Norads Programme for Master Studies (NOMA) - Call for Annual Reporting 2012
It is mandatory that all NOMA financed Masters programmes provide SIU with an Annual Report consisting of two parts;

1. NOMA Annual Master Programme Report 2012; deadline 1 March 2013 2. NOMA Annual Institutional Report 2012; deadline 22 March 2013
In addition, NOMA projects that have received funding through the NOMA Gender Incentive Scheme are obliged to submit the following report;

Espresso SIUs online system for application and reporting The NOMA Annual Reporting for 2012 should be submitted in Espresso, SIUs online system for applications and reporting. Only online submission of reports will be accepted. Project coordinators have access to the reporting format(s) in Espresso (follow this link) and can log on using their personal username (e-mail address) and password. SIU has upgraded its security infrastructure, and require s all users to generate a new password. This can be done by following the new password link. The NOMA Annual Master Programme Report 2012 and the NOMA Annual Institutional Report 2012 are built on the format from 2011. For projects ending in 2012 a section has been added for final reporting, while projects with a no-cost extension in 2013 shall use the standard format. NOMA institutional contacts at IoN and IiN have reading access to the reporting during the coordinators preparation of the NOMA Annual Master Programme Report 2012 and the NOMA Gender Incentive Report. The Institutional contacts should monitor the coordinators reporting, and make sure that the coordinators submit the report(s) within the deadline 1 March 2013. Guidelines Guidelines for the reporting, as well as technical instructions are included in the reporting templates. No separate document with guidelines is provided. Assistance If project coordinators need assistance in filling in the report, they are advised to contact their NOMA institutional contact person. 1. NOMA Annual Master Programme Report and Final Report 2012 The NOMA Annual Master Programme Report 2012 is expected to be a joint process involving the Institution outside Norway (IoN) and the Institution in Norway (IiN) coordinators. Please note that the reporting format for 2012 also contains information about applicants to the master programme, students admitted and students graduated in 2012. It is mandatory to include a summary of each of the master thesis submitted in 2012 (max 450 words) in the report. Based on information from the project reports, updated information regarding the graduated students, including abstracts of their Master thesis, will be available in SIUs online project catalogue after the reports have been submitted. The project catalogue can be found by following this link. As the NOMA programme is entering its final project phase SIU is making an extra effort to secure updated contact information for the recipients of NOMA scholarships. We kindly ask the projects to make sure that the most recently known e-mail addresses for the students have been registered under student information. For the projects ending in 2012, a section for the Final Reporting has been added. This section is for the project coordinators to draw conclusions on the results and lessons learned for the whole project period. Financial reporting Expenditures IoN/IiN is reported in the online reporting format in Espresso. In addition to the projects online registration of expenditure, the IoN(s) that have received funds transferred from the Norwegian partner institution must fill in the form IoN Financial Report 2012. The information in the financial reporting in Espresso should correspond to the information given in the signed statement in the IoN Financial Report 2012 as well as the accounts at IiN. The form IoN Financial Report 2012 is available at SIUs web site (follow this link). The form must be filled in and signed by IoN and forwarded to IiN, which is responsible for keeping the combined project accounts. The signed IoN Financial Report 2012 should be kept and filed at the IiN and not submitted to SIU. It is possible for IiN to register accounts and budget in Espresso for additional network partners in multilateral projects. Please note that this is not mandatory for the financial reporting. The information registered should correspond to information given in the form IoN - Financial Report 2012 for each network partner if applicable. After submission of the NOMA Annual Master Programme Report 2012, IiN must print and sign the overall financial statement of the project. The signed statement(s) should be submitted to SIU in hard copy together with the signed financial statement for the NOMA Gender Incentives Annual Report 2012 (if applicable) and NOMA Institutional Report 2012 (see below). 2. NOMA Gender Incentives Annual Report 2012 For the projects who received funding through the NOMA Gender Incentives Scheme, the NOMA Gender Incentives Annual Report 2012 must also be submitted to SIU. The same terms and conditions for reporting apply for funding of Gender Incentive Activities as for regular project activities. Financial reporting Expenditures IoN/IiN is reported in the online reporting format in Espresso. The budget in Espresso is based on the Application Decision made by SIU and the NUFU/NOMA Interim Board. The budget lines refer to the funds granted in support for the different activities, divided in years. For projects which received funding through both calls for application, the budgets have been merged.

The information provided in the financial reporting in Espresso should correspond to the information given in the signed statement of the IoN NOMA Gender Financial Report 2012 as well as the accounts at IiN. The IoN NOMA Gender Financial Report 2012 is available at SIUs web site, follow this link. Currency rates in 2012 For the reporting year 2012 it is mandatory to use the average currency rate. Guidelines and instructions can be found in the IoN Financial Report 2012 form and the IoN NOMA Gender Financial Report 2012 form. 3. NOMA Institutional Report 2012 The Institutional Contact person IoN and IiN is responsible for submitting a NOMA Institutional Report 2012 for NOMA project(s) at their respective institutions. The Institutional Report is a general assessment of the NOMA supported cooperation from an institutional perspective. The Institutional Report is open for reporting from 21 December 2012. Institutional contact persons will have access to the reporting format in Espresso (follow this link) and can log on using their personal username (e-mail address) and password. If there has been a change of institutional contact person, please make sure to register as a new user, and notice SIU about the change immediately. After submission of the NOMA Institutional Report 2012, print a hard copy of the report and send a signed version to SIU. The financial report for each project is printed by the IiN project coordinators, and should be collected and signed by the institutional contact person at IiN. A signed hardcopy of the financial report(s) should be forwarded to SIU (see above pt.s Financial Reporting). Please note that disbursement of funds to NOMA financed Masters programmes will be discontinued in the event of failure to report by notice from SIU to the concerned institution. Further disbursement of funds in 2013 from the NOMA Programme is also subject to the NUFU and NOMA Programme Board approval of Annual Reports from the partner institutions.
