NATIONAL LEVEL Proposal for a dedicated Aviation Security (AVSEC) Force under CAAB Holding of National Civil Aviation Security Committee (NCASC) Meeting. Formed three Technical SubCommittees under the NCASC for:
Reviewing National Aviation Security Contingency Plan. Examining the Beijing Convention and Protocol 2010 for the purpose of signing and ratification. Studying the viability of application of Advanced Passenger Information System (APIS)

RECENT INITIATIVES AND ACHIEVEMENTS


NATIONAL LEVEL Signed Memorandum of Understanding (MoU) with Bangladesh Air Force (BAF) for enhancing cooperation and coordination to optimize and develop aviation resources of Bangladesh Forming of the National Air Transport Facilitation Committee which includes the President, AOC as a member.

RECENT INITIATIVES AND ACHIEVEMENTS


AIRPORT LEVEL Established National Standard Operating Procedures for Passenger and Cabin Baggage Screening in coordination with Airlines Operating Committee and National Air Carriers Designed new uniform for airport security personnel. Established training room at Hazrat Shahjalal International Airport dedicated for Aviation Security.

INTRODUCTION OF AVSEC CELL AND ITS FUNCTION STRUCTURE OF THE AVSEC CELL A dedicated Aviation Security (AVSEC) Cell is formed by the Chairman, CAAB under the Member (Operations and Planning) To carry out AVSEC responsibilities of appropriate authority on behalf on the Chairman, CAAB The Cell is headed by Member (Operations and Planning) and comprised of Certified National AVSEC Inspectors and National AVSEC Instructors

To review and approve entitys security programme having aviation security responsibilities under the national civil aviation security programme

INTRODUCTION OF AVSEC CELL AND ITS FUNCTION FUNCTIONS OF THE AVSEC CELL Conduct quality control activities such as audits, inspections, tests, surveys and investigations of aviation security measures of various entities under the national civil aviation security quality control programme Conduct aviation security training under the national civil aviation security training programme and review and approve entitys security training programme Any other task assigned by the Chairman, CAAB

AN OVERVIEW OF FUTURE AVSEC PLAN

The proposed structure of AVSEC Force is predicted to be approved by this year and planned to be implemented over the next 5 years Release 2nd edition of the National Civil Aviation Security Programme along with national quality control and training programme by this year.

Automation of cargo management and handling system including up-gradation of security infrastructure of HSIA by 2014 Introduce new Hold Baggage Screening system and Automated Access Control system at HSIA by 2015 Establish ICT based regulator-entity relationship by 2015

Start General Security Awareness Training Program (1 day) for all personnel working at airports Conduct several Aviation Security Management Training courses (5 days) for security management level of airports, aircraft operators and other entities. Conduct specialized training for airport intelligence personnel in this year
