Introduction
Far West Laboratory for Educational and Research Development (FWL) issued a request for proposal in October of 2013 to evaluate the Determining Instructional Purposes (DIP) program and to provided information and recommendations to FWL about the sales and marketing of DIP. This document is a response to this request.

Description of Program
Determining Instructional Purposes is a curriculum designed for personnel in school administration and graduate students to assist them in acquiring the skills needed to plan effective school programs. DIP is divided into three units each taking 10-18 hours. Each of these units may be used individually or as a collection based on the needs of the client. These three modules are Setting Goals, Analyzing Problems, and Deriving Objectives. Each module can be must be led by a coordinator using the Coordinators Handbook. No prior knowledge will be needed for the coordinator other than what is provided in the Coordinators Handbook.

Evaluation Method
The Determining Instructional Purposes program will be evaluated with two questions in mind. Is there a need that would be met from a program like DIP? And, at what price point would districts, programs, or individuals pay to acquire DIP? As a result of the evaluation, the management of Far West Laboratory will be able to determine if there is sufficient need to make it feasible to market and sell the DIP program and what price point the market would allow for this product. The first stage of the evaluation will be to determine if any competitive products exist. This will initially be determined by Internet research searching specifically for courses/programs similar to DIP. The second stage will be to conduct an electronic survey about professional development issues addressed in DIP. This survey will be sent to all members of the American Association of School Administrators and will

include questions about professional development, specific content, and budgetary restrictions. Stage three will be to conduct a pilot of the program in the Pittsburg, Pennsylvania area with a minimum of 10 school administrators and program directors. This program will be offered free of charge using the materials developed by Far West Laboratory for the DIP program. This pilot program will be led by FWL staff and monitored by the staff of Keel and Associates. This training will take place over the course of 1 week in the summer and be the responsibility of the FWL staff. Keel and Associates will be responsible for the recruitment of the participants. These participants will be surveyed at the end of the program on the usefulness of the DIP program.

Task Schedule
TASK 1. Meet with FWL staff and discuss evaluation proposal, timeline, and any potential modifications. 2. Conduct Internet research on similar programs to DIP. 3. Draft electronic professional development survey submitted to FWL. DEADLINE January 24, 2014

Project Personnel
Mr. Justin Keel Mr. Keel, president and CEO of Keel and Associates Educational Consulting has been in the education arena for over 13 years. Mr. Keel specializes in educational technology and curriculum consulting and evaluation. Mr. Keel has been lead investigator for the evaluation of many major elementary and secondary technology and curriculum projects. Mr. Keel holds a bachelors of science degree in mathematics and is finishing his masters of educational technology degree at Boise State University. Dr. Glenn Thompson Dr. Thompson, administration consultant for Keel and Associates has been in the education for over 40 years. Dr. Thompson has been a secondary teacher, principal, assistant superintendent, and superintendent. After retiring from education, Dr. Thompson went on to be an assistant professor and program coordinator for a doctoral program in educational leadership at a local university. The evaluation team will also include two administrative assistants from Keel and Associates.

Budget
The proposed budget for the evaluation of the DIP program is $48,150. The breakdown of the costs is listed below. Professional Mr. Justin Keel: 35 days @ $500/day Dr. Glenn Thompson: 20 days @ $600/day $17,500 $12,000
