Marketing of Agricultural Inputs in Karnataka

1.The Karnataka State Cooperative Marketing Federation

INTRODUCTION : The Karnataka State Cooperative Marketing Federation which is functioning since 1947, has been extending its service to its Member Cooperatives for marketing of fertilizers, pesticides, agriculture produce of the farmers and to distribute agricultural inputs to the farmers. METHODOLOGY : Activities of the federation: Apex cooperative institution of the state for the distribution of chemical fertilizers, pesticides, seeds and agricultural implements. Apex cooperative institution for the procurement and marketing of agricultural commodities. Nodal Agency for Agricultural Commodities procurement under MSP and MIS Schemes. Apex cooperative institution undertaking export and import of agriculture commodities. Also distributes certain consumer products. Wide distribution and retail sales network through 40 branch offices / marketing outlets and 54 godowns. KSCMF also has 2 cold storages in Hassan and Kolar with 2500 Mts capacity each. Production unit for the formulation and production of pesticides.

The objects of the Federation are: Procurement and distribution of farmers requirements such as chemicals, fertilizers, seeds, pesticides, irrigation equipments, green houses, iron & steel, cement and all other domestic & industrial requirements. To make arrangements of goods required by its member processing, grading, sorting, packing and marketing of its members agricultural and allied products. Acting as agents on behalf of Government or any other institution or concern for procurement, supply, distribution and production of agricultural and other goods. To construct, acquire, maintain, hire, rent out godowns, warehouses, cold storages, grainages, green houses to facilitate storing & sale of agricultural, horticultural and other commodities of the federation, its member societies, Government agencies and other State of National Level co-operative and or Agricultural Institutions.

To promote, establish, set up processing activities in agricultural, horticultural products, agricultural implements, farmers requirements, like manures, mixtures, complexes of fertilizers and pesticides etc., To undertake all these above mentioned object in collaboration with one or other states federation / institution in partnership with the federation.

OUTCOME : DISTRIBUTION OF AGRICULTURAL INPUTS Distribution through cooperative societies 1. Fertilizers Bulk buyers and distributors of IFFCO, KRIBCO, MCF, RCF, FACT, MFL, IPL and ZACL. 2. Pesticides Bulk distributor of our own Sahakar brand of pesticides. Bulk buyers and distributors of Excel, Sudarshan Chemicals, Aventis, EID Parry, Nagarjuna Agro and Rhone Poulenc. Distribution of other agricultural inputs 1. Seeds KSSC seeds such as paddy, cotton, maize, potato seeds procured from Punjab for the farmers in Hassan and Kolar. 2. Agricultural machineries Pump sets and sprayers supplied as per Agricultural and Horticultural Depts. Indents

Retail sales outlets and godowns 39 branch offices and 4 retail outlets in the state, each a self sustained income generating unit. 54 godowns and warehouses across the state, wherein the activities are storage of agricultural produce, and inputs.

Distribution of Consumer Products Undertakes supplies of provisions to PSUs such as BEL, BEML, HMT, Minerva Mills, Wheel and Axle Plant, HAL 1. Cold Storages KSCMF has two cold storages built under the NCDC scheme The cold storages have a capacity of 2500 MTs each. At present both the Cold storages are given on lease. While the usage at present if for storage of farmers produce, KSCMF contemplates future usage for marketing activity.

2. Pesticides Unit KSCMF formulates and markets pesticides at its own unit in Peenya, Bangalore The formulation is for its brand called Sahakar both in dust and liquid. While the capacity of the unit is large, at present the decrease in demand has resulted in reduced capacity utilization to only 30% Production during 2005-06 valuing Rs. 76.00 lakhs. Production during 2006-07 valuing Rs. 54.00 lakhs. Production during 2007-08 valuing Rs. 123 lakhs. Production during 2008-09 valuing Rs. 87.91 lakhs. Production during 2009-10 valuing Rs. 47.05 lakhs.

3. Agri Gold Unit: Agri Gold Organic manure manufacturing unit taken over from K.A.I.C on monthly rental basis of Rs. 1.5 lakhs per month from October 2005 subject to effect the sale of unit to K.S.C.M.F. SUGGESTIONS: Overall the production of agricultural inputs is observed to be decreasing year by year. Storage capacities, are less. Decrement in production results in decrement in Sales, Revenues is also on the decreasing sides year by year.

2.Krishi Mela INTRODUCTION : Krishimela plays a pivotal role in transfer of technologies to the end users. As part of Krishimela an International Trade Fair is organised, which provides a forum for interaction, throws light on development and opportunities in agriculture and allied sectors in the domestic and international arena. Conducted by University of agriculture and Horticultural sciences Dharwad, Bangalore and Shimoga. It is an exhibition on agricultural inputs. Companies or input dealers selling various agricultural inputs and tools are allowed to set up stalls at the melas. Demonstrations and lectures are given on new technologies, seeds, pesticides and agricultural practices that can help farmer yield better crops. There were 450 stalls set up in Krishi mela Dharwad 2012. 1.20 lakh people visited Bangalore Krishi Mela.

METHODOLOGY : OBJECTS OF INTERNATIONAL KRISHIMELA Educates farmers on the latest developments in argiculture and allied fields both in terms of practice and technology. Disseminates information on the scope of post harvest technology, seed processing, soil and water conservation practices, organic farming, green house technology and farm machinery Enlightens the farmers on the availabilty of technical, financial and other supports offered by various agencies. Creates awareness amongst the farming community on judicious use of natural resources

OUTCOME : An estimated 7.4lakh people, including farmers, extension workers and students, attended the event. Record sale- The stall set up by the UAS and the Karnataka State Seeds Corporation achieved a record sale of 1,000 quintals of seeds worth Rs. 50 lakh. Farmers bought seeds for the rabi season, including rapeseed, wheat, jowar and Bengal gram. The UAS book stalls had witnessed hectic sales of books on the latest farming technology, organic farming, integrated farming and related topics. Another attraction at the event was the demonstration of successful models of farming by the selected progressive farmers and new methods of cultivation for different crops developed by the UAS. Farmers from the neighbouring States of Maharashtra and Andhra Pradesh too queued up for this event. SUGGESTIONS: Special emphasis must be laid on using agricultural machinery, integrated farming and management of natural resources, in an emerging agricultural movement to encourage village youth to take up farming.

3.Lab to Land INTRODUCTION : Lab to Land is an initiative by the central government to implement various schemes in rural areas of Karnataka. Harihar is the first taluk in Karnataka where this program has been implemented.More than twenty five volunteers are trained and registered from every village to educate rural people through this schemes. METHODOLOGY : Harihar taluk of Davangere district had been selected as pilot block to implement Lab to land (BNV) programme in our state. Identification, selection & training of the Bharat Nirman Volunteers started as a part of the programme. 625 BNVs have been identified from 25 gram panchayats. 25 BNVs per GP have been selected. An age limit of 18-40 & a minimum qualification requirement of SSLC have been set as norm for the selection of the candidates. SC, ST, backward classes & 1/3rd of women have also been given importance. A group of 50 volunteers has been trained in one batch. In each batch the local MLA, Taluk panchayat president & members, government officials from various departments are participating & giving support & information to the trainees. The duration of the phase 1 training is 6 day`s A total of 465 volunteers have been trained in 12 batches. The training programme is being implemented by ANSSIRD, Mysore with the help of Zilla panchyath/ Taluk panchayat.

OUTCOME : G.Bevenehalli in Jigli Panchayat and Yalle Holle in Yalle holle Panchayata have been successful in achieving their goals. These two villages have banned illicit liquor and educated rural people about ration cards and the amount of food they should be getting from their cards. SUGGESTIONS: New research from agricultural universities must touch the lives of farmers. Only then, the research will be meaningful. Farmers must get better yield without pests and diseases. Labto-Land must be the route of new research.
