Typically these are presented to the board in the fall, and then as needed throughout the school year, usually due to new hires or changes in assignment. While all Everett Public Schools teachers have valid Washington State certification, WAC 181-82-110 allows teachers who have been determined to have the competencies to be effective teachers in areas other than their endorsed areas to teach in an assignment or course for which they do not hold an endorsement. A plan of assistance to address missing requirements in the teachers preparation and to provide additional support is developed with each teacher and his/her principal. This year, a staff members leave of absence necessitated the late hiring of a 0.8 FTE non-continuing assignment for Spanish. Jordan Kohagen holds a Washington State residency teaching certificate with an endorsement in English Language Arts and has earned a Bachelor of Arts degree in Spanish. With the board's approval, an out of endorsement waiver was requested from the Professional Educator Standards Board for his assignment. The attached response from the PESB closes state approval process for this individual. This is an example of how these routine business items placed in the consent agenda are closed. Attachment: PESB Everett School District Approved 20140207.pdf (26 KB) School Director Term Length: During the past few months, a few community members have drawn attention to the length of school director terms in Everett. Everett is among a minority of Washington school districts that enjoys six-year terms for its director positions. The majority of school districts in Washington are four year terms, and the majority of districts have five member boards, although not all. Director terms are established by the legislature, not school boards individually. While longer terms, designed to contribute to more stable leadership over time, are less frequently found in school districts, they are quite common in other "junior taxing districts" created by the state. Here are several examples: Port Commissioner RCW 53.12.010 - In every port district the term of office of each port commissioner shall be four years in each port district that is countywide with a population of one hundred thousand or more, or either six or four years in all other port districts as provided in RCW 53.12.175, PUD Commissioner RCW 54.12..010 - The term of office of each public utility district commissioner other than the commissioners at large shall be six years, and the term of each commissioner at large shall be four years. Fire District Commissioner RCW 52.14.060 - The term of office of each subsequent commissioner shall be six years. Water-Sewer Commissioner RCW 57.12.030 - Except as in this section otherwise provided, the term of office of each district commissioner shall be six years, such term to be computed from the first day of January following the election, and commissioners shall serve until their successors are elected and qualified and assume office in accordance with *RCW 29.04.170.

Cemetery District Commissioner RCW 68.52.220 - Thereafter, commissioners are elected to six-year terms of office. Commissioners must serve until their successors are elected and qualified and assume office as provided in *RCW 29A.20.040. Public Hospital District Commissioner RCW 70.44.040 - The term of office of each successor shall be six years. Each commissioner shall serve until a successor is elected and qualified and assumes office in accordance with *RCW 29A.20.040. Common Assessments, School Bulletins and Student Voice: During the course of several State of School Review conversations, a number of topics have been discussed by presenters and visitors in the reviews. Among these are school staff communication around instructional practices and collaboration time (particularly Learning Improvement Fridays), the need for common assessments for teacher teams, and the role and value of students as partners in the design, focus, and maintenance of learning improvement processes. A district-wide committee on assessment is engaged in developing a coherent, current approach to serving students and teachers instructional needs, and will be providing information for the board in the near future. Four examples of school bulletins that reinforce SOSR themes, instructional practice, and key school areas of professional focus are attached for directors' background. Finally, visitors to the Gateway SOSR this week were treated to the voices of students on the topic of continuous improvement. This raised again the value of engaging students actively in managing their learning, knowing learning targets, and being engaged in helping the keep themselves and their peers on target. Please do not distribute the quotes from Gateway, as they are individually identified and permission to distribute outside the district has not been obtained. Actively promoting out-of-district programs not part of a cooperative and not related to higher education relationships is not currently a practice in which the school district typically engages --which is not the same thing as counselors researching with students and parents various alternatives if their home high schools do not offer programs in which the students or parents are interested. This topic has been referred to staff for study. Attachment: Heckathorn-Cohn (IB program promotion) 20140205.pdf (171 KB) Legislative Update The WSSDA Legislative Update and WASA's This Week In Olympia (TWIO) keep school directors and school leadership across the state informed on budget issues and legislation impacting K-12 education. The versions available at the time this edition of the Friday Report was released are the February 7, 2014 edition of WSSDA's Legislative Update, and the February 7, 2014 edition of WASA's This Week In Olympia. In particular, directors are encouraged to review Substitute Senate Bill 6552, which combines three key issues of the session: 1,080 hours, 24 credits, and course equivalencies. The bill would authorize the 24-credit framework adopted by the State Board of Education January 9, 2014 for the class of 2019. It also would change the 1,080 instructional hour requirement from grades 7-12 to grades 9-12, delay implementation to the 2015-16 school year, and allow a district-wide averaging of hours. Finally, the bill would direct OSPI to convene working groups to create a list of course equivalencies for CTE courses to academic courses, and would require school district board of directors to grant math or science academic equivalency for courses from the list or previously adopted by the school board, starting with the class of 2015-16. Attachment: SSB 6552 as Passed Out of Committee.pdf (73 KB) Collaboration Time: "The Value of Teacher Collaboration Time", is a collaborative effort of four Washington education associations (Association of Washington School Principals, Association of Educational Service Districts, the Washington Association of School Administrators, and the Washington State School Directors Association). The associations are providing this information to legislators because of deep concern about the importance of frequent opportunities for ongoing teacher professional collaboration and learning. There is a need for the kind of time previously provided by state funded Learning Improvement Days (LIDs), but as important as those days were, they do not replace the need for more frequent, ongoing professional learning. According to a 2009 report, "Professional Learning in the Learning Profession", by the National Staff Development Council (now called Learning Forward), "Rigorous research suggests that sustained and intensive professional learning for teachers is related to student-achievement gains." The report also notes that "According to the research, these intensive professional development efforts that offered an average of 49 hours in a year boosted student achievement by approximately 21 percentile points." The enclosed brochure highlights examples from across our state of how ongoing teacher collaboration and professional learning is essential for the success of every student, and is being provided to all of our legislators. Collection of Evidence Winter Submission (Strategic Target: 1.1.a) Students in the class of 2014 are required to pass the state reading and writing assessments, as well as one mathematics end-of-course exam in either algebra or geometry. Some students are not able to demonstrate their proficiency through the state assessment. For these students, courses are offered through which students can complete works as evidence of meeting standard. The Collection of Evidence (COE) must be completed under the guidance of a teacher who has been trained to evaluate the proficiency and sufficiency requirements needed to qualify for scoring. Eligibility to submit a COE requires a student to have taken the state exam two times without meeting standard. They may only submit one collection per content area during their high school education. Students in grade 12 who have not yet met standard on a required state exam may submit a COE during the winter submission, with the purpose of receiving the results in time for graduation. On January 22, the district submitted 102 collections for grade 12 students. Score results for reading and writing will be released on March 14; mathematics scores will be released on March 28. Tulalip Committee for Culturally Relevant Pedagogy (Strategic Target: 1.1.a) Local school districts were invited to participate in a meeting, One Mind, One Vision, One Voice, hosted by a Tulalip committee to discuss the need for culturally relevant pedagogy. Scott Winn, from the city of Seattle's Race and Social Justice Initiative and co-chair of the Positive Climate and Discipline Advisory Committee to the Superintendent of Seattle Public Schools, presented on colorblindness, cultural competency and the differences between diversity work and anti-racism strategies, including exploring efforts to address racial inequity in discipline, graduation rates and beyond. In addition, specific strategies, equity analysis tools, and policies were shared and discussed. Attachment: Seattle Race SJ Community Roundtable 20140204.pdf (887 KB) College Bound Scholarship Recognition and Award Night (Strategic Target: 1.1.b) Cascade High School recently held a College Bound Scholarship Recognition and Award Evening for all seniors who will receive the College Bound Scholarship upon graduation. Coordinated by the career specialist and school counselors, over 130 students and families attended the celebration, where each student received a certificate and a packet of information to assist them with the college admissions process. In addition to celebrating the students, parents received information about the College Bound Scholarship. Admissions representatives from area universities and colleges participated in the event as well. They each spoke a few minutes about their institution and the wonderful support services their school offers, specifically those services for first generation students. The College Bound seniors registered for the scholarship as a middle school student, and will receive the scholarship upon meeting the eligibility requirements as a senior. American Math Contest (Strategic Target: 1.2.a) Over the next two weeks 90 students at Cascade High School, 30 students at Jackson High School, and 30 students at Everett High School will volunteer to participate in the American Math Contest (AMC). This test is administrated by the Mathematical Association of America, and can be given at the 10th or 12th grade level. The AMC contests are designed to engage students and teachers in effective mathematical problem-solving that is consistent with curricular goals, and prepare students for future mathematical success. Top scorers from this test will continue to participate at higher levels in the contest, eventually representing the United States in international competitions. Regardless of the results, our students get the opportunity, along with nearly a half-million other high school students, to pit themselves against high quality, well written math problems. Secondary Literacy Curriculum Adoption (Strategic Targets: 1.2.b, 1.2.c, 1.3.a) On February 3, the Secondary Literacy Curriculum Adoption Committee completed their review of secondary English Language Arts (ELA) curriculum materials, having evaluated materials for alignment to standards, best practice, and other required criteria. As the next step in the adoption process, teachers on the committee and other district ELA teachers will teach lessons from materials being considered. After using the materials for instruction, all teachers will provide feedback to the committee about the experience of using those materials. This feedback will be important to ascertain how the materials support teaching, as well as student learning and engagement. The lesson review process will be completed in February. Next Generation Science Standards Professional Development (Strategic Target: 1.2.b) This week secondary science teachers continue their professional development on NGSS which provides educators learning outcomes arranged in a coherent manner across disciplines and grades. While similar in vision and mission to the Washington State Science Standards, NGSS differs from Washington standards by combining scientific practices, science content, and cross-cutting science concepts into single student learning expectations. In addition, NGSS includes engineering as an important part of full science literacy. NGSS was adopted by Washington State on October 1, 2013. In the fall, teachers attended workshops that provided an overview of the purpose and structure of the new standards. This week teachers will be going in-depth into the seven NGSS science and engineering practices by exploring instructional components linked to their adopted curriculum. This experience will expand their understanding of NGSS and build capacity for curricular and instructional enhancement. English Language Learner February Matrices (Strategic Target: 1.5.a) The number of English Language Learners (ELL) in Everett Public Schools, as of February 3, is 2,027. This is an increase of 13

students compared to the January 6 count. The ELL Level 4 language matrix shows 274 students who exited out of ELL services in June 2013 by scoring a 4 on the Washington English Language Proficiency Assessment (WELPA). These students' progress is monitored and support is provided for students not at standard in reading, writing, math, or science. This is an increase of three students compared to October 2013. The number of languages spoken remains unchanged at 73. Part of this work is to align best practices from before school experiences to our K-12 system. The transition to kindergarten is one important component of this alignment. A subcommittee from the Early Learning Leadership Team is surveying families with children currently in kindergarten to gather information about what parents wish they had known before their child started this year. The survey will be distributed in print and electronic versions and in multiple languages. This information will be used in planning what, when, and how EPS shares information with families of children entering kindergarten. Special Education (Strategic Target: 5.4.a) Three students from Cascade High School's GOAL Program (Gaining Ownership of Adult Life) are working four mornings every week at the Community Resource Center (CRC) as part of their job training experiences. The students wear blue polo shirts with the district logo and are identified as student interns. The students do a variety of jobs that are not assigned to any one employee. They pick up and deliver the mail to each department and also deliver packages. They also wipe down the tables in the employee break room and straighten chairs. One student reported that working in "such a beautiful building makes me feel so grown up." They are punctual and businesslike in their work and effective helpers to all staff in the Center. Washington Alliance of Better Schools After School STEM Academy (Strategic Target: 5.4.a) Now in its eighth year, the Washington Alliance of Better Schools (WABS) After School Science, Technology, Engineering, and Mathematics (STEM) Academy promotes hands-on STEM learning experiences in an afterschool environment. Using activities designed by local teachers, Boeing engineers volunteer their time to lead activities that reinforce STEM concepts to students in grades 4-8. Lowell, Penny Creek, Mill Creek, and Whittier elementary schools participate in this program. This is a popular program; at Penny Creek the three sessions fill up quickly with 2025 students wanting to work in teams to solve real-world math problems, design and build products while trouble shooting issues along the way. DECA Program Achieves Gold Certified Status (Strategic Target: 5.4.b) Cascade High School DECA's School Based-Enterprise (SBE) has achieved gold certified status. The SBE at Cascade was among 166 school-based enterprises in the United States achieving gold level certification this year and will be recognized at DECA's International Career Development Conference in Atlanta, Georgia this spring. An SBE is an entrepreneurial operation in a school setting that provides goods and services to meet the needs of the market. SBEs are managed and operated by students as hands-on learning laboratories that integrate National Curriculum Standards in marketing, finance, hospitality, or management. SBEs provide realistic and practical learning experiences that reinforce classroom instruction, and are effective educational tools in helping to prepare students for the transition from school to work or college. National Research on Business Involvement Last fall, Harvard Business School and The Boston Consulting Group surveyed Americas school superintendents to understand and strengthen the connections between public education and the nations business community. Prof. Jan Rivkin shared with us the report on the survey: Partial Credit: How Americas School Superintendents See Business as a Partner. Her teams key findings include these notes: Business is involved in 95% of Americas school districts, but mostly in a fragmented array of efforts that focus on short-term benefits for students rather than long-term improvement of the education system. Though some superintendents are frustrated by how business has approached education in the past, most have favorable impressions and would welcome greater business engagement in the future, in new and deeper ways. There are, however, important barriers to greater engagement, including stark differences between education and business leaders in their assessments of Americas schools. Prof. Rivkin notes that her team will share the survey findings with a wide audience of businesspeople, educators, and policymakers in the months ahead.
