All tuition and other fees are paid in Australian dollars ($AUD). Tuition fees do not include costs such as Overseas Student Health Cover and certain other costs.
CRICOS
Where the CRICOS code is shown as Pending for a course listed in this document, the University is in the process of obtaining CRICOS accreditation for the course and anticipates enrolling international students from the start of the 2011 academic year. The course will only be available to international students if CRICOS accreditation is obtained.
Policy amendments
This fee policy takes effect for all students from 1 January 2011. The University reserves the right to amend this policy as required. Any changes will be notified in writing. Goods and Services Tax (GST) does not currently apply to tuition fees. Should this change, the University reserves the right to charge GST in addition to the published fee.

Graduate courses, except for courses offered by the Office for Environmental Programs
In 2011 you will pay a course-based tuition fee. The amount you are charged is the course fee listed per Equivalent Full Time Student Load (EFTSL) enrolled. This amount is the fee for all students commencing in the course in 2011. If you are studying more or less than one EFTSL in 2011, your fee will increase or decrease proportionally. In 2011 you will pay tuition fees based on the particular subjects you choose to study in your course. The amount you are charged in 2011 is the sum of the fees for all subjects in which you enrol.
Study Abroad
In 2011 you will pay a course fee to the University of Melbourne. Study Abroad students pay a set tuition fee per semester for their course, irrespective of the number of subjects in which they are enrolled.
Exchange Program
The cost of participating in the University of Melbournes Exchange Program should be covered by the agreement between your home institution and the University of Melbourne. CRICOS codes for Exchange Programs at the University are: Undergraduate: 041631G Graduate: 041630G

Single subject enrolment may be available to you, depending on your visa status, course enrolment, and where the subjects are not part of your course. Most undergraduate subjects and some graduate subjects are available for single subject enrolment through CAP. In 2011 you will pay tuition fees based on the particular subjects you choose to study and the mode of study selected (assessed or nonassessed mode). The amount you are charged in each year is the sum of the fees for all subjects in which you enrol.

If you are an international student who commenced your graduate course in 2009 or earlier you will complete your study on a subject fee basis as per the fee policy that applied at the time you commenced your course. Discipline fees for graduate subjects will continue to be set each year and these will apply in the usual manner. This will apply for as long as you remain enrolled in the same course. If you transfer to another course you are subject to the current fee policy and must pay the fees applicable at the time of transfer.
Students who commenced their undergraduate or graduate course in 2004 or earlier Study Abroad
You are able to complete your study under the fee policy that applied at the time you commenced your course (known as grandfathering). In 2011 you will pay the 2011 Study Abroad course fee to the University of Melbourne. Study Abroad students pay a set tuition fee per semester for their course, irrespective of the number of subjects in which they are enrolled.
Existing international students will be charged fees calculated in accordance with the policy that was in place at the time of your commencement. For further details see page 22. The Commonwealth Government may introduce a Student Services and Amenities Fee in 2010/2011. Details of the fee will be provided after legislation has been passed and full details are known.

Under 18 Supervision Program
Overview
The Department of Immigration and Citizenship (DIAC) requires that all international students who will be under 18 years of age when entering Australia on a student visa have appropriate accommodation, support and welfare arrangements in place. There are various options available to international students under 18 to meet this DIAC requirement. Enrolling in the Under 18 Supervision Program coordinated by International Student Services (ISS) is one option available. A program fee is charged for enrolment in the Under 18 Supervision Program.

The Melbourne Welcome is an optional introductory program for incoming Study Abroad and Exchange students. A fee is charged for participation in this program. Costs for this program may be covered by your home institution or Study Abroad provider.

Course fees: Study Abroad Undergraduate Study Abroad: Your course tuition fee will not change. Graduate Study Abroad: Your course tuition fee will not change (unless you change to a majority of subjects within the other graduate band, resulting in a change of Study Abroad course). If my tuition fees are paid on a subject basis, how do I know which discipline band applies to my subject? Every subject at the University has been assigned to a discipline fee band. Details can be found in the Subject Fee Calculator: http://fee.acs.unimelb.edu.au Subject fees are set within a fixed number of fee bands based on the Australian Government Department of Education, Employment and Workplace Relations discipline classification of the subject, with different prices charged for undergraduate subjects, graduate subjects and Community Access Program study. These discipline fee bands are determined by the content of the subject, not the course of which it forms a part, nor the faculty or school which is responsible for teaching it.

Overseas Student Health Cover (OSHC). A separate fee is paid for this compulsory health insurance for international students. Optional membership of the Student Union, Graduate Association or Melbourne University Sport (which provides access to the Universitys sports centre and other sports facilities). Students may nominate to join and pay a separate fee.

These guarantees are not applicable to Study Abroad or Community Access Program subject fees.
What is an EFTSL?
An EFTSL (Equivalent Full-Time Student Load) is a measure of study load. One EFTSL is equivalent to 100 credit points and represents a standard annual full-time load.
When do I pay?
Tuition fee payments are made in advance of each study period. In 2011, you have three payment options: standard instalment; dual instalment or yearly instalment. Refer to Payment options in 2011 on page 22 for more information. You will be sent an invoice for each fee instalment according to your enrolled study period. It is your responsibility to pay your fees and complete your enrolment by the published date; otherwise a late fee will be levied. If your fees remain unpaid, your enrolment will be cancelled and you will then need to reapply for admission to the course. You will remain liable for any outstanding debt. The University is required to advise the Department of Immigration and Citizenship of any cancellation of enrolment. This may lead to the cancellation of your student visa.

Wei is an international student who enrols in a Bachelor of Science in 2011. She enrols in a total of 100 credit points (1 EFTSL), comprising 8 subjects: 4 science subjects (12.5 credit points each) 2 commerce subjects (12.5 credit points each) 2 maths subjects (12.5 credit points each)

If you would like an estimate of what your course tuition fees will be in 2011 refer to Table 2 for a schedule of typical course tuition fees for each undergraduate course available to students commencing in year 1 of the course. As far as possible, the fees provided in this schedule show the typical fees that a student enrolled in each course will pay for the first year of the course in 2011. However, these are indicative only and may vary depending on the number of subjects undertaken,their credit point value and the discipline band for each subject undertaken during your enrolment. If, for example, you complete a subject sequence in one year that is more than one EFTSL your fee liability will increase. For most courses the typical tuition fees are based on subject enrolments normally undertaken by students in the course, and reflect the discipline band of the subjects comprising the degree. For the New Generation degrees a typical fee range is shown, due to the wide range of variables that may affect the course structure, and subjects taken.

Foundation
The 2011 typical course fee relates to the tuition fee for the first year of the course in 2011 only. Actual tuition fees payable may vary and will be the sum of the fees for all subjects in which you enrol. The Typical total course fee is based on typical subject enrolments during the course, with indexation of the 2011 international undergraduate subject fees at five per cent per annum for every additional year of study, and assumes students complete no more than the course duration shown.

Graduate research
The fees shown on pages 1119 are for each 100 credit points (1 EFTSL) that you undertake. 100 credit points is a standard full-time study load for one year of study. Fees are charged based on the study load (EFTSL) you undertake in each semester. Research semesters differ from coursework semesters in that Semester 1 is defined as 1 January to 30 June (six months) and Semester 2 is defined as 1 July to 31 December (six months). You will be charged on a daily pro rata basis per semester. For example, if you are a commencing research student who enrols after a semester commencement date, your first semester fees will be adjusted to take account of the number of days you will actually be enrolled in that semester.
Example
Michelle is an international student who enrols in a Master of Philosophy (Science). She starts her degree on 1 January with a study load of 0.5 EFTSL for Semester 1 and 0.5 EFTSL for Semester 2. Michelles tuition fees for 2011 are calculated as: (0.5 x $30,048) + (0.5 x $30,048) = $30,048
However, if Michelle did not commence until 20 March 2011, she would only be charged from 20 March 2011 for Semester 1. Her tuition fees would be adjusted to take account of the fact that her first semester will be only 103 days, not 181 days in duration. Her tuition fees for 2011 would be calculated as: (0.5 x 103/181 $30,048) + (0.5 x $30,048) = $23,573.57

International students enrolling at the University of Melbourne as a graduate enrolment with subject-based fees in 2011 will pay tuition fees based on the particular subjects they choose to study. Graduate subjects have been grouped into fee bands, with fees based on the cost of teaching the subjects and the demand for the discipline in which they fall. The discipline fee bands that have been set for international students in 2011 are detailed in Table 4. The fee bands in this table set out the basis for calculating your fees but do not necessarily represent a typical enrolment. The amount you are charged is the sum of the fees for all subjects in which you enrol.

Any periods of leave of absence or part-time enrolment do not extend the above time frames. If you take longer than the above time frames to complete the course you will be required to move to the current fee policy and must pay the fees applicable at that time. If you transfer to another course you are subject to the current fee policy and must pay the fees applicable at the time of transfer. If your enrolment is terminated either for poor academic performance, disciplinary grounds or for failure to re-enrol in a timely fashion, if readmitted at any future time, you will be required to pay fees according to the fee policy applicable at the time of readmission, not the policy that applied under your original enrolment. This also applies to students whose enrolment is terminated for unpaid fees or other outstanding debt and who are ineligible for reinstatement.

Your tuition and Overseas Student Health Cover (OSHC) fees will be detailed in your formal letter of offer and personalised acceptance agreement. You must submit a payment of $AUD 10,000 and visalength OSHC with the completed acceptance form by the date stated in the letter of offer to confirm your acceptance. On enrolment, you may therefore be required to pay an additional amount, or your deposit may have exceeded the amount required to cover your first payment. Any overpayment will be credited to future fee instalments. If you have paid an assessment fee, this payment will be credited toward your first semesters fee account.
Undergraduate courses
For undergraduate students, since, at this stage, you have not chosen the subjects you wish to study, your formal letter of offer will state the estimated or typical 2011 undergraduate course fee. You must make a minimum deposit payment of $AUD 10,000 to confirm acceptance of your offer. Your actual tuition fee for 2011 can only be calculated after you have selected your subjects and may differ from the estimated or typical 2011 undergraduate course fee quoted in your formal letter of offer. Once you have arrived and selected your subjects as part of enrolment, adjustments may need to be made to your fees owing. These adjustments will be based on your payment option and your actual enrolment. On enrolment, you may therefore be required to pay an additional amount, or your deposit may have exceeded the amount required to cover your first payment. Any overpayment will be credited to future fee instalments. If you have paid an assessment fee, this payment will be credited toward your first semesters fee account.
Continuing students
Your tuition fees will be charged based upon the fee policy in place in the year you commenced your course. The amount you will have to pay will be based upon the course and study load, or subjects you have re-enrolled in, your chosen payment option and any monies credited towards your account. Your invoice will be available online, via the Student Portal, prior to each due date. For students paying by instalments, the due dates for instalments will be available via the Student Portal and advised on the online invoice.
It is your responsibility to ensure payments are made by the date specified on your invoice. If your fees remain unpaid, a late payment fee of $100 will apply and you may be withdrawn from your subjects in the semester for which payment is outstanding, or have sanctions applied which restrict access to other services and facilities. Withdrawal means that your access to study materials and University facilities will be restricted. Your enrolment in your course will ultimately be cancelled if payment remains outstanding. Your enrolment may also be cancelled if you have other outstanding debts such as library fines or student loans. Cancellation means that your enrolment will lapse and you will not be able to use any facilities at the University. You will remain liable for any outstanding debt. The University is required to advise the Department of Immigration and Citizenship of any cancellation of enrolment. This may lead to the cancellation of your student visa. If your enrolment has been cancelled for non-payment of fees and you wish to be reinstated to your course, you are required to apply for reinstatement to Student Management Services Enrolments. A reinstatement fee of $100 will apply, and payment of all outstanding fees will be required before reinstatement. Applications for reinstatement must be made in the same semester in which your enrolment was cancelled, otherwise the standard course application process applies. If you anticipate a problem in meeting a fee payment deadline, please contact Student Management Services Enrolments well before the deadline to discuss possible alternative arrangements.

Refund policy
This section sets out when the University is able to refund all or part of the tuition fees you have paid in advance to the University, how to apply for a refund and how they are paid.
Refund
A full refund of all the fees you have paid in advance for that subject. For international students in their first year of enrolment, any overseas representatives fee (normally 10 per cent of the annual tuition fees for the course accepted by the student) that has been paid will not be refunded. The maximum deduction will be $250. No refund will be given for subjects whose census dates that have passed.

The census dates for standard Semester 1 and Semester 2 subjects are 31 March and 31 August respectively. Census dates for other teaching periods may vary. Census dates for the subjects in which you are enrolled are detailed on your Statement of Liability and the census date for every subject offered by the University is available at http://fee.acs.unimelb.edu.au/international.aspx
Refund entitlement
Full refund of tuition fees payable within two weeks of the agreed starting date. Full refund of tuition fees payable within two weeks of the date on which the course ceased to be provided. Alternatively, you may be offered enrolment in another course offered by the University. You have the right to choose whether you would prefer a full refund of course fees or to accept the place offered in another course. You will be asked to sign a document to indicate that you have either accepted the refund or place in another course offered by the University. Full refund of tuition fees payable within two weeks of the date on which the course ceases to be provided.

The course is not provided to you in full because the University has a sanction imposed by a government regulator
(b) any other amounts which the University is entitled to deduct under clause 29 of the Education Services for Overseas Students Act 2000. The University will provide you with a statement which sets out and explains the amounts that have been deducted. 3.2 3.3 The Australian Government authorities refuse to grant you a student visa The University refuses to provide or continue to provide the course to you because you failed to pay an amount owing to the University in order to undertake the course The University will refund all fees you have paid in advance within two weeks of receiving a request for refund if you have not been able to commence the course for this reason. You will be entitled to a refund if the reason for the default is that you were refused a student visa. In which case, the University will refund any course fees you have paid before the date on which the University refuses to provide or continue to provide the course to you (the default day) after we deduct at our discretion: (a) the lesser of: (i) an amount equal to 5% of the total amount of course money received before the default day; and (ii) $250;
(b) the proportion of course money received before the default day that is equal to the proportion of the course that has been provided to you; and (c) any other amounts which the University is entitled to deduct under clause 29 of the Education Services for Overseas Students Act 2000. The University will provide you with a statement which sets out and explains the amounts that have been deducted. 3.4 The University refuses to provide or continue to provide the course to you because you breached a condition of your visa You will not be refunded any tuition fees already paid for the semester in which you breached the condition of your visa or for previous semesters undertaken.

The University also reserves the right to retain up to 10 per cent of tuition fees already paid where an offer is withdrawn because the Academic Registrar is satisfied that the offer was made on the basis of fraudulent documentation. You will not be refunded any tuition fees already paid for the semester in which the suspension occurred.

Payment of refunds
1. Before you can be paid a refund:
The University must have received the money into its accounts as cleared funds; Your course or subject cancellation must have been processed; and You must pay/settle settle any other debts owing to the University, such as library fines or student loans. You If it was not you, the person who originally paid the fees; or The sponsoring agency that paid the fees on your behalf. This exception applies to FFELP recipients who withdraw at any stage of the year.
The census dates for standard Semester 1 and Semester 2 subjects are 31 March and 31 August respectively. Census dates for other teaching periods may vary. If a minor thesis is part of your work requirement for a given semester, you should submit this before the start of the next semester. If you are not able to do this then you must re-enrol in the same subject for the next semester and pay the tuition fees for this subject again. If you have completed the thesis and submitted it prior to the subject census date you can apply for a refund. If you do not complete and submit the thesis prior to the census date you are not eligible for a refund of fees.
If Raymond submits his thesis on 13 September 2011 (before the end of semester), he would only be charged from 1 July to 12 September 2011. His tuition fees would be adjusted to take account of the fact that Semester 2 will be only 74 days, not 184 days in duration. His actual tuition fees for Semester 2 are calculated as: 0.5 x 74/184 x $24,800 = $4,986.96
If you are a graduate research student who has been granted an extension of your candidature, you will continue to be charged fees for the next full payment period.
If you have been granted Australian permanent If you have been granted Australian permanent residency after enrolling as an international student: residency before the start of your first semester or must immediately contact your Student Centre and present your before you are fully enrolled (whichever is the earlier): You passport. Australian Government regulations do not permit you to stay
enrolled as an international student under these circumstances. Your enrolment will be converted to an Australian fee-place in the same course, where available. If your enrolment is converted to an Australian feeplace, the tuition fee will be as for all students commencing in the course in the year of the transfer. Students in undergraduate and graduate coursework courses will also be eligible to apply for a Commonwealth supported place (CSP) where available. Your application for a Commonwealth supported place will be considered along with all other transfer or lateral entry applicants. Selection into any available places will be determined on academic merit. If you are not successful in gaining a Commonwealth supported place at the time of application, you can reapply for a CSP for the following semester. Admission to Commonwealth supported places is highly competitive and a transfer into a CSP may not be possible. To apply for a Commonwealth supported place:

Undergraduate courses
If you have achieved the competitive academic standard for a Commonwealth supported place and there are Commonwealth supported places still available in the course, you will receive an offer for a Commonwealth supported place. If you do not satisfy the entry criteria for a Commonwealth supported place and/or there are no Commonwealth supported places remaining you will be unable to enrol at the University at that time. There are no Australian fee-paying places available for commencing undergraduate students in 2011.

If you are granted permanent residency after the closing date for CSP applications for the next intake period for your course > Apply for a Commonwealth supported place in writing to the Manager of the Student Centre administering your course. Your application must be made before the subject census date. If Commonwealth supported places are still available you will be considered for one. Graduate research students who gain Australian permanent residency may be eligible for their course enrolment to be funded under the Commonwealth Governments Research Training Scheme in subsequent semesters. Once you have presented your passport showing your Australian permanent resident status, your enrolment will be converted to a Research Training Scheme place, where available, in the subsequent semester.
Fees and refunds for international students granted Australian permanent residency

If your enrolment is converted from an international fee-place to an Australian fee-place or Commonwealth supported place, any changes to enrolment and fees will take effect from the first census date after you notified the University of your change in citizenship. If your tuition fees are less than the amount you have paid for that and any subsequent semester, the difference will be credited to your account. For international students in their first year of enrolment, any overseas representatives fee (normally ten per cent of the annual tuition fees for the course accepted by the student) that has been paid will not be refunded. The maximum deduction will be $250. Should your tuition fees be higher you will be issued an invoice for the difference. If you are granted Australian permanent residency during a semester but after your final subject census date in that semester, the international fee will continue to apply for that semester. Your new fee structure will apply from the following semester.

Fee queries
This does not circumscribe a students right to pursue other legal remedies with respect to grievances or disputes regarding the application of this policy. This agreement does not remove the right to take further action under Australias consumer protection laws.
