1 Cell and common signal channel
establishment parameters
Normal cell operation is premise for a UMTS system to guarantee normal network
operation while premise of normal cell operation is successful cell and common signal
channel establishment as well as broadcasting communication parameters to network
side of UE through system messages.
Above signaling process is shown in following figure:

Key factors to indicate a cell include configuration of frequency point, primary
scrambling code, total power and common physical signal channel.
In which: Common physical signal channels which shall be configured are as follows:
Pilot channel (PCPICH): Used as reference basis of other signal channels and
signal measurement.
Primary synchronous channel (PSCH): Used for time slot synchronization when
searching for the cell.
Auxiliary synchronous channel (SSCH): To define frame synchronization and
main scrambling code when searching for the cell.

Broadcasting channel (PCCPCH): Used to broadcast system messages.
Auxiliary common control physical channel (SCCPCH)Used to bear FACH or
PCH transmission channel messages.
Random access channel (PRACH): Used for subscribers random access; Relevant

Access indicator channel (AICH): Downlinkindicator channel which is used with
PRACH channel together; AICH channel parameters are introduced in random

Description
This parameter indicates the upper limit of the Band of a UTRAN
FDD controlled by the local PLMN.
When a UE returns to the idle state from the RRC connection state,
the UE selects and resides in a cell. UTRAN carries this parameter in
the RRC CONNECTION RELEASE message. This parameter
indicates the possible transmit Band of the surrounding cell. This
helps the UE to speed up cell search.

Description
The parameter is to instruct lower limit of a certain UTRAN
FDD frequency scope under PLMN control.
UE will select a cell when returning from RRC connection
status to idle state. Utran has this parameter in RRC
CONNECTION RELEASE message to instruct possible
transmitting frequency scope around the cell so that UE can
search for the cell quickly.

Configuration
The parameter value depends on the scenario defined by the cell
coverage attribute. The maximum transmission power is related
to the cell coverage range and should be adjusted according to
the coverage attribute of the cell. The principle of adjustment is:
Typically, the pilot frequency covers 10%, and the Ec/Io at the
edges of the pilot frequency should be maintained at about
-12dB.

Since there are a total of 512 available primary scrambling
codes, these codes follow spatial multiplexing. Basically, the
principle is to ensure that the primary scrambling codes are
different between neighboring cells, and the space between the
cells with the same primary scrambling code should be as large
as possible. Typically, you should plan the primary scrambling
codes during network planning.

The parameter value is related to the scenario defined by the
cell coverage attribute and should be adjusted according to the
coverage attribute of the cell. Typically, the rational value of
Ec/Io of the PCPICH at the edges of the cell is about -12dB. If
the power is high, it is a waste of power. If the power is low,
QoS cannot be guaranteed in case that a subscriber is at the
edge of the cell.

to the actual cell search success status of the subscribers.
Usually, because the transmit power of the PSCH is associated
with the PCPICH, the default configuration can ensure
successful synchronization only if the power of the PCPICH is

bears the FACH. Typically, when the SF changes, the gain over
the channel changes as well. Therefore, to maintain the bit
detection performance of the TFCI field of the SCCPCH, the

smaller the SF of the SCCPCH, the smaller the parameter
value.

This parameter is associated with the data rate over the FACH.
The larger the data rate over the FACH, the larger the required
power.

2 Cell selection and parameter re-selection
Execute PLMN selection and cell selection process in sequence after UE bootstrap.
The cell shall be selected for staying and registration to network side after selecting a
suitable cell. UE will select the cell again after staying to a certain serving cell with UE
motion and variation of signal channel quality.

PLMN selection process:
PLMN selection standard is that CPICH RSCP is more than or equal to -95dBm. UE
will read PLMN of cell which has searched for the strongest signal. PLMN also can be
regarded as selection access PLMN if failing to meet above standards but PLMN mark
can be decoded.
Cell selection process:
Cell with the strongest signal shall be regarded as the initial access cell.
S rule definitions of cell selection standards are as follows:

Cell re-selection process
UE will select cell again after staying to the cell. Cell re-selection includes
measurement execution and determination of UE.

Following introduction is not suitable to HCS cell.
Measurement rules:
UE will regard SqualFDD cell as Sx in following rules:
UE does not need to execute inter-frequency measurement if Sx exceeds Sintrasearch.
UE will execute inter-frequency measurement if Sx is less than or equal to
Sintrasearch.
UE will carry on intra- frequency measurement if Sintrasearch has not been configured.
UE does not need to execute inter-frequency measurement if Sx exceeds Sintrasearch.
UE will execute inter-frequency measurement if Sx is less than or equal to
Sintrasearch.

This parameter is the foundation for determining the S rule of
the cell. Typically, you should use the default value. However,
in the scenario of a highway, because the distance between
stations is large, the number of cells is small with a large
distance, and the UE moves fast, the original cell will therefore
features a power signal quality. In this case, the UE fails to
reselect the new cell. Therefore, you can lower Qqualmin and
Qrxlevmin to make the UE complete the cell reselection as
early as possible. The principle also applies to the corners of
crowded cells.

This parameter is determined in view of the co-channel
interference. When you configure a co-channel neighboring
cell for the cell, the co-channel interference is larger. To better
reflect the signal quality, you should use CPICH Ec/No as the
determination standard of the measure. However, when you
configure an inter-frequency or inter-system neighboring cell,
there is no co-channel interference. In this case, it is more
appropriate to use CPICH RSCP as the determination standard
for the measure.
In a typical networking, there are a lot of co-channel
neighboring cells; therefore, you should select CPICH Ec/No
as the default value.

serving cell, a new cell must prolong the Treselections
duration according to the R sorting rule before it can be

This parameter indicates the offset between the serving cell and the
neighboring cell in the event that the measure is CPICH RSCP. Cell
reselection follows the R rule, and the R value of the neighboring cell
is equal to the measured value subtracting the neighboring quality
offset. The parameter is determined depending on the situation
whether the specific scenario expects the reselection of the
inter-frequency cell as soon as possible. A larger parameter value
indicates that the neighboring cell is more impossible to be reselected
as the destination cell, and therefore cell reselection seldom happens.
A smaller parameter value is more likely to trigger cell reselection.
However, a larger value may result in poor quality of the local cell
and good quality of the neighboring cell. In this case, cell reselection
still will not happen.
In co-networking of UMTS and GSM, continuous coverage is
expected inside the UMTS network. Only when the UMTS network
covers edges, cell reselection from UMTS to GSM is required.
Therefore, in the suburbs with dense signals, you can increase
Qrxlevmin in SIB11 and Qoffset1-s, n in SIB11 (neighboring cell) to
improve the difficulty for cell reselection. As to the edges of the
UMTS network, especially a highway, the UE moves fast. In this
case, the signal of the UMTS cell quickly decreases. In case that the
UE goes into the GSM network coverage area but cell reselection still
does not happen. Therefore, you can increase Ssearch, RAT and
reduce Qrxlevmin in SIB11 and Qoffset1-s, n in SIB11 (neighboring
cell) to help the UE complete cell reselection as early as possible.

3 Random access parameter
Registration process shall be initiated after UE selecting a cell for staying. A random
access process shall be initiated firstly according to system broadcasting messages.

5 Paging parameter
PICH signal channels shall be detected when UE is under CELL_PCH/URA_PCH and
idle states. PCH channel carried by SCCPCH shall be monitored to gain paging
message which is paging type 1.

Calculation formula of paging occasion is shown as follows:
Paging Occasion= (IMSI div K) mod (DRX cycle length) +n * DRX cycle length
In which:
K: It refers to several PICHs.
n =0, 1, 2 as long as SFN is below its maximum value.

This parameter is used for DRX receiving of the UE in idle,

6 Power control parameter
UMTS power control includes power control of open loop, internal loop and external
loop. Open loop power control is actually used to configure original transmitting power
and set the maximum and minimum transmitting power for internal loop power control.
Therefore, power control of open and internal loops shall be placed together.
6.1 Basic principle of internal loop power control
Basic process of internal loop power control
Receiving end will measure signal to interference ratio (SIREb/No) for every
received radio chain circuit then compared with target signal to interference ratio
required for Traffic.
Return control message to send a transmitted power control-TPC command of which
bit value is 0 to sender if SIR>=SIR
target

A TPC command of which bit value is 1 will be returned to sender by Downlinkcontrol
channel if SIR<SIR

Sender will determine increasing/decreasing transmitting power according to received

Uplinkinternal loop power control is used for NodeB to adjust UE transmitting power

algorithm is internal loop power control for every 5 time slots.
Downlinkinternal loop power control
Downlinkinternal loop power control is used for UE to adjust NodeB transmitting
power according to received DPCH SIR and target SIR.
There are 2 modes for Downlinkinternal loop power control.

makes the UE trace the change of the channel condition even in

the system can maintain stable fluctuation of the power. Often,

value. Typically, you should use the default value. The outer
loop power control should follow the principle of quick increase
and slow decrease. Quick increase is to ensure that the system
can quickly keep up with the change of the environment. Slow
decrease avoids call drop or bad subscriber experience due to

7 Control parameter switch
The switch control includes the switch of synchronization frequency, frequencies and
systems, which is introduced as below.
7.1 Basic principle of intra-frequency switch
Intra-frequency switch refers to the switch of UE in the cell of UTRAN
synchronization frequency point with the continuity of Traffic ensured. The
inter-frequency switch is based on the switch of measurement. The inter-frequency
measurement includes active set measurement, monitoring set measurement and
detective set measurement.
The active set refers to the cell collection keeping radio link connection with UE.
The monitoring set refers to the cell collection, which keeps no radio link connection
with UE, sending message to UE for measurement through the measurement control of
synchronization frequency.
The detective set refers to the cell collection with synchronization frequency excluding
the cell in the active set and detective set.
The principle of inter-frequency is beased on the related actions of event execution
through measurement. The detail definition and handling process of event is as follows:

Event 1A means that the quality of certain cell outside the active set gets better. The
related target cell can be added into the active set when receiving 1A event to improve

value) and soft replacement (the reported 1D event of the cell outside active set and the

7.3 Basic principle of intersystem switch
The intersystem refers to that UE switches to another radio access system from one
radio access system. It focuses on that UE switches to GERAN system from UTRAN
access system (switching GERAN system to UTRAN system is the policy of GERAN
system). The purpose of intersystem is to ensure the service continuity and load sharing.
Ensuring the service continuity is based on the switch of intersystem measurement. The
load sharing of intersystem is based on the blind switch of coverage or inclusion
relation. The background of intersystem switch triggered by load sharing includes load
balancing and load control.
