What is a NATO COE?

Background The idea for NATO COE originated in MC 324/1 The NATO Military Command Structure, dated 14 May 2003. The Military Committee refined this idea into MCM-236-03 MC Concept for COEs, dated 04 Dec 2003. Once the idea and the concept were firmly established, the accreditation criteria was defined. In 2004, IMSM-0416-04 NATO COE Accreditation Criteria was agreed on and the first NATO COE was formally accredited on 01 Jun 2005. The definition of a NATO centre of Excellence as defined in the COE Concept is, A COE is a nationally or multi-nationally sponsored entity, which offers recognised expertise and experience to the benefit of the Alliance, especially in support of transformation. A COE is not part of the NATO Command Structure (NCS), but forms part of the wider framework supporting NATO Command Arrangements (NCA). Pillars of Support Principles - No cost to NATO. - Conform to NATO Procedures, doctrines and standards. - No duplication with existing assets - Relationships with Strategic Commands through Memoranda of Understanding agreements. - Relationships with partners is supported and encouraged.
Resources The makeup and characteristics of the COEs are unique to each one. They range from: - 1 to 17 Sponsoring Nations (SNs) (24 of 28 NATO nations participate in COEs.) - Manning from 4 to 97 posts - Operating costs Per position: 6 to 27K - Total manning is approximately 775 billets (approx. 580 filled) for 18 accredited COEs. - Sponsoring nations are encouraged not to populate a COE at the expense of NATO billets in the NCS There are many reasons why a nation decides to offer a Centre of Excellence to NATO. One of the most common reasons is to contribute to NATO whilst at the same time directly benefitting one or more Nations. The number of NATO COEs is consistently growing. Through the MC Concept the NATO accreditation criteria COEs have proven to be a successful and enduring model for strong multinational solutions. As a result the NCA are supported by a robust network of COEs which are nationally or multi-nationally managed and funded, and open for participation by all member states.
Command and Control Centre of Excellence (C2 COE) Framework Nation: The Netherlands Location: Utrecht, Netherlands PE Posts: 21 out of 22
Mission
The C2 COE will support NATO, nations and international institutions/organizations by providing subject matter expertise on all aspects of the Command and Control (C2) process with a focus on the operational environment. To achieve this mission, the C2 COE's aim is to become a national and international main source of expertise for transformation in the domain of C2 by networking with Sponsoring Nations, ACT, and ACO as well as other international institutions/organizations. Be a worldwide well known and appreciated entity in the C2 and operational communities of interest, playing a catalyst role in the further development of C2. Offer an important contribution to NATO missions. Heavily support the NRF NNEC assessment programme. Organise workshops, seminars and conferences as possibilities to build and strengthen social networks and transmit our knowledge and experience with(in) NATO and (Sponsoring) Nations. Publish documents related to, transformation, of C2.

Mission
The CASPOAs main task is to prepare present and future NATO air operations in combined joint environments. As an Air C2 expert , CASPOA is experimenting new concepts and doctrine, educating and training personnel to plan, task and control Air operations. Moreover, capitalizing on the collection of lessons identified, it feeds the NATO Lessons learned process, contributing thereby to enhancing the efficiency and effectiveness of the Joint Force Air component structures.

In 2012, CASPOA conducted over 50 courses, educating and training more than 600 personnel from 18 countries.

The mission of the Centre is to enhance the capability, cooperation and information sharing among NATO, NATO nations and Partners in cyber defence by virtue of education, research and development, lessons learned and consultation. The vision of the Centre is to be the main source of expertise in the field of cooperative cyber defence by accumulating, creating, and disseminating knowledge in related matters with NATO, NATO nations and partners. The primary aim of the Centre's POW is to support work on the most pressing cyber defence issues facing NATO, NATO Nations and Partners. Locked Shields 2012 Technical cyber defence exercise where 9 Blue Teams had to defend a partially pre-built environment against the attacks from the Red Team. The exercise supported MNE7 cyber campaign in exploring solutions for gaining situational awareness in cyber environments. Organised in cooperation with Estonian Cyber Defence League, Finnish Defence Forces, Swiss Armed Forces Command Support Organization and other contributors. Hardcopy will be published in 2013 by Cambridge University Press, final draft can be accessed from www.ccdcoe.org/249.html. National Cyber Security Framework Manual The Manual supports NATO member States and Partner Nations as guidance to develop, improve or confirm the national policies, laws and regulations, decision-making processes and other aspects in regard to the national cyber defence. The publication was supported by NATO Science for Peace and Security Programme. New courses: Cyber Defence Awareness e-Course aims to enhance the general user's awareness of cyber security risks (available from https://jadl.act.nato.int). Introductory Forensics Training provides an introduction to digital forensics, including methodology, reporting and legal considerations. International Law of Cyber Operations Seminar, organised in cooperation with NATO School Oberammergau and U.S. Naval War College. Annual International Conference on Cyber Conflict (CyCon) CyCon 2012 focused on military and paramilitary activities in cyberspace. Videos of most of the presentations along with the presentation slides and published articles are available from www.cycon.org/2012 (username: C6guest, password: C6conference). The conference was supported by IEEE, Cisco, Gamma International and Microsoft. Additionally the Centre published papers addressing cyber threats, security and solutions. Mission
To provide subject matter expertise in order to support the Alliance, its Partners and the International Community in the fight against Improvised Explosive Devices (IED) and cooperate to increase security of Allied Nation and troops deployed in theatres of operations, reducing or eliminating the threats from IED used or for use in particular by terrorists or insurgents. The primary aim of the C-IED COE POW is to reduce the strategic impact of IEDs in Afghanistan and future conflicts by limiting their tactical and operational effects. Responsibilities include:
Driving the collection of technical information. Developing, in coordination with HQ SACT, advanced multinational courses for C-IED experts. Identifying the adversary's Tactics, Techniques and Procedures. Identify emerging threats and predict future actions. Assisting in the development of C-IED analysis priorities and drafting of analyses of C-IED Lessons
Learned (LL's).
Supporting dissemination of informing of new technical capabilities applicable to C-IED prediction-
prevention.
Identifying activities and technologies involved in the detection and neutralization of IED components. Identifying activities and technologies that provide protection for people, equipment and
installations.
Carrying out concept development and experimentation. Assist in setting up standards for the
evaluation of C-IED systems.

Analysing and comparing operational needs with the technological solutions in order to identify
capability strengths and requirements.

Fostering the interoperability of electronic counter-measures and C-IED systems. Providing nations with recommendations to guide C-IED acquisition policy.

Mission
To assist NATO, Sponsoring Nations and other military and civil institutions/organizations in their operational and transformation efforts in the field of Civil-Military Interaction (CMI) by providing innovative and timely advice and subject matter expertise in the development of existing and new concepts, policy and doctrine; specialized education and training; and the contribution to the lessons learned processes. The primary aim of the CCOE Program of Work (POW) is to provide support, create products, offer specialized education and training, in order to enhance the general knowledge about CMI/CIMIC, and to enable military and civil operators to conduct CMI/CIMIC related tasks in different missions and scenarios, while simultaneously contributing to the lessons learned process. Mission
Working in conjunction with the Commander, U.S. Fleet Forces, the CJOS COE will provide a focus for the Sponsoring Nations and NATO in improving allied ability to conduct combined joint operations from the sea in order to ensure that current and emerging global security challenges can be successfully tackled.

An Introduction to Joint Operations on and from the Sea - A concept to provide greater insight into the different expeditionary operations that NATO can conduct on and from the sea, Maritime Unmanned Systems (MUS) in NATO - The study provides an overview of the core principles which would allow the most cost-effective development of MUS capabilities. Guidance for Developing MUS Capability - The guide aims to inform the capability development of MUS broadening beyond that currently being exploited by UAV into Unmanned Underwater Vehicles (UUV) A Framework for Enhanced International Maritime Security Cooperation - A white paper forwarded to the International Military Organization for consideration a UN resolution. LIFE Concept to include a guide for HADR operations from the sea. Development of an Allied Interoperability Handbook to improve integration of forces during allied operations and exercises. Proposed Generic C2 Structure for UN Maritime Peace Keeping Operations - Recommends headquarter models and organizations that may be tailored for a joint or stand-alone UN maritime peacekeeping operation. Humanitarian Assistance to Combat Operations: The Full Spectrum Capability of Aircraft Carriers This paper discusses historical and hypothetical examples of various missions that aircraft carriers perform in order to demonstrate their full spectrum capability and flexibility.

Mission and Responsibilities

1. The COE CSW mission is to provide joint and combined subject matter expertise in the field of operation in confined and shallow waters in order to support NATO's military transformation, the Participants and other Customers thus enhancing the Alliance's interoperability in the field of operation in CSW. 2. In accordance with the Concept for the COE CSW, it will concentrate and further develop NATO's expertise and capabilities to conduct maritime operations in the specific areas of confined and shallow waters. Mission
The CWO COE will serve as the provider and coordinator for the full spectrum of expertise and capabilities in the field of cold weather operations by making primarily all Norwegian competence and secondarily, through coordination, all accessible related expertise of the other NATO Nations and Partner nations available for the transformation of NATO. 1. COE-DAT has conducted 21 educational activities [13 Courses, 1 ATC (Kyrgyzystan), 7 workshops] within a wide range of subjects related to defence against terrorism. 698 participants from 59 countries and 289 lecturers from 35 countries have taken part in COE-DAT activities in 2012. 2. Beyond these, COE-DAT hosted 2 activities more: a. Impact of Comprehensive Approach on Command and Control Seminar by Command and Control COE (1719 April 2012), b. Invisible Wounds-New Tools to Enhance Posttraumatic Stress Disorder Diagnosis and Treatment Course by The Virtual Reality Medical Institute (18-28 June 2012). 3. COE-DAT supported the update and development of the following doctrines: AJP 3.1.4 Force Protection; AJP 3.2 Land Operations; AJP 3.4.4 Counterinsurgency (COIN). 4. COE-DAT also contributed to NATO's DAT efforts through giving numerous lectures and briefings at various national and international organizations and institutions. 5. COE-DAT personnel participate in the annual AJOD and land operations working group meetings, CD&E conference and CD&E working group meetings; provides subject matter expertise in field of strategic communication, terrorists use of WMD, NATO DAT/CT policy, ideology faith and belief, critical infrastructure protection and maritime security.

2013 Program of Work Items in Support of NATO

1. COE-DAT plans to conduct 20 educational activities; 9 courses, 3 ATCs (Georgia, Jordan and Afghanistan), 7 workshops, 1 conference with emphasis on developing interagency cooperation, especially with Partnership for Peace and Mediterranean Dialogue Countries. 2. In addition to these activities; joint collaboration with UN Counter Terrorism Implementation Task Force (CTITF), Counter Radicalisation Capacity Building WS will be held on 07-09 May 2013 in Nigeria. 3. COE-DAT also continues to assist in NATO concept and doctrine development. In 2013 COE-DAT will, among other DAT related doctrines and AJPs, support particularly the development of AJP 3.4.4 (COIN), ICMSO and the new CT/DAT concept.

2013 Major Work Items Publish Energy Security: Operational Highlights. This quarterly journal is devoted to the the analysis of relevant energy security issues and tendencies. Publications are aimed at raising general awareness, and supporting a strategic level discussion while also promoting an energy security topic in NATO agenda.
Publish Energy Security Forum. This quarterly journal is aimed at facilitating an expert level discussion (with focus on contrasting positions) on relevant energy security issues and developments. Host a Training Landscape Development Conference in the Field of Energy Security with an aim to identify relevant strategic and operational education and training requirements of Allies. Program of Work The HCOE program of work (POW) is ambitious in scope, and aims to improve the NATO HUMINT Enterprise through four pillars of transformation: Education and Training; Lessons Learned Collection and Analysis; Doctrine, Interoperability and Standardization; Research, Concept Development and Experimentation HCOE uses a talented workforce of dedicated HUMINT professionals comprising experience in the HUMINT career field; deployments to Kosovo, Iraq, Afghanistan and Bosnia theaters of operation; years of instructor experience and HUMINT exercises. Major Products and Key Activities in 2012 The HCOE supported multiple strategic, operational and tactical customers and delivered its POW through: courses, conferences, work shops, seminars, studies, exercises and deployments. Command Level HCOE Director continues to successfully Chair the NATO HUMINT Working Group (NHWG) and NATO HUMINT Technology Working Group (NHTWG), which gives the HCOE a front seat to better capture operational issues and provide NATO solutions. Optimising NATOs Air Surveillance This Project strives to provide a single source visualization of the existing radar coverage, allowing the impact of scheduled and unscheduled outages to be assessed both statistically and geographically. Furthermore, a review of the sensor placement may result in options for cost saving within the Alliance and support the Smart Defence Initiative. Joint Force Protection Capability Development The Aim of this Project is to identify and work with appropriate NATO and National Communities of Interest . The desired end-state is the development of an effective, scalable and resource efficient NATO FP capability to which nations are able to contribute either a complete capability package or provide components to a multinational package. Enhancing interoperability is a core component of this project. UAS operations in contested environments This projects aim is an assessment of the current capabilities of unmanned aircraft system with inputs and guidance to identify the essential priority actions and future UAS requirements to guide NATO to facilitate unmanned aircraft system operations in contested environments. Enhancing NATOs Space Capability The objective of this project is to to analyse the NATO environment, explore, evaluate and outline common factors among Allies initial space capabilities and/or programs, focusing on Space Education & Training Joint Personal Recovery The general ambition of this project is to facilitate and enhance interoperability and thus effectiveness and efficiency of PR System addressing some of the shortfalls in NATO JPR Policy and Doctrine, focusing on Education and Training (E&T) at the Joint Level and at the Component Level.

In the fields of Counter Improvised Explosive Devices (C-IED), Explosive Ordnance Disposal (EOD) and Chemical, Biological, Radiological and Nuclear (CBRN) Defence the MILENG COE assumes a supporting role to the relevant NATO COE and other entities. PROGRAMME OF WORK 2013 Key Activities
Doctrine Development & Standardisation: The MILENG COE will provide the following in support of Doctrine Development and Standardisation: The MILENG COE will chair the MILENG Defence Planning Advisory Group (DPAG), and SME on behalf of the NATO Senior Joint Engineers Conference (NSJEC), in order to contribute to the NATO Defence Planning Process (NDPP) in accordance with NATO's Vision and Objectives for Military Engineering. Provide intimate support to the MCLSB MILENG WG and provide permanent secretaries to the panels. The MILENG COE will also provide SME support to other MCLSB Working Groups on behalf of the MILENG WG; this in order to monitor all NATO doctrine development to ensure MILENG is reflected appropriately. This includes direct support to, and liaison with AJOD WG, HIS WG, EOD WG, C-IED WG & TF, LOWG EPWG, FPTF, IGEO, Amph Ops WG, UDWG and the TTF. The MILENG COE is the custodian of MILENG Doctrine & Military Search Doctrine (ATP 73 Vols I&II) As such is responsible for the development, review and harmonise the AJP and ATP series and other MILENG-related doctrine, taking into account higher level concepts, policy, doctrine and lessons learned; this in order to enhance interoperability among NATO and other MILENG forces. The MILENG COE will conduct the 3 Military Search Workshop over the period 15 Mar 13 in Vught NLD. This in order to widen military search understanding and awareness, improve operability and maximise, for the benefit of all alliance members, national capabilities, experience and training opportunities. On behalf of the MILENG WG and ESCD the MILENG COE will lead the development of Route Clearance. This will include a Route Clearance Workshop which will take place over the period 6-8 May 2013 in Ingolstadt, Germany. On behalf of the NSJEC and the Logistic Committee the MILENG COE will develop a policy paper for Power Generation for Base Camps.

Analysis and Lessons Learned: The MILENG COE will continue to provide MILENG SME support to the Joint Analysis and Lessons Learned Centre. The MILENG COE continues to develop its IKM, LL and information sharing capabilities.

Training & Education: The MILENG COE will deliver 9 in-house courses at the tactical and operational levels in order to educate and train students on Military Engineering (MILENG) concepts in order to better prepare them for duty in a NATO environment. Participate in the ACT Quality Assurance Programme. The MILENG COE will consult with the MILENG COI to define what the role of the MILENG COE should be in ACT's Department Head for training programme. In addition, produce a MILENG Strategic Training Plan on behalf of NSJEC. Conduct TNA of NATO MILENG Staff Officers' Course in conjunction with SHAPE Engineers. Develop the MILENG COE ADL capability. Conduct TNA for the delivery of Infra Analysis & MILENG Knowledge Courses as requested by Engr Branch JFCB. Continue to provide SME support to the NATO School Oberammergau.
Capability Development & Experimentation: The MILENG COE will conduct a military study (as requested by SN (DEU)) about Hampering and Channeling movement without the use of mines. In support of Emerging Security Challenges Division (ESCD), Energy Security Section the MILENG COE will provide SME in reducing dependency on fossil fuels & Sustainable operational military compounds. The MILENG COE will facilitate its annual Industry Day and Information Exchange Seminar. Conduct Route Clearance (RC) experimentation to test/validate RC doctrine.
Miscellaneous The MILENG COE continues to provide the secretariat function and support to the NATO Senior Joint Engineer Conference, to be held in Izmir Turkey in Oct 2013.

NMW COE will host and facilitate the MC Northwood NATO CAX 2013 DYNAMIC MOVE. DYNAMIC MOVE is a
biannual Naval Mine Warfare Computer Assisted Exercise (CAX), designed to train the participants from NATO and national commands, including PfP nations, in a range of Naval Operations focused on the NRF concept. Mediterranean Dialogue (MD) nations are invited as observers. NATO COE Establishment Process

There are many steps in the COE establishment process. COE generally start either as an idea from NATO or an Alliance Nation, or as the offer of an established (multi-) national COE by an Alliance Nation. It culminates with the accreditation by the Military Committee (MC) and the endorsement of the North Atlantic Council (NAC). Much dialogue and teamwork is required throughout the process starting with a close coordination between the Framework Nation (FN) and the HQ SACT Transformation Network Branch (TNB). The following steps are necessary in order to complete the process: Concept The first step is the development of a formal document that provides all relevant information about the mission of the COE. TNB, HQ SACT or SHAPE subject matter experts and HQ SACT Legal will provide assistance and participate in meetings to help the FN thoroughly understand the process which includes the concept proposal and its development, and to ensure the draft will meet the established criteria. Formal Offer - Sent from national CHoD to SACT and includes the final national draft of the concept. Information Campaign If the FN seeks a multi-national COE it must work to attract other SN. MOU Development Occurs dynamically with the information campaign. MOU templates are supplied by TNB and tailored with the assistance of TNB and legal teams. Events supporting MOU development are: st 1 MOU Conference: Goal is to sell COE, to attract potential SN. Any interested nation attends. nd 2 MOU Conference: Nations that consider becoming an SN attend. It will address legal aspects of the COE in greater detail. Concept changes as well as questions concerning the PE will be discussed. MOU Signing Ceremony First Steering Committee Meeting FN and SN meet to formalize first COE budget and POW and to discuss any open business. TNB supports FN in setting up the meeting and attends as a non-voting member. Accreditation Process Conducted by HQ SACT through TNB. MC established criteria are assessed in order to achieve accreditation. The following steps are performed: Questionnaire: Prior accreditation visit. Provided in order to determine accreditation readiness. Several iterations may be necessary. Accreditation Visit: Follows the COE's first Steering Committee Meeting. NATO COE Programme of Work (POW) Process

The POW has evolved through lessons learned and feedback from the COE in order to provide better clarity for NATO Requests For Support (RFS), to better align the centres and NATO's planning time lines, provide accountability and enhance COE flexibility in response to NATO RFS and Emergent Requests For Support (ERFS). RFS are collected through the annual COE POW development process which is the primary tool for coordination of NATO inputs to COE POW. A prioritized list of RFS is developed and submitted annually to each COE. Out of the regular planning cycle requirements for support from the centres are collected on emergent basis as ERFS. RFS Process: The 2014 COE POW development cycle will collect NATO-wide inputs which, together with inputs from the SN and other entities, will be combined into the draft POWs and presented to the COE Steering Committees for approval as the 2014 COE POW. 2014 COE POW development draft time lines: Jan - 2014 COE POW timeline and forms finalized Feb - Initial NATO inputs requested Mar - Initial NATO inputs to COEs Apr - COE submit draft 2014 POWs to TNB Apr-May- Collection of NATO inputs Jun - Initial staffing of NATO inputs to COEs COE Workshop Aug- Formal submission of NATO RFS Out of Cycle RFS (OOCRFS) Process: OOC requirements are submitted to the centres as they materialize on an ad hoc basis. OOCRFS should not replace regular inputs through the COE POW development process as they have to compete for resources against already existing, approved and budgeted COE POW items. OOCRFS will be evaluated by the centre and will determine appropriate expertise and available resources, and reply.
