The /ongress has met 55 times since 6#"7; it no' assembles in ordinary session once every year and, additionally, e3traordinary sessions have been held once a year since 6##8. +t the congress decisions are made relating to *I*+,s governing statutes and their method of im lication and a lication. 9nly the /ongress can ass changes to *I*+,s statutes.
