CANSO REPORT: ATCO SHORTAGES ‘REAL ISSUE’ FOR ATM

The Report provides comparison data for 6 levels of ATCO
employees in relation to gross pay, net pay and composition of
pay. This biennial Report allows ANSPs to quickly identify any
large discrepancies in the pay and conditions offered to ATCOs.
Perhaps unsurprisingly given the current economic conditions,
the figures show that ATCO pay increases have declined from
2007 to 2008, and that further declines are expected in 2009.
However, let us not forget that, when compared with national
average wages, ATCOs remain extremely well paid.

With the European summer break behind us, we are heading into the last quarter of the year and an accelerating
schedule as we aim to complete many significant projects.

An overview of some of our key activities is provided below, and I look forward to seeing many of you at our
forthcoming workgroup meetings over the next few weeks.

GLOBAL BENCHMARKING
Measuring ANSP performance and refining our
understanding of the reasons for apparent differences
in our performance will be the key focuses for the
Global Benchmarking Workgroup and Operational
Data subgroup meetings in Washington 7-8 October as
we work towards finalising our Fifth Annual Global ATM
Performance Report. This report will include data and
analysis on 28 ANSPs over the five year period 2004-
2008 and will be the first report to include metrics on
safety, environment and human resources, as well as
quality of service analysis.

The Seamless Airspace Workgroup will also meet

DECLINE IN MOVEMENTS SOFTENS DURING AUGUST
IFR MOVEMENTS: AUGUST 2009 VS. AUGUST 2008

The latest data from CANSO Member ANSPs


has shown that the decline in IFR movements
has softened during August.

IAA, the ANSP for Ireland reported the


largest drop this month with -14.8% fewer
movements, while Sakaeronavigatsia reported
a sharp rise in of 42%. However, this rise is not
unexpected given the Georgia-Russia conflict
in August 2008, when traffic decreased
dramatically.

This month’s CANSO News is the first issue


to include data from Netherlands Antilles Air
Traffic Control (NAATC).

statistics error in the previous issue of CANSO
News (48) and online at www.canso.org/statistics.
We incorrectly reported a 38.76% decline in
movements controlled by ISAVIA for June
2009 vs. June 2008.

ISAVIA has since provided us with the correct


data, and we can now report that in June 2009
the ANSP for Iceland controlled 17.3% fewer
movements than in June 2008.
