1) Comments on offer of M/s G+H Schallschutz for Air Intake System for Gas Turbine:

A. BHEL Page No. 647, Detailed Recommended Spare parts Option: i) Supplier has given spare part list for Two years operation. Supplier shall also provide Spare Part List for FIVE years operation (Refer Annexure-1 of the enquiry, Clause No. 20). Reply G+H: Additional spare part offer will be furnished ii) Pressure switch shall be suitable at least 25 mbar. Reply G+H: ok iii) Enclosure temperature display shall be (-)5 to (+)55 C. Reply G+H: We understand enclosure to be a control box. Specifications GT 17002, Annex-1 and GT 51003 state 0-50C in this regard. BHEL Page No. 635, B. Technical Deviations: iv) GT52003, Clause 21, Page 28: (a) First Part of deviation, i.e. The packing of bulky .. to ISPM is acceptable. v) GT52003, Annex 1, Page 1 (not 2), Clause 2 (not 1), In view of narrow spacing . Bird arrestor: O.K. vi) GT52003, Annex 1, Page 1 (not 2), Clause 2 (not 1), For technical reason .. at site by others: Not acceptable. It will be as per this clause. Reply G+H: Application of external acoustical insulation in the workshop is subject to price variation. vii) GT52003, Annex 1, Page 2, Clause 10: Deviation is not acceptable. This clause will have to be followed. Reply G+H: Any additional crane is subject to price variation, BHEL to clarify their requirement in this regard. viii) GT52003, Annex 1, Page 2, Clause 12: Deviation is not acceptable. This clause will have to be followed. Reply G+H: From comments received from BHEL-CIE dept, comment clause 2.1.6 we understand that our approach is correct that power cables for local control boxes is within BHEL scope, also cables from local control boxes to DCS is within BHEL scope. ix) GT52003, Annex 1, Page 2, Clause 13&14: This clause will have to be complied with. Reply G+H: Not accepted, local Yemen standards are not known to us we understand that International standards are acceptable to BHEL-. x) GT52003, Annex 1, Page 2, Clause 15: O.K. xi) GT52003, Annex 1, Page 2, Clause 16: O.K. xii) GT52003, Annex 1, Page 4, Clause 25: O.K. xiii) GT52003, Page 7, Clause 6: O.K. xiv) GT52003, Page 21, Clause 11: O.K. xv) Annexure-1, Clause 9: (a) Test certificate .. not part of our supply: This part is not clear. Please clarify. Reply G+H: As we do not supply transformers or switchgear no test certificates therefore can be provided. (b) Functional test .. not part of our supply: Air drier is the part of Compressor skid and its functional test must be done. Reply G+H: Functional test for compressor skid items (compressor and air dryer) shall be done. (c) Pulse air blow pipes assembly on site: Accepted. (d) All the pipes in Compressor cleaning system shall be of SS. Supplier to confirm. Reply G+H: From compressor skid outlet to pressure headers, including blow pipes, these shall be stainless steel.

B. BHEL Page No. 608 : G+H Schallschutz GmbH Reference : PJ 09-9898-Rev01/Rev00 (Total pages 19): Our comments are as follows: i) Page 5 of 19, 2nd Para (We assume that part of our supply): This is not acceptable. It shall be as per Claus No. 2 of Annexure-1 of the enquiry. Reply G+H:Application of external acoustical insulation in the workshop is subject to price variation. ii) Page 6 of 19, Point 2 (Please note that there are four by the purchaser.): This clause is not acceptable. It will be as per our Clause-12 of Annexure-1 of the enquiry. Reply G+H: From comments received from BHEL-CIE dept, comment clause 2.1.6 we understand that our approach is correct that power cables for local control boxes is within BHEL scope, also cables from local control boxes to DCS is within BHEL scope. iii) Page 6 of 19, Point 2.1 (air intake duct is 11.100 mm x 1.500 mm.): This shall be corrected as air intake duct is 11100 mm x 1500 mm. Reply G+H:noted iv) Pag7 of 19, Point 2.1.2 (acc. to IS2062): IS is not acceptable. It shall be International / European Standard. Reply G+H: fabrication portion in India is based on IS raw materials, if fabrication is in Europe International/European standard for raw materials to be applied v) Pag7 of 19, Point 2.1.2 (Last Para): It shall also comply with Claus No. 2 of Annexure-1 of the enquiry. Reply G+H:Application of external acoustical insulation in the workshop is subject to price variation. vi) Pag12 of 19, Point 2.1.10: Only touch-up painting shall be done at site. Supplier to confirm. Reply G+H:Confirmed

Pag14 of 19, Point 2.2.2 (3rd Para): We understand that dust accumulation shall be in a hopper, which will be also pulsed to throw the dust to atmosphere. Please confirm. Supplier may also provide Portable Industrial Vacuum Cleaner with an optional offer.

Reply G+H: Not confirmed-our offered design is based on dust removal with Portable Industrial Vacuum Cleaner. viii) Pag14 of 19, Point 2.2.5: The weather hood will be delivered knocked down What is the meaning of it? Reply G+H: Weatherhood frames and cladding sheets will be supplied as loose items to be erected on site. ix) Pag14 of 19, Point 2.2.6: All the cabling shall be included. Supplier to confirm. Reply G+H: From comments received from BHEL-CIE dept, comment clause 2.1.6 we understand that our approach is correct that power cables for local control boxes is within BHEL scope, also cables from local control boxes to DCS is within BHEL scope. x) Pag15 of 19, Point 2.2.7, Electrical power supply and cabling is not included: It is not acceptable. All Electrical power supply and cabling shall be supplied by Supplier. Supplier to confirm. Reply G+H: From comments received from BHEL-CIE dept, comment clause 2.1.6 we understand that our approach is correct that power cables for local control boxes is within BHEL scope, also cables from local control boxes to DCS is within BHEL scope. xi) Pag16 of 19, Point 2.2.11 (Last Line): +30/-10 mbar shall be corrected as +30/-20 mbar. Supplier to confirm. Reply G+H: Confirmed xii) Pag16 of 19, Point 2.2.12: Expected Pr. Drop 900 Pa is not acceptable. As per our requirements, total Pr. Drop of complete Air Intake system shall be 5.75 mbar at site (BRC, Base Reference Condition) condition. Supplier to confirm. Reply G+H: 900 Pa pressure drop is the max pressure drop of spent filter elements only. Initial pressure drop of pulse filter is approx. 180 Pa only. xiii) Pag16 of 19, Point 2.17 (Wind Loadings): What is the meaning of The increase in load caused by existing buildings is allowed for in this calculation? Please clarify. Reply G+H: Please read as : A wind velocity of 120km/h forms the basis of the wind loadings.

C. BHEL Page No. 586 & 585, Drg. No. M683768 & M683767: What are these elements? Please clarify. Reply G+H: These are the (typical) pulse air headers with solenoid valves distributing the pulse air to ther blow pipes. D. BHEL Page No. 584, Compressor Skid Typical Arrangement: This drg does not match with the description given in your offer. Supplier to submit the actual drg. Reply G+H: Actual drawing to be submitted after receipt of order E. BHEL Page No. 584, Air Intake System General Arrangement: i) Generator filter house drg shall be submitted for our scrutiny. Reply G+H: the generator filterhouse is of same design as GT filterhouse shown in GA. Route of ducting to/from generator as per BHEL specification ii) Design data : Approx. 900 Pa (stabilised) shall be corrected as our comment no. E.xiv) above. Reply G+H: noted, 900Pa is the max pressure drop for spent filter. iii) Vertical cladding for connection to the wall of GT Hall by others : The meaning of this statement is not clear. Please clarify. Reply G+H: the cladding sheets closing the interface between duct cladding and GT building faade

F. Point to be confirmed by the supplier: i) Air Tight access doors to be provided to give access to the ducts for inspection and maintenance at the location before and after the silencer. They shall of flange type and not less than 1m x 1m size. Reply G+H: clean room access before silencer is provided by access hatch 800mmx800mm in transition duct. Access after silencer is provided by access hatch 600mm x 600mm above air intake damper and by access door 1200mmx 800mm in lower duct section- (as per requirement of GT 51003). ii) Steel surfaces which are intended to be embedded in concrete shall be Galvanized but not painted. Reply G+H: supply of embedded parts is considered to be in BHEL scope. iii) Cleaning, Protective coating and Painting shall be as per Volume-IV, Section 7.6, Cleaning, Protective coating and Painting enclosed along with enquiry.

Reply G+H: Noted- with paint application in shop only touch up works to be done at site.

In absence of any other deviation asked by the party, it is understood that party meets all other requirements of specification.

Kindly forward these comments to the party and ask them to depute their Engineers for across the table discussion and resolution.
