The characters, made from large round bales and dressed according to each years festival theme, not only entertain passersby but are also a reminder that the festival is fast approaching. By Jessica Howard Rehearsals have commenced for the Moorabool Light Orchestra recently, in anticipation for its rst performance for 2014. The 40-member Orchestra will present a Festival of Hymns & Sacred Music in St Bernards Catholic Parish Church, as part of the Bacchus Marsh Harvest Festival. Held on the Sunday afternoon of March 16, the performance will feature inspirational sacred music selections by the Orchestra, along side featured guest artists and communityinvolved singing of popular hymns. Musical Director and Conductor, Barry Wilkins, said he was delighted to announce that a 50-member choir from Sing Australia Ballarat would take part in the program. The choir, conducted by Marilyn Kent, will perform together with the Founder and CEO of the Sing Australia Organisation, Colin Slater, Mr Wilkins said. Mr Slater is a former principle baritone soloist with the Victoria State Opera. The orchestra will also be accompanied by organ/piano, Mr Wilkins said. Accomplished musicians and mother and daughter combination, Dierdre Foyster and Jane Nice, will be the accompanists for Sing Australia, Ballarat. Proceeds from the concert will benet The Neighbours Place - an Emergency Food Relief Centre at Bacchus Marsh. Admission is $12 and tickets will be available at the door from 1pm on day of performance, or pre-sale tickets are available from Bacchus Marsh Florist & Nursery.

A Feast on offer
By Jessica Howard As the Feast of March begins, Moorabool welcomes visitors far and wide to experience the Shires fresh produce and glorious landscapes. The month-long feast allows for the regions farmers, foodies and families to celebrate with visitors to share in the seasons bountiful harvest. With mouth-watering farm gate produce, gourmet lunches and everything in between, the program includes a variety of exciting events. Kicked off by Wallace wants a Wife last Saturday, other highlights on the calendar include a Longest Lunch, a Feast with the Farmers, the Bacchus Marsh Harvest Festival, the Ballan Autumn Festival, a Delectable Degustation, a Feast in the Forest, Meet the Makers and a Music Festival. Moorabool Shire Mayor, Paul Tatchell said locals and visitors would be entertained and enchanted by the events. March is Harvest time in Moorabool the perfect time to visit and enjoy the array of events occurring. I encourage people to come along to any of the events they can. By Kate Taylor The annual Best Apple Pie Contest is fast approaching, and reputations are on the line. Held as part of the Bacchus Marsh Harvest Festival, on Sunday 16 March this year, the competition showcases not only local baking talents but also one of the towns most famous products apples.
Local pastry chef Ian Pertzel has the tasty job of judging entrants in this years competition. Each year there is hot competition for those seeking the glory of baking the Best Apple Pie, said Bacchus Marsh Tourism Association President David Durham. This year, judging of the Best Apple Pie will be held
within The Village Bacchus Marsh, who are also contributing as our 2014 Main Street Entertainment Partner. We encourage juniors, adults, locals and visitors alike to take part. Entrants must drop off their pies between 8 and 9am. Judging commences at 10am. Winners will be announced at 1pm. Features of the day also
include a petting zoo, pony rides, grape stomping, The Village Carnival, live music, sausage sizzles, swan stilt walkers, and more. By Kate Taylor Democracy will be live and in action this week at Elaine. Moorabool Shire Council will hold its monthly council meeting in the town and locals are being encouraged to attend. To be held on Wednesday 5 March from 5pm at the Community Hall, the meeting will give locals an opportunity to ask a question during public question time and register to speak on an agenda item, if they wish to. West Moorabool ward Councillor Tom Sullivan said the night will provide residents of Elaine and surrounds a chance to see how council operates. Councillors are keen to take council to smaller communities in recognition of the diverse nature of the municipality. Council has scheduled four of its 2014 meetings at smaller towns throughout the Shire, which provides people greater access to meetings and allows them a better opportunity to participate and have their say.

The roll-out is due to begin soon. Were keen to maintain a high standard of Customer Service, so while this technology is being rolled out, staff will be training to use it effectively. After the initial training and testing, a pilot programme is scheduled to begin by mid-March. This is for
staff dealing with planning enquiries and staff that manage the new mums and early years programs. Assuming the pilot is successful, the video conferencing option will be expanded to a much wider range of enquiries and programmes by mid-year. Moorabool Mayor Paul Tatchell said the use of the technology is exciting. This will connect council ofcers and the community in a way that has not been possible here before and we are looking forward to being able to offer video conferencing as a way of communication, he said. Along with video confer-
encing, a new GIS mapping service will improve access to planning and location services. A link will be provided on councils website that will enable access to information such as land parcel size, planning zones, places of interest, community facilities and road information. We are hoping that the implementation of these services will enable residents to gain information more effectively and reduce increasing demand on Councils Customer Service team as Moorabool Shires population continues to grow, Mayor Tatchell said.

Flanagans border Inn opened in 1850, in one of Victorias historical towns, Bacchus Marsh. The border inn was essentially the means for the town to come into existence. In 1851 it became the first coach stop on the road to the Ballarat gold diggings (and thus the first coach-stop in the state) and Bacchus Marsh essentially developed around this traffic. Today it is still an icon in the town and on the 17th March 2014 holds the traditional St. Patricks Day celebrations. From 6pm Brodie from 2fat2skate will be entertaining the patrons. Special meal nights are held throughout the week, Monday is Burger Night, Wednesday is Pie Night, Thursday is Steak Night and Friday Night is Fish and Chips. All are a low $12 with the exception of Steak Night being $14. Flanagans weekend hours are 12pm - 3pm and 6pm - 9pm Saturday, with Sunday meals available from 12pm - 8pm.

similar issues working with Council Ofcers. Like the other Chairs we were frustrated by the lack of operating dollars afforded to managing the park passive recreation areas. The funding the mayor and council ofcers refer to comes from grant monies. I believe a super committee has merit, but I would leave the Race Course Committee as a functioning Committee but include the Hub Oval at Darley where 10s of thousands of dollars have been spent on substandard facilities with no consultation with the sporting clubs that have used that facility for many years prior to the Council moving in. Even with one super committee I will be interested to see who within the community is willing to work with council ofcers who have not been able to convince community and sporting club members in the last three years to join these committees, and up until last week are still calling me in relation to proposed maintenance at Darley Park. Until Council ofcers do their job - and that is to lter bureaucratic noise and reduce the red tape before it gets to these voluntary sporting clubs and committees - there will be no one willing to participate, and why should they when between the current clubs things have progressed without a committee and without User Agreements between these sporting clubs and Council. I think the Mayor needs to attend the individual sporting committee meetings to get a feel for the real issues rather than provide an outline about what council has provided from the same people that have forced these community sporting clubs and reserves into this predicament.

Currently, the Hazelwood coalmine is burning, and probably will for weeks to come. Once coal seams catch re, they are very hard to put out. Residents in nearby towns, especially Morwell, have seen their Air Quality Index top 1300. The level at which it is considered very poor is 150. This index is a measure of various pollutants, which include dangerous levels of the toxic gas carbon monoxide; and high levels of particulate pollution in the PM10 and PM2.5 categories (and no doubt smaller particles, too). These particulates are a direct danger to health, as they are breathed deep into the lungs - especially the ner particles and can be a serious health risk for people with existing lung and heart diseases. Children, whose lungs are still developing, are also at great risk. Some particles can be carcinogenic, so there is no safe level of exposure. I feel for the people of Morwell, and its incredible that the mine operator GDF Suez allowed this to happen. Moorabool residents would do well to reect on this. The same risk of re is present in any exposed coal seam, on top of the inevitable year-round dust. Lets make sure we dont get another coal mine in our shire. This disaster is in stark contrast to the latest report of the National Health and Medical Research Council, which has found (yet again) zero evidence that wind farms cause health
Dear Editor, I am absolutely disgusted by the councils decision to cut family day care as it is seen as running at a loss. I was on that waiting list for 18 months for family daycare as theres no child care places in Bacchus Marsh. The impact this has had on my family has felt like watching dominos fall. We were a single income family caring for three children, now I am a single parent family, I have been unemployed for 7 years as I have been the primary carer of my disabled son and now a toddler. Now I really need childcare especially before and after school care which family daycare can provide. Its also better for kids with disabilities to get more one to one care compared to a large childcare centre. This removal of family daycare is just going to make it harder for Mums trying to return to work or study and respite care for carers. Think about the social cost to families before you axe this service. Thats the real cost you need to consider. So, it seems, it is little wonder the current federal government is only too happy to ignore any attempt to face climate change and why the term is not mentioned in polite society. It is just not on the radar. In the environmental concerns climate change comes in at number seven, behind household waste. Again it is removed from our awareness and, because the media often centres on immediate and catchy news, the many and varied impacts of climate change do not serve medias purpose. And then there are the vested interests. On a brighter side some are much more aware now of the many environmental issues we are facing. For example in north-west NSW hundreds of people - farmers, families, traditional owners, and other community members - are currently risking arrest to join protests at the site of a proposed coal seam gas project in the Pilliga forest. This project - the Narrabri Gaseld - would have a devastating effect on the land, water quality, and wildlife of NSW. The proponents of this project - mining company Santos - are pushing ahead with this development despite the many risks it poses. And it seems some Australians who own shares in Santo are seriously looking at their shares. They want to see their company doing the right thing. Many people protesting in north west NSW are farmers. They are asking Santos CEO David Knox to honour his promise: Under this company I operate, if you dont want me on your land to drill a well, I will not be coming. And closer to home a large zone of land, running from Highton to Anglesea, is currently under licence for gas exploration. On a recent Saturday a local group called Frack Free Geelong, who are opposed to gas exploration and mining in the region, marked out a section of the zone with hazard tape. As weve seen from overseas and interstate, fracking poses serious threats to our health, drinking water, rivers, farmland, and other industries, particularly tourism, said Elizabeth Packett, spokesperson for Frack Free Geelong. We want to raise awareness of this issue in our region by physically marking

A 20/20 challenge
The Under 14 teams from Ballan and Darley Cricket Clubs gathered for the inaugural 20/20 Challenge. Darley batted rst and ended their innings with a score of 107. With Ballan unable to reach the required total, the Darley boys took the shield home for their clubroom wall. Both sides had some very good batting and bowling throughout the game, with some of the Ballan boys gaining experience on a turf pitch for the rst time. Ballan coach Mick Loughnane said the match was very successful and that it was a great opportunity for both Ballan and Darley to play in a higher class of cricket and also to bring both clubs closer together.

Three Centre records were broken at last weeks Bacchus Marsh Little Athletics meet. William Lalor (Boomerangs) broke a 19 year old record in the Under 9 Shot Put throwing 8.10 metres.
