to extort him by refusing to raise the nations debt ceiling unless the presidents health care plan is repealed.

U.S. Revives Aid Program for Clean Energy By Diane Cardwell New York Times 09/19/2013 The Obama administration has decided to revive a controversial loan guarantee program at the Energy Department, administration officials said on Thursday, even as the program remains under Congressional scrutiny after losing hundreds of millions in taxpayer money on investments in failed green energy start-ups like the solar module maker Solyndra. This time, though, the program would devote as much as $8 billion to helping industries like coal and oil make cleaner energy. Although the program, which does not require Congressional approval, would support a wide range of technologies, it could help coal-fired power plants find a way to keep their emissions from escaping into the atmosphere, department officials said. FULL ARTICLE Administration to Press Ahead With Carbon Limits By Michael D. Shear New York Times 09/20/2013 WASHINGTON The Obama administration on Friday announced that it was not backing down from a confrontation with the coal industry and would press ahead with enacting the first federal carbon limits on the nations power companies. The proposed regulations, announced at the National Press Club by Gina McCarthy, the administrator of the Environmental Protection Agency, are an aggressive move by Mr. Obama to bypass Congress on climate change with executive actions he promised in his inaugural address this year. The regulations are certain to be denounced by House Republicans and the industry as part of what they call the presidents war on coal.

In her speech, Ms. McCarthy unveiled the agencys proposal to limit new gas-fired power plants to 1,000 pounds of carbon dioxide emissions per megawatt hour and new coal plants to 1,100 pounds of carbon dioxide. Industry officials say the average advanced coal plant currently emits about 1,800 pounds of carbon dioxide per hour. FULL ARTICLE Senate support unravels for Obama's energy nominee By Blake Neff The Hill 09/20/2013 President Obamas nominee to lead the Federal Energy Regulator Commission (FERC) is in grave danger as opposition grows among Republicans, conservative organizations and industry groups. Binz, who from 2007 through 2011 headed the Colorado Public Utility Commission, was nominated by Obama in June to take over FERC, an independent regulatory agency with authority over interstate electricity sales, oil and natural gas pipelines, and other energy-related matters. The Senate Committee on Energy and Natural Resources held his confirmation hearing on Tuesday. FULL ARTICLE Climate Report Struggles With Temperature Quirks By Karl Ritter Associated Press 09/19/2013 STOCKHOLM (AP) -- Scientists working on a landmark U.N. report on climate change are struggling over how to address a wrinkle in the meteorological data that has given ammunition to global-warming skeptics: The heating of Earth's surface appears to have slowed in the past 15 years even though greenhouse gas emissions keep rising. For years, skeptics have touted what looks like a slowdown in surface warming since 1998 to cast doubt on the scientific consensus that humans are cooking the planet by burning coal, oil and natural gas. Scientists and statisticians have dismissed the purported slowdown as a statistical mirage, arguing among other things that it reflects random climate fluctuations and an unusually hot year picked as the starting point for charting temperatures. They also say the data suggests the "missing" heat is simply settling - temporarily - in the ocean. FULL ARTICLE

DOJ to SCOTUS: Settle the contraception fight, already By Jennifer Haberkorn Politico 09/20/2013 The Obama administration on Thursday asked the Supreme Court to revisit Obamacare this time to decide whether it can require employers to provide access to contraceptives. The move increases the odds that the high court will step in to settle the explosive issue once and for all because the justices dont like to say no to the White House. The Justice Department petition to the Supreme Court. The company is presently coerced to provide these items or else devastate its employees by dropping their families insurance coverage altogether. But the Obama administration and its allies argue that store owners cannot dictate religious beliefs upon their employees. FULL ARTICLE Home Depot shifting workers into ObamaCare exchanges By Elise Viebeck The Hill 09/19/2013 The world's largest home improvement chain is planning to shift about 20,000 part-time workers into the new health insurance marketplaces created by ObamaCare. Home Depot told reporters Thursday that employees who work less than 30 hours per week will no longer be eligible for limited liability health coverage. Those workers will still be offered dental, vision, critical illness and other types of health coverage, a spokesman told Bloomberg News. The announcement is the latest in a series of healthcare benefits shifts by major corporations in response to rising costs. FULL ARTICLE Dems say GOP funding measure would gut childrens health By Mike Lillis The Hill 09/19/2013 House Democrats are hammering a government funding measure written by Republicans for gutting the Children's Health Insurance Program.

In a Thursday letter to their Democratic colleagues, the top Democrats on the House Ways and Means and Energy and Commerce committees warned that the Republicans' proposal to defund

the Affordable Care Act (ACA) would wreak havoc on Medicare and other federal health programs, including CHIP. The Republican approach would rescind the funding the ACA provided $13 billion in 2014 alone effectively ending this insurance coverage for the vast majority of children covered under CHIP, wrote Reps. Sandy Levin (D-Mich.), Henry Waxman (D-Calif.), Jim McDermott (DWash.) and Frank Pallone (D-N.J.). FULL ARTICLE

Inside Boehner's Plan To Avoid Shutdown (And Wound Obamacare) By Tim Alberta National Journal 09/20/2013 House Republicans have orchestrated a master plan to avoid a government shutdown, delay the implementation of Obamacare, and maintain the current, post-sequester spending levels. But first, they need the Senate to shred the very proposal that House conservatives have spent this week celebrating. According to several Republican lawmakers and senior aides who described the plan on condition of anonymity, a strategy is coming into focus that, if properly executed, would accomplish multiple GOP policy objectives in one maneuver. With the deadline for a new continuing resolution looming on Oct. 1, and the House poised to pass a CR that will be dead on arrival in the Democratic-controlled Senate, sources are confident the strategy can work -- but only if the dominoes fall in precise fashion. FULL ARTICLE Source: White House pushing Janet Yellen nod to Senate Democrats By Jonathan Allen Politico 09/20/2013 Senior White House officials are asking Democratic senators to begin endorsing Janet Yellen, the exclusive front-runner to run the Federal Reserve, a Senate source said Friday. The Wall Street Journal reported on Friday that the White House had discussed Yellen with Senate officials in conversations about the process for nominating a successor to Chairman Ben Bernanke. A Senate Democratic aide said the White House is making clear that it wants senators to coalesce around Yellen. They are discussing a possible nomination and urging members to publicly defend her, the aide said. Larry Summers, widely believed to be President Barack Obamas first choice for the job, withdrew his name on Sunday amid a revolt from Democrats on the Senate Banking Committee.

AIRPORT UPDATE
To: Mayor David Bieter Boise City Council Rebecca Hupp Boise Airport Commissioners Jade Riley September 20, 2013 Airport Update

From: CC:

Date: Subject:

There are a number of exciting things happening at the Airport. First, the new Air Traffic Control tower activation occurred this past Sunday night into Monday morning. The transition to the new tower went smoothly although they are still moving and unpacking boxes. Activation of the TRACON (Terminal Radar Approach Control) for the Bozeman sector will take place in early October. The formal dedication ceremony is being hosted by the FAA on the morning of October 16th. I expect you should be receiving an electronic invitation from them shortly but I wanted you to be aware of the date so you can mark it on your calendar. In addition, on November 1st, the Airport will be hosting an event to celebrate Alaska Airlines new non-stop service to San Diego. We are coordinating the details of this event with representatives from Alaska and also San Diego. We will provide additional information as it becomes available. Also, the new parking garage expansion continues to be on budget and slightly ahead of schedule. We anticipate having the grand opening on November 20th. This will ensure the project is substantially complete in time for the Thanksgiving Holiday peak travel period. Additional details will be forthcoming as the date gets closer. I also wanted to update you on my travel as I have several business trips over the next six weeks. Next week, I will be traveling to Victoria to attend the Northwest Chapter of the American Association of Airport Executives. In addition to hearing the latest and greatest regarding industry trends and changes, I will be promoting Boise as the City of Boise has been selected at the conference site for 2014. The conference will be held at the Riverside Hotel and Conference Center in October of next year. In October, I will be representing the Airport at two events. The first will be the World Routes Conference. This is an airport and airline networking conference similar to some of the other airline planning conferences I attend. The primary difference is that I will have an opportunity to meet with cargo carriers as well as passenger airlines. In addition, I will also be meeting with representatives from other airports where Boise has

non-stop flights to discuss joint marketing and promotion efforts. I will have a total of nine airline meetings and seven airport partner meetings. This year is the first time this particular conference has been held in the United States. The second event I will be attending in October is the National Association of Business Aircraft (NBAA) Annual Conference and Exhibition. The Boise Airport will be partnering with Western Aircraft to host an event with their existing and potential customers. In addition, we have also offered to partner with Jackson Jet Center to assist them with a similar event, however, we are awaiting confirmation from them. Finally, in November, I will be attending the International Aviation Summit and Forecast conference in Baltimore. The Summit provides not only insight from key airline leaders, but also forecasts regarding traffic forecasts, trend analyses, fleet demand and insight regarding issues that affect all areas of aviation. The Airport is also working on several other capital projects to include security system upgrades, baggage system upgrades, airfield improvements and installation of art to name a few. Lastly, Allegiant notified us this morning that some of their flights may be delayed because it is re-inspecting the emergency evacuation slides in its MD80 fleet. They have established special phone numbers to assist passengers and answer questions from the media. In their email they stated: Beginning Friday morning, there will be a number of disruptions in our service, affecting a significant
number of passengers. Through our on-going maintenance evaluation with the FAA, our team has determined that it is necessary to immediately inspect the slides in our MD80 fleet. Allegiant is committed, above all else, to the safety of our passengers and crew, and we are dedicated to working around-the-clock to ensure that all of our fleet meets our high standards.

I will keep you advised on any developments related to these items. Please feel free to contact me if you have any questions or if you would like additional information.
