INTRODUCTION This procedure describes the steps required to Drying-out and inerting of piping and equipment before introducing raw materials or hydrocarbons, hydrogen or any flammable / combustible organic compounds into the plant in accordance with the project specification.

2.

PURPOSE The purpose of drying-out is the removal of moisture from piping and equipment and the achievement of a given water dew-point. Drying-out is carried out on all piping and equipment and plant section designed to operate at low moisture, to avoid material corrosion, hydrates formation during the start-up phase and hazards due to dangerous concentrations. Inerting is performed to remove oxygen from all piping and equipments due to contain hydrocarbons, hydrogen or any flammable / combustible organic compounds. The required oxygen content for the system should be achieved as following. Item Dew-point Oxygen content - 40 < 0.5 vol.% Data

PRECAUTIONS Prior to execution of this procedure confirm as below;

(1) Confirm all the P&IDs used in this procedure are as built ones. (At least marked-up as built P&IDs to be
utilized).

(2) Confirm the system has achieved Mechanical Completion. (3) Ensure that Permit to Work is in place and that all conditions required to carry out the Job are met. (4) Provide high visibility signs to advise of Nitrogen Venting Points. (5) Advise all Owner / Construction / Sub contractor personnel that work will commence on the system. (6) Barricade the area around the vent points and erect High Noise Area signs. (7) Advise the control room operator of the activities involved.

6.1.1.

Safety and Readiness Check Safety and readiness check should be advanced and confirmed prior to commencement of drying-out & inerting activities. The following items should be addressed as a minimum requirement.

(1) Ready for Mechanical Completion Certificate signed. (2) Permit to work system in place and all activities executed under a duly authorized work permit. (3) Equipment, piping, etc. positively isolated from non-live systems in accordance with a proper
procedure.

(4) Erecting of barriers and signs around test areas, prohibiting entry of unauthorized and non-test
personnel.

(5) Ensuring that personnel working with the system are aware of the hazards of any chemicals used
during commissioning and are familiar with all the information /instructions/ stated on the relevant Material Safety Data Sheets.

(6) Ensuring personnel protective equipment stated in the suppliers Material Safety Data Sheet, is
available for use.

6.1.2.

Check Pre-conditions before starting Prior to execution of this procedure prepare and confirmed as below;

(1) Confirm that all components are installed in compliance with the official as built P&IDs. (2) Confirm Owners punches have been completed on the system and that all Category A punches to be
closed out and remain works to be completed.

(3) All blinds should be removed on the piping systems with the exception of the unavoidable blinds. A
blind list should be developed for the remaining blinds.

(4) Prepare the dew-point analyzers and oxygen meters.

6.2.

Organization of Drying -out and Inerting The Drying-out and Inerting shall be controlled in the Central Control Room (CCR) and operated on the field. All valves will be operated during the drying-out to remove water vapor that valves may be trapped under the valve seat or in the cavities of ball valves. The Oxygen content and Dew-point of the piping shall be normally checked by field operator. CCR operator will check Shut Down Valve (SDV), Motor Operated Valve (MOV), Hand Control Valve (HV) and Control Valves and Pressure of gaseous nitrogen. The field operator will check the Manual Valves

The Drying-out and Inerting should be performed by a team that should not be modified during the Drying-out and Inerting. Basically, the team is composed as following;

(1) The SAMAPCOs representative may witness the Drying-out and Inerting. But his attendance is not
mandatory and the execution shall not be postponed by lack of a representative from SAMAPCO, except agreement with commissioning management. He should attend to the Drying-out and Inerting locally or in main control room, at his own convenience.

(2) The field operator will know how to control the Dew-point analyzers and oxygen Meters. (3) The maintenance technicians shall put on standby to response emergency

6.3.

Operation procedure. Operating procedure shall be developed on the marked up as built P&IDs showing the following items:

Scope and extent of the system to be dried; Drying-out medium and method; Drying medium inlet and outlet points; Sample points and dew-point specification; Any blinds to be installed to isolate the system. Blinds installed and removed shall be recorded in the Blind List form sheet.

Valve position (open or close) of any valve contained in the system;

General Guidelines

(1) All valve line up will be completed in compliance with the valve position indications on the marked up
P&IDs. Only specific valves used for this procedure will be indicated in the Marked up P&ID for Drying-out and Inerting (Attachment C). When this procedure finished, specific valves are must be open. This will simplify the Drying-out and inerting operation and minimize the time spent on complex valve line up scenarios

(2) A Drying-out and inerting set of master marked-up P&IDs will be maintained in the Central Control
Room and each line will be colored in when the Drying-out and purge conditions are met for that line

(3) Each line should be signed and dated at the check sheet (Attachment B. Check Sheet Form for

Drying-out and Inerting) when complete to reduce duplication and minimize mistakes.

(4) All valves will be operated during the Drying-out to remove water vapor that valves may be trapped
under the valve seat or in the cavities of ball valves. To assure proper Drying-out, all ball, globe or gate valves, during Drying-out, should be manipulated to open/closed position several times to displace any free water. Butterfly valves will be thoroughly dried while being left in the wide open position.

(5) All bypass circuits must be dried in addition to the main circuit. To assure bypass line drying-out, the
main circuit block valves should first be blocked or throttled to assure a flow through the bypass line. When the bypass is considered dried, the block valve in the main line should be opened wide.

(6) Estimates as to time involved in the plant drying-out will be approximately 2 to 3 weeks. Contingencies
must be considered in scheduling the drying-out period. The plant, once dried out, could remain in that condition indefinitely, provided it is held under a positive nitrogen pressure. The nitrogen system pressure to be logged periodically and to be maintained.

7.

DETAIL FOR IMPLEMENTATION The Drying-out and inerting procedure shall be carefully planned and sequenced so that a minimal amount of nitrogen will be required to the overall plant drying-out and inerting. The overall sequence should utilize circuit effluent nitrogen to contribute to the drying of the downstream equipment. Care should also be taken in circuitry line-up to avoid flowing moist nitrogen gas through previously dried line sections. The dew-point analyses and oxygen meters shall be started as soon as effluent from each major line or series of lines starts to avoid using excessive amounts of nitrogen. The dew-point shall be satisfactory at ambient temperature conditions, at line extremities. It may not always be possible to obtain a sample for an oxygen concentration and dew-point check to satisfy a specific line number check off, due to piping configuration. In such cases, a subsequent downstream analysis will usually satisfy the line in question. If not, flow of hot nitrogen through that branch line or crossover for a reasonable time or until the line becomes hot will satisfy the drying-out and purge requirement.

7.1.

Drying out

At the end of pressure testing and water flushing, the construction team shall properly drain all free water from piping with air blowing. Despite of the removal of water after the hydrostatic test, much water will remain in the pipework; water will

remain in low points, valve bodies, etc. and in the interstices of the pipewall as a film of water, typically having a film thickness of less than 100 microns depending upon the pipewall roughness. This water may subsequently lead to operational problems or cause damages to equipment, it is necessary to perform drying-out, which ensures to achieve proper conditions related to water dew-point.

7.1.1.

Preparation. Operating procedure shall be developed on the marked up as built P&IDs showing the following items:

Scope and extent of the system to be dried; Drying-out medium and method; Drying medium inlet and outlet points; Sample points and dew-point specification; Any blinds to be installed to isolate the system. Blinds installed and removed shall be recorded in the Blind List form sheet

Valves position (open or close) of any valve contained in the system; 7.1.2.
Operation procedure The following steps shall be followed.

Verify that the equipments involved have been boxed-up. Ensure that all equipments are well earthed as static electricity charges can be
build-up during air drying.

Line up the system as shown on the attached the marked up P&IDs. Feed the drying gas in the system venting from drains, bleeds, etc. Start by using vent
points as close as possible to the inlet point, progressively moving to vents further along the system.

Periodically check the system at sample points for dew-point or moisture content
Using portable moisture meter.

7.1.3.

Drying and Inerting method Two methods shall be applied to dry-out piping and process equipment; they are:

Dry air sweeping. Nitrogen sweeping. 7.1.4.

Air drying shall be applied in all those systems as a preliminary drying before nitrogen drying. Dry air is swept through the equipment involved. The dry air becomes saturated with water and is exhausted to atmosphere. As more and more air is swept through the equipment, more water is "picked up" and removed, thus the system is progressively dried. For successful dry-out, the following conditions shall be supplied.

Dry air quality: 100% oil free, dried air (Dew-point: -40) Air source: Process Air Compressor or Temporary Portable Air Compressor with Dryer unit. Operating Procedure
Carefully drain all free water from the system at all low point drains. Line up the system so that all dead ends are included in the dry-out. Commence dry air injection and venting the exhaust air from drains, bleeds, etc. Start by using vent points as close as possible to the air injection point, progressively vents further along the system. Do not forget dead ends, control valve bypass lines, etc. The dry-out is considered complete when the air water dew-point reaches its target at all sample points (dew-point target: -40). Simple portable dew-point measuring apparatus shall be used which operators can use. The Laboratory will nevertheless be called upon to conduct final dew-point checks on critical equipment if it is necessary. moving to

7.1.5.

Nitrogen Sweeping After Dry air sweeping, Drying-out operations shall be carried out by sweeping with nitrogen. Nitrogen sweeping is undertaken to reach lower dew-point for the process systems for which the presence of free water is critical. For these systems, air drying will be carried out first to remove most of moisture inside the pipes, followed by dry nitrogen to obtain a high dryness level. Process nitrogen or liquid nitrogen from outside with a dew-point equal to -65C shall be used

7.2.

Inerting Inert gas purging is required to remove air from processing equipment containing hydrocarbons in order to avoid the risk of forming an explosive mixture of oxygen and gas.

Inert gas purging shall be employed to avoid the ingress of air into the system containing sensitive catalysts and wet air into system that must be kept as dry as possible. Commissioning Team will carry out the inerting of all piping and process equipments containing hydrocarbons and dry chlorine prior to hydrocarbon-in. For practical purposes, nitrogen is the inert gas employed for inerting. Process nitrogen shall be utilized at battery limit with a pressure of 7 barg at ambient temperature. If it is necessary, liquid nitrogen will be supplied by truck in liquid form for subsequent vaporization and compression.

7.2.1.

Safety aspects Nitrogen is dangerous. It will always be remembered that an atmosphere containing less than 21% oxygen does not support life. All vessels filled with nitrogen blanketing are to be clearly identified in field with proper tagging. Always carry out a careful scrutiny of flexible hoses used in purging operations. When purging lines, equipment, etc. with nitrogen, care shall be taken that leakages of nitrogen are not possible to other equipment or work areas where personnel could be working. Dangers of kinetic energy (loose piping, flying debris, etc). Any area subjected to depressurization shall be evacuated and barricaded; If there is a possibility of any leakage, the following precautions shall be taken: Use positive isolation means like blinds to prevent any nitrogen ingress. Reschedule the nitrogen purge until the full operating system can be purged together, after all activities have been completed. Always have safety notices and barricades erected at the outlet zones when purging lines or equipments, to warn personnel of nitrogen presence.

Special attention shall be paid to the entry control to vessels or columns from the commencement of inerting operation onwards, necessary vessel entry work permit system shall be strictly followed. Vessel entry is not allowed during the inerting operation. In case that vessel entry work is necessary, The system should be purged with air and be isolated using by spade or blinds. Entry work permit (Confined Space Work Permit) system shall be strictly followed.

7.2.2.

Preparation for inerting Operational inerting procedure shall be prepared before the beginning of the activities. The following items shall be done.

The system subjected to inerting shall be defined and clearly illustrated on a marked-up P&ID. Inerting methods and fluids shall be specified. Air/Nitrogen inlet and venting points shall be defined. Sample points shall be defined. Status of valve line-up (open or close position). Blinds to be installed to isolate the system, relevant blind list form shall be updated. Pressure and flowrate monitoring instruments, if any, shall be defined.
A dew-point meter and an oxygen analyzer shall be available before commencement of any drying and inerting activities. Calibration shall be performed in conformance with site quality requirements for test tools. As for the inerting method, Pressurization/Depressurization shall be used to carry out the inerting of process piping and equipment

7.2.3.

Pressurization/depressurization method The pressurization and depressurization method consists in using nitrogen to pressurize the system at a certain pressure, normally 3-4 bars, whereby, air in the system will be allowed to mix with nitrogen and then depressurized to a slightly positive pressure to release this mixture. By repeating this sequence several times, the air concentration in the system will be effectively reduced to the desired low concentration value.

Operating Procedure

Make sure the system is at atmospheric pressure, close all unnecessary vents and drains and
install plugs and caps except on vents and drains, which are to be used for O2 sampling and venting.

Make sure the system to be purged is isolated from associated systems, either by valves or blinds.
If blinds are to be installed complete a system blind list.

After ensuring that the inert gas supply is available, check the integrity of pressurizing hose (if
used) and system pressure gauges. Gauges should be situated so as to be easily visible from the

Open instrumentation valves and service safety valves. Pressurize the system up to the pressure to be set for pressurizing which depend upon the
system design pressure. The set pressure shall be decided according to the system condition for drying and inerting refer to the below table 1. Never exceed system design pressure even if safety valves are in service. Nitrogen pressure at battery limit is 7 barg.

Let the system stand for approximately 30 minutes to allow the gases to become homogenous.
Following this 30-minutes period, depressurize the system as rapidly as possible via the largest diameter vent or vents on the system;

Repeat this operation but stop depressurizing at about 0.1 to 0.2 barg in order to take an O2
analysis sample. Samples must be taken from several points, depending upon the complexity of the system. In any case, a minimum of two sample points are suggested, one in the lowest point and the other in the upper point of the system.

The system can be considered inerted when the measurements at these sampling points are
similar;

According to the O2 content requirement, repeat the pressurization/depressurization operation


until the specification is met;

When O2 analyses meet the ongoing specification, proceed to maintain the system under a
positive inert gas pressure.

After inerting completion, all the equipment must be intercepted and left under light nitrogen
pressure (0.3~0.5 barg). Important notes: The following table shows the variation of the residual content of percentage O2 with increasing of repetitions of pressurization and depressurization using nitrogen at different pressure values. It can be seen that it is better to pressurize/depressurize 5 times up to 1 or 2 barg each time, than to pressurize/depressurize once up to 5 barg. Table 1. ACCEPTANCE CRITERIA Drying and Inerting requirements shall be specified in the Plant Operating and Maintenance Manuals. The Drying-out criteria is to have a dew-point of -40C at all locations. A recording of all dew-points will be maintained on the commissioning check sheets. The Inerting criteria is to have an oxygen content of less than 0.5% at all locations. A recording of all oxygen readings taken during the procedure will be maintained on the commissioning check sheets. Drying shall be checked by means of portable dew-point meter in all the sample points as shown on the attached marked up P&ID. Inerting shall be checked by means of portable oxygen analyzer in all the sample points as shown on the attached marked up P&ID.
