Core Contract Clause 12 Integrated Logistic Support (ILS)
-The Seller shall offer as Options ILS Products and Services for the selection by the
Buyer.
-The Seller shall assist the Buyer in the selection of ILS Products and Services to be
included in Support Package(s), to identify any Common Support solutions and their
anticipated benefits.
- The Seller shall provide Technical Information and Data in accordance with ASD-
AIA S 1000D and S 2000M specifications and in AECMA Simplified English.

Exhibit Q ILS Specification
The Buyer (OCCAR), with advice of the Seller (AMSL), shall select, the
version of ASD-AIA S1000D to be used by the Seller for the formatting
of TID.
The Seller shall advise the Buyer of the highest common level of
interactivity recommended by the Seller for the formatting of TID in
accordance with the definition of Interactive Electronic Technical
Publications (IETP) available at such date.
The Buyer, with advice of the Seller, shall select the highest common
level of interactivity required by the Nations for the formatting of TID in
accordance with the definition of IETP.

Plan for Support Specification
TID to be provided to the Buyer consists of:-
(a) Maintenance data; and
(b) Engineering data; and
(c) Flight operations data; and
(d) Material data; and
(e) Training data.
TID will be modified through the following means:-
(a) Mandatory modifications; and
(b) Revision Service; and
(c) Buyer Originated Change; and
(d) Request For Change

4. The Program Procedure - Commercial Approach
New for the military Project A400M
- As stated in the FLA Statement of Principles, the Participating States
decided early on to use a so-called Commercial Approachfor the A400M
programme.
- This means to come as close as possible to commercial practices i.e.
practices used between aircraft manufacturers and airlines.
- Regarding organisation, this leads to empowering the aircraft
manufacturer with most of the responsibilities for designing, developing and
producing the aircraft and services within time, cost and specification.
- In particular, a single prime contractor, AMSL, is in charge of all these
aspects, as well as of managing the development of most support products
and services

4. The Program Procedure - Commercial Approach
- Single phase contract covering design, development, production and initial
provisioning focusing on the final product to be delivered (similar to the way a
commercial airline might procure commercial aircraft).
- Contractor responsible for the allocation of work and selection of sub-contractors
and suppliers
- Commercial practices of the civilian aircraft industry where appropriate
(Airbus Directives and Procedures, COTS)
- The customer to work constructively with the A400M prime contractor but without
interfering or encroaching on areas of the prime contractors responsibility.

5. The Specification and Definition of TID - Principles
The overall responsibility for management and control of all activities rests with
AMSL
Authoring will be performed by each Industrial Partner and Industrial Participant
in accordance with development work allocation under the management of one
single entity
AIRBUS
Integration & development of respective tools will be performed for all Technical
Information and Data by
EADS CASA-MTAD and shared with EADS-DS
Operational Documentation will be developed by one single entity
AIRBUS with the support of EADS CASA MTAD for military requirements

The national documentation for the usage, maintenance and servicing of systems
and equipment is based on the national requirements :

The National Publication Base (NPB)
Contains national specific data, filtered from the ISSDB to the national
relevant data
by an industrial contractor
May contain additional information compared to the ISSDB
(e.g. classified data for specific equipment)
The LC shall have access to the NPB

5. The Specification and Definition of TID - TID BR
The TID Business Rules (TID BR) detail the means, methods and procedures
necessary to implement the A400M Contract provisions related to Technical
Information and Data (TID), following the ASD-AIA Specification 1000D (S1000D)
and other relevant A400M Programme procedures.
The TID BR tailor the methods and procedures prescribed in ASD-AIA Specification
1000D and in particular, details the format and contents of the Common Source
Data Base.
It is not a contractual document but it is mutually agreed between OCCAR and
AMSL

Explanation:
The LIS is the environment for the development of TID based on
industry procedures and tools. The figure on the previous slide
illustrates a very simplified Airbus Draft. Airbus is defining the LIS
at present.
Nations have ordered TID in accordance with
ASD /AIA S1000D (former AECMA S1000D).
The ASD / AIA S1000D v2.2 is chosen to be applied for A400M.
TID in accordance with S1000D consists of
- Maintenance Data
- Material Data
- Training Material and
- Operational Data.
Following Airbus and Civil Aviation procedures Operational
Documentation is managed separately and no part of TID

Explanation:
The TID data shall be available via a In-service Support DB (ISSDB)
to the National Logistic Information Systems (NLIS) of Nations.
The data within the CSDB / ISSDB consist of Data Modules (DM).
Completely different are the Documentary Units (DU) from the
Operational Documentation. A direct information exchange
is not possible.
If Operational Data are not be included to TID it must be
managed separately.
The GSS shall be connected with the NLIS and the Aircraft.
