Black Democratic voters have blindly supported pro-union politics that have resulted in majority white police and fire departments in predominantly African American cities like Cleveland, East Cleveland and throughout Ohio
By CLYDE CLODHOPPER Black greater Clevelanders reacted strongly to the photograph on the right which shows a near lilly-white audience of Cleveland Police Patrolmen Association members and their families meeting after 13 Cleveland cops, 12 whites and one Hispanic, unlawfully discharged 137 bullets inside East Cleveland and shot 43 of them into the bodies of Timothy Russell and Malissa Williams. 94 bullets went elsewhere. With an African American mayor of mixedrace ancestry, and half the members of Cleveland city council being black, the citys black taxpayers were shocked to realize that 51 years of affirmative action, and 44 years after Carl Stokes election as mayor, their tax dollars were paying white cops to violate their civil rights and to shoot and kill innocent African Americans with little accountability. The picture was a chilling reminder that political and public policy leadership in greater Cleveland is asleep, and that younger African Americans politicians are more likely to fight for their fraternity and sorority brothers, and sisters, and are more Democrat than black. It said to African American voters and residents that no one is fighting for black greater Clevelanders to have equal access to jobs and opportunities paid for by their tax dollars, and from the blood, sweat and tears of ancestors who sacrificed their comfort and lives during this nations over 200 years of civil rights struggles. I had no idea there were so many white cops in our neighborhoods until I saw that picture on the news, said Cleveland resident Sandra Johnson. Weve been supporting Democrats for all these years thinking we were getting somewhere and this is what weve got. Im actually pissed off. Johnson and black voters in Cleveland, Cuyahoga County, Ohio and the nation have been walking lock step with the union-backed Democratic party since the mid-to-late 1970s even though an Associated Press poll taken before President Barack Obamas re-election in October showed 30 percent of white Democrats

POLICE UNIONS EVERYWHERE ARE UNDER THE TOTAL CONTROL OF WHITE MALES

AFRICAN AMERICAN CLEVELAND RESIDENTS WERE SHOCKED AT THIS PICTURE on the news after 13 Cleveland cops participated in murdering Timothy Russell and Malissa Williams in East Cleveland. Cleveland is nearly 60 percent black, the white population is about 30 percent with the remaining residents consisting of Hispanics, Asians and other ethnic groups. Those numbers are not reflected in Cleveland and East Clevelands civil service police and fire departments where classified union employees like those in this picture control the workforce. Ohios police unions asked black and white Democratic state representatives and state senators working with ex-Governor Ted Strickland to pass a law that outlawed residency requirements that voters in majority African American cities like Cleveland and East Cleveland passed so they could hire residents who lived in their towns as police and firefighters. With Stricklands help, Ohios Democrats gave majority white police and firefighter unions exactly what they wanted and overturned hard fought laws and ordinances Cleveland and East Clevelands black political and civil rights leadership believed would solve the problem.

Police unions, as the picture shows, are firmly under the control of white males whose only interest is the protection of their jobs, medical benefits and pensions. State-sanctioned public employee unions are but one of the reasons police and fire departments in Cleveland, East Cleveland, Cleveland Heights, Bedford Heights, Garfield Heights, Maple Heights, Euclid and other cities with majority African American populations are majority white and male. The Cleveland Police Patrolmens Association (CPPA) is recognized as the only bargaining

unit authorized to negotiate wages, benefits and working conditions with Mayor Frank Jackson and the council. Yet, no African American cops serve as officers on its 10 member executive board. Black Cleveland cops working with now retired Lt. Robert Miller in 2004 and 2005 challenged then Mayor Jane Campbells promotion practices and filed a grievance against her with the Fraternal Order of Police union that represented them, which was then led by Captain Roy Rich. Black voters who elect union endorsed politicians pulled the trigger on the guns of the white cops who murdered Russell and Williams
Brewer, that he would not advance the grievance because it would work against the interests of the white cops who voted him into the FOPs presidency. Like the CPPA, Clevelands FOP executive board is also all white. Black cops and firefighters throughout Ohio have created their own associations, but none are recognized as a bargaining unit. Union dues are taken from members by union presidents and officers to invest in the campaigns of pro cop politicians, but black cops have virtually no say in the selection of candidates even in cities where they are in the majority ethnic group. Since racism was at the origin of unions organized to keep white men from competing against black men for opportunities, particularly with the U.S. Congress passage of the intentionally-racist Davis Bacon Act of 1931, white men have enjoyed almost exclusive access to jobs as police, firefighters, construction workers and contractors for over 81 years. Lawyer David Bernstein wrote in 1993 for the CATO Institute that the Davis Bacon Act was passed because white union workers were angry that black workers who were barred from unions were migrating to the North in search of jobs in the building trades and undercutting "white wages. Republican presidents Richard Nixon, George H.W. Bush and George W. Bush issued temporary suspensions of the law during their presidencies. Bill Clinton, a Democrat wellloved by black voters, reinstated it. Its been untouched under pro-union President Barack Obama who told Ohio voters not to place restrictions on unions when he encouraged them to vote against Issue 2 that had been passed by the Republican-controlled general assembly under Governor John Kasich. The irony is that African Americans would have more access to jobs and opportunities under Republican open shop instead of closed shop political policies, but they vote Democrat without a full understanding of the public policy issues on the table. Only 15 percent of American workers are in unions according to the U.S. Department of Labor. Part of the success of a police endorsed candidate has been because of the wrong impression that politicians endorsed by police unions are for safety when nothing is further from the truth. Police and firefighter unions endorse judges in exchange for pro-union rulings against mayors and city councils that favor the union over a citys taxpayers when the two sides end up in court. Mayors and council members are endorsed in exchange for labor agreements that forces taxpayers in Cleveland, East Cleveland, Cleveland Heights and other cities with predominantly African American populations to pay more into a cop and firefighters medical and pension fund plans at the expense of city employees who are not in the unions. Ohio state representatives and state senators who are endorsed by police and firefighter unions exchange their receipt of campaign funds for laws that let cops, firefighters and other

CUYAHOGA COUNTYS BLACK POPULATION is over twice as large as the population of County Executive Ed Fitzgeralds Irish American brothers and sisters, but those numbers are not reflected in his hiring practices. Cuyahoga Countys African American voting population was set to add more black politicians to Cuyahoga Countys government when the Plain Dealer scammed voters into eliminating the old form of government in favor of one that saw Fitzgerald become the County Executive. Fitzgerald and the white Democrats he appointed have overseen the firing of hundreds of African American and Italian American employees and turned county government into an Irish American hiring hall. He appointed fellow Irish American Elise OHara to manage the countys personnel office under the reformed government to oversee his Irish supremacist hiring policies. Now he wants African Americans, Italian Americans and other ethnic Ohioans to support his campaign for governor because hes a Democrat. Give it a rest Ed. It aint happenin. And for James Rokakis. Over the past 10 years laws have been enacted by Ohios general assembly to let cops keep their Ohio Police Officer Training Certification when theyre convicted for violent crimes that get dropped down from felonies to misdemeanors by cop union endorsed county prosecutors. Citizens who murder cops get the death penalty under Ohio law, but cops who murder innocent citizens get to say they felt in fear of their lives because unarmed citizens who drove away to avoid being murdered were using cars as weapons. That statement, which a U.S. Department of Justice official criticized in a 2002 letter to ex-Cleveland law director Subodh Chandra, has let cops be given administrative disciplines for murder and other crimes they commit while in uniform. FOP president Scott Gardner, the East Cleveland detective now assigned to investigate Timothy Russell and Malissa Williams murder, was suspended twice for insubordination under Brewer when he was the citys mayor, and once under Mayor Gary Norton for stealing a big screen television from police evidence. Brewer was prevented from firing Gardner in 2009 by pro-cop Judge Eileen Gallagher in the countys common pleas court even though East Clevelands codified ordinances authorizes only one suspension before termination for classified employees. Thanks to pro-union politicians in Ohios general assembly, its against the law for city, county and state officials to release personallyidentifiable information about police officers even though they share damn near everything about themselves and their families on Facebook, Twitter and other social networking websites.

The most recent law enacted by Ohios state representatives and state senators told voters in Cleveland, East Cleveland other cities with residency laws to go screw themselves when they approved a bill that outlawed language in city charters they voted on that required public employees to live in the cities that paid them. Cops got Democratic and Republican general assembly members to outlaw residency laws because they didnt want to live in the same neighborhoods as the people whose civil rights they were violating. African American voters have some hard decisions to make, said Brewer. Every Democrat is not a friend and every Republican is not an enemy. People have voted on emotion and not logic, and have supported politicians whose policies are detrimental to their own well-being. All is not lost but its important that voters think.
