But today hes just another old dude taking high blood pressure medication that makes him sexually impotent, and trying to pimp the female employees at the East Cleveland Library for hugs and potential sexual favors. Fambroughs dryed up sexual advances have been rejected at every turn, and records show the scorned senior citizen and married man has turned to bullying and intimidation against the women whove spurned him in retaliation. Fambrough, 70, is president of the East Cleveland Library Board and the subject of three lawsuits filed by female employees whove accused him of sexual harassment and stalking. Fambroughs senile sexual advances have cost taxpayers over $120,000 in legal fees, a problem that has board members like Charles Bibb, Sr. wanting him to step down or be removed from office. A source said Bibb is back dooring Fambrough for Norton, who wants him gone but is afraid to say something because the video contractor and library board president was treasurer of a dummy campaign committee the mayor set up with American Traffic Solutions to collect $65,000 for the campaign to keep the red light cameras in 2011. Records show Fambrough funneled $25,000 to various consultants, but did not identify the names of the consultants in the campaign finance records he delivered to the Cuyahoga County Board of Elections. Norton may not have to lift a finger to expose his hand in Fambroughs undoing because the Tattler has learned of a highly damaging email from library board director Sheba Bey that has East Cleveland School Board President Una Keenon angered. Fambrough and other library board members are appointed by Keenon and the school board. The email is about five pages long and documents a series of Fambroughs unlawful encounters with Bey and various female library employees. Bey expressed concerned that Fambrough instructed her not to speak to any of the other board members, and to deal only with him. Her email exposes Fambrough for exceeding the limited authority of a board member by interfering with the librarys daily operation, a claim that Bey could easily resolve by filing a dereliction of duty complaint against him with East Cleveland prosecutor Michael Winston. The new director explains to Fambrough in her email that the librarys other board members and employees are already working to overcome the negative aftermath of his previous sexually deviant behavior. She tells him hes adding fuel to the fire with his current conduct. At one point Bey exposes how Fambrough approached her for a hug at a Chicago convention. She gave him her hand instead. According to Bey, Fambrough wanted the same relationship with her that he had with the previous director. Bey insists that shes having none of his hanky-panky. Beys email had a startled tone to it when she revealed that Fambrough wanted to discuss a confidentiality agreement with her, and that he tried to intimidate her during the meeting. She grew disgusted when he stopped talking and looked down towards his shriveled weiner and said, I need to close my fly. The icing on the cake was Fambroughs telling another female employee how he wanted to meet her alone. The public pressure seems to be getting to Fambrough, whos decided to take his anger out on resident Jerry Strothers of the 44112 News website. At a recent council meeting Fambrough wanted to complain to council that he didnt like Strothers talking about his public activities at the library, and about his possessing the citys cable television equipment inside his Forest Hills Home without council approval. Fambrough was particularly upset when Council Vice President Chantelle C. Lewis had the no bid video contractors agreement read into the record. The contract revealed that Norton lied when he said Fambrough was a city employee.

The October 1, 2013 primary election for Mayor of East Cleveland will determine if the majority of voters are paying attention. The election choices are between Norton and Council President Dr. Joy Jordan. A third candidate is in the race, but in his own words Vernon Robinson admits he doesnt know anything about city government. He just wants to be the mayor. Jordan is the better choice because shes just an overall better person than Norton. Shes honest. Shes done a tremendous job pushing the council to be aggressive in performing their duties. The entire new council has worked hard to demand mayoral accountability. Over 2000 voters decided in 2009 that Norton was qualified to lead the city as mayor. Those paying attention know now it was an election decision that plunged the city into a four year nightmare of financial mismanagement, corruption and incompetence that resulted in the Auditor of State placing East Cleveland back in fiscal emergency after Norton had been mayor for only 33 months. Voters were warned and had evidence to prove that Norton missed 53 council meetings over four years as the bodys president, and that his own resume showed absolutely no one had ever trusted him to manage anything. Hed earned 10 Ds and 8 Fs between Morehouse University and Cleveland State University. Morehouse, after three years of failing grades, told him to leave. He lied on his Cuyahoga County job application and said hed resigned from his management training job at Miami Dade County government when hed actually been terminated. He spen 8 years without a promotion working as an aide to commissioner Peter Lawson Jones while more qualified aides went on to responsibile jobs as directors in various county departments. When Norton was assigned the simple task of getting 12 houses rehabilitated for the Cuyahoga County Department of Development, under former director Paul Oyaski, he failed to complete any of his assignments, and ended up getting in trouble for campaigning in a partisan election in violation of the Hatch Act. He was forced to resign. Despite the documented evidence that no official had ever trusted Norton to do anything other than answer phones and write letters, a majority of East Cleveland voters placed their quality of life in his hands to let him manage the citys $20 million in revenue and grant dollars. Its election time all over again and even Stevie Wonder can see that Nortons four years as mayor have been disastrous. East Cleveland has returned to fiscal emergency with an $8 million deficit that he created. Huron Hospital is gone. The U.S. Post Office is gone. Instead of bringing in more HUD money, Norton mismanaged the dollars HUD gave the city and now East Cleveland owes HUD instead of HUD owing East Cleveland. Police under Ralph Spotts have been allowed to randomly violate the civil rights of the towns African American residents. The city has no police liability insurance. Sterling Ezell was found hanging in the citys jail. Arnold Black was handcuffed and beaten by ex-detective Randy Hicks who showed up for work armed and drunk. Hicks was helped by another cop who removed video footage from the deskcam and took it to a friend to cut the parts that showed the detective smacking Black. The best way to judge Norton is by the company he keeps, and his crew of political thugs reeks of corruption. Trevelle Harp leads NOAH and is pissed because council didnt let Norton give him a $50,000 contract with HUD funds to run a newspaper. Harp cant speak a complete sentence without stuttering. Only an idiot thinks hes qualified to be an editor. Mike Smedley needs the $40,000 job Nortons paid this incompetent to perform. Hes also Nortons bag man and the failed operator of a daycare center the state forced to close because of child safety issues. Police chief Ralph Spotts has been stealing an extra $26,000 a year to increase his highest three years earnings so he can boost his pension and enjoy his Richmond Heights home. He only talks about helping East Cleveland. Collete Clinkscales gets $85,000 a year, supposedly to be Nortons chief of staff, but sources say the FBI is investigating her relationship with contractors whove been working on the citys infrastructure. Hank Smith is a convicted felon who Norton used, like he did Fambrough, to funnel $30,000 from the red light camera vendor to help his losing fight to keep the extra $45,000 he was stealing as safety director. Even after voters said no, Norton continued to pay himself. And hes further refused to return the $45,000 he received for the entire year since the elections results were retroactive. If Norton had any integrity hed voluntarily leave the race because he has nothing to offer. Since he wont its up to voters to show him the door. Nortons a jail bird waiting to happen. East Clevelands been there done that.
