AUTHORITY:

A1. This Air Navigation Order is issued by the Director General of the Civil Aviation Authority in pursuance of Rule 4, 5, 18, 18B, 18C, 19, 20, 180, 334(3), 360 and all other enabling provision of the Civil Aviation Rules 1994.

PURPOSE:
The purpose of this ANO is to describe the airworthiness requirements for: Issuance of Certificate of Type Approval. Acceptance of Type Certificate issued by another contracting states.

Applicable on all air operators and aircraft manufacturing organizations of Pakistan.

DESCRIPTION:
DEFINITIONS:

D1.1 The following terms when used in this ANO, have the meanings assigned to them respectively. Any term used in this ANO but not defined, shall have the same meaning as given in the Civil Aviation Ordinance, 1960, Pakistan Civil Aviation Authority Ordinance 1982, CARs, 1994 and relevant ICAO Annexes. D1.2 Comprehensive and detailed airworthiness code. The collective requirement that consists of, but not limited to, the approval or acceptance of the type design to an airworthiness standard, conformity to production or manufacturing standards, performance of inspection, maintenance, repair and modification in accordance with standards that ensure the continuing airworthiness of the aircraft, and a system of surveillance or monitoring of safety by the Contracting State. D1.3 Manufacturer - The holder of a Certificate of Organization Approval under CARs 94 Rule 23(2) and of a Certificate of Type Approval (CTA), producing duplicate products in accordance with CARs 94 Rule18A and 18B. D1.4 Certificate of Type Approval (CTA) - A Certificate of Type Approval (CTA), as defined by CARs 94 rule 18A and 18B, includes the type design, the operating limitations, the type certificate data sheet (TCDS), the applicable regulations, and any other conditions or limitations prescribed by the Director General. D1.5 Provisional Certificate of Type Approval (PCTA) - A provisional Certificate of Type Approval (CTA) may be issued when all requirements for a Certificate of Type Approval (CTA) are not complete but the applicant can show compliance with CARs 94. D1.6 Type Acceptance Certificate (TAC) - Type Acceptance Certificate is issued on the basis of accepting the Type Certificate issued by another Contracting State. D1.7 Amended Certificate of Type Approval - The holder of a Certificate of Type Approval (CTA) may apply for an amendment of the original Certificate of Type Approval (CTA) when the change to the type design is not so extensive as to require a new Certificate of Type Approval (CTA), and is classified as "major". Only a Certificate of Type Approval (CTA) holder may apply for a Certificate of Type Approval (CTA) amendment.

D1.8 Product - A product is an aircraft, an aircraft engine, or propeller. In regards to export airworthiness approvals, it includes components and parts of aircraft, of aircraft engines, and of propellers; also parts, materials, and appliances, approved under the Technical Standard Order (TSO) system. CTAs are only issued for aircraft, aircraft engines and propellers. D1.9 Supplemental Type Certificate (STC): A STC is versioned for major design changes to a Certificate of Type Approval (CTA) when the change is not so extensive as to require a new Certificate of Type Approval (CTA). Minor changes do not require an STC. Any person may apply for a STC. D1.10 Engineering Change Order Minor/major modifications approved by PCAA, other than STC. D2.

TYPE CERTIFICATION BASIS:

D2.1 As a Contracting State of International Civil Aviation Organization (ICAO), Pakistan accepts the ICAO Airworthiness Standards as outlined in International Standards, Airworthiness of Aircraft, Annex 8, to the Convention on International Civil Aviation. D2.2 For the purpose of manufacturing an aircraft / aircraft component or registering an aircraft in Pakistan, until such time that PCAA is able to develop and establish an Airworthiness Requirements of its own, PCAA shall adopt or follow the Airworthiness Requirements of any other ICAO Contracting State, and the Design Standards of the State of Design or of any other Contracting State will be acceptable. However, PCAA may, in the interest of flight safety from time to time may issue new requirements, amendments or cancel the same, if it considers it necessary. For further details refer to the latest issue of ANO-005-AWXX. PCAA can also impose additional requirements to provide at least an equivalent level of safety in the event that applicable airworthiness requirements are considered inadequate or inappropriate. D2.3 At present, the airworthiness requirements that shall be adopted or followed by PCAA for the purpose of issuing a Certificate of Type Approval for an Aircraft or Aircraft component manufactured in Pakistan are: D2.3.1 EASA CS 23 or FAR 23 D2.4 Further details are given below:

ISSUANCE OF CERTIFICATE OF TYPE APPROVAL (CTA):

D3.1 Application for issue / acceptance of certificate of type approval is to be submitted on Form CAAF-013-AWXX, in duplicate along with prescribed fee to Airworthiness Directorate.

D3.2 The certification process begins when the designer or manufacturer of a new product submits an application along with the required drawings / specifications and documents to the Airworthiness Directorate. The product, must meet the airworthiness standards acceptable to DG PCAA including the additional standards found to be necessary for safety by Pakistan Civil Aviation Authority, PCAA (Also refer latest version of ANO-005-AWXX. For issuance of a Certificate of Type Approval for a product, DG PCAA should be satisfied on any or all of the following points: D3.2.1 The design conforms to approved airworthiness requirements or to that design standards acceptable to PCAA. D3.2.2 The design has been approved by the PCAA. D3.2.3 The construction has been inspected and approved by the Airworthiness Directorate. D3.3 It is essential that a designer / manufacturer of a new product should consult PCAA prior to commencement of manufacturing to ensure that the design of product he intends to manufacture conforms to approved airworthiness requirements of EASA. For this purpose, the applicant shall furnish the type design record to prove that the design complies with the relevant specifications and airworthiness requirements prescribed by PCAA. The record should consist of at least the following: D3.3.1 The drawing and specifications.

D3.3.2 Reports on aerodynamics and structural analysis and tests undertaken to substantiate compliance with the applicable requirements. D3.3.3 Information, materials and process used in the construction of the product.

D3.3.4 A master listing of those drawings and specifications necessary to define configuration and design features of the product shown to comply the requirements applicable with the product. D3.3.5 D3.3.6 Recommended Master MEL (MMEL), if applicable. An approved aircraft flight manual (incase the final product is an aircraft).

D3.3.7 The maintenance manual with details of the manufacturer's recommended scheduled maintenance program. D3.3.8 D3.3.9 Structural repair manual. Weight & balance record.

D3.3.10 List of life-limited components. D3.3.11 Any other data necessary to allow, by comparison, the determination of airworthiness. D3.3.12 Compliance certificate (Refer latest version of ANO-002-AWXX). D3.3.13 Manufacturing License Agreement, if any. D3.3.14 Foreign Type Certificates, if held for the product. D3.3.15 Approval of DERs for structure, propulsion, systems, flight analyst and test pilot. D3.3.16 List of applicable SBs / SILs. D4.

ISSUANCE PROCESS OF A CERTIFICATE OF TYPE APPROVAL:

D4.1 The certificate of type approval and data sheet (Refer CAAF-011-AWXX) will be issued by PCAA for those products that have been manufactured in Pakistan, in accordance with the procedures manual Certificate of Type Approval, Supplementary Type Certificate and Production Certificate. A copy of this manual may be obtained from the Airworthiness Directorate.

D5.

TYPE ACCEPTANCE CERTIFICATE:

D5.1 DG CAA shall issue a type acceptance certificate to a product on the basis of accepting the Type Certificate issued by another Contracting State, provided that:; D5.1.1 The airworthiness authority of the country in which it is manufactured has issued the certificate of airworthiness, type certificate or similar document, in respect of the aircraft or aircraft engine or propeller. D5.1.2 It meets the airworthiness requirements laid down by the PCAA. The applicant shall furnish the following documents: D5.1.2.1 D5.1.2.2 D5.1.2.3 D5.1.2.4 D5.1.2.5 D5.1.2.6 Type Certificate. Type Certificate data sheets (TCDS). Supplemental Type data sheet, if applicable. Noise standard to which it has been certified. The basis on ETOPS certification if applicable. All applicable Airworthiness Directives.

D5.1.2.7 Copies of aircraft engine, propellers, specifications, special conditions and / or exemption including the certification basis. D5.1.2.8 D5.1.2.9 D5.1.2.10 category. D5.1.2.11 D5.1.2.12 Engineering description of the aircraft with required illustrations. Copies of flight test reports. Copies of maintenance review board report and MMEL for aircraft type certificate in transport Weight and balance report, Flight Manual, Structural Repair Manual, etc; Compliance statement, Type Design Record, any other reports required by the PCAA.

D5.1.3 The design documents submitted by the applicant are scrutinized by the Airworthiness Directorate. D5.1.4 In order to familiarize with the design and certification procedures, design representative of the manufacturer may be required to visit Pakistan to acquaint PCAA officials with the system and design of the product. Alternately, representatives of PCAA may visit the design manufacturing sites to discuss specific design / manufacture, designer and / of Airworthiness Authority of the country of manufacture. D5.1.5 Special conditions may be imposed on foreign Type Certification and Type Data sheet by the PCAA in specific cases for safe operation of the aircraft in Pakistan. In addition in case of urgent safety reason PCAA may imposed additional Mandatory Airworthiness requirement. The special conditions so imposed, will be consulted with state of design before issue. However, the same will be communicated to the organization responsible for design and the respected Airworthiness Authorities by the PCAA. D5.1.6 Considering the high ambient temperature conditions in Pakistan, the applicant is required to provide system performance and a/c performance certified by the foreign airworthiness authority at temp. upto 50C at Sea Level. D5.1.7 On being satisfied that the basis of Type Certification of aircraft / helicopter / aircraft engine / propeller is satisfactory, DG CAA may revalidate the Type Certificate (with such exception as may be permitted) issued by Airworthiness Authority of the country in which the product has been manufactured. Additional conditions, operating limitations may be imposed by the DG CAA.

D6. ENGINEERING CHANGE ORDER Applicant shall submit an application to PCAA on prescribed Form CAAF-133-AWXX-2.0 along-with (03) copies of its ECO document, its Drawings and Attachments, if any, to respective field office for review and approval. D6.1 PCAA will approve minor modification, which shall be prepared by an appropriately qualified engineer.

D6.2 For major modifications ECO is required to be prepared by an EASA or FAA approved design organization acceptable to PCAA or STC issued by EASA/FAA or any other contracting state acceptable to PCAA. Such modifications required access to design data (as applicable). D7.

SUSPENSION OR CANCELLATION :

D6.1 If the holder of a certificate fails to comply with any of the airworthiness requirements or the Director General is satisfied that there is evidence to show that there is a defect in the design of the aircraft, component of the aircraft or to make such aircraft a danger to person or property, the Director General may, subject to CARs 94 Rule 341, by order in writing suspend the certificate of type approval and cancel the aforesaid certificate with the prior approval of the Federal Government. D6.2 On suspension or cancellation of the Certificate of Type Approval, PCAA will notify the state of register accordingly.
