Sex Offender Community Notification

Sheriff's Deputies went door to door today in Jacumba Hot Springs to inform the community about a Sexually Violent Predator (SVP) now living in their neighborhood. Mikel Wayne MARSHALL was released from Coalinga State Mental Hospital on Friday, February 27th and has registered as an SVP with the Sheriff's Department. Marshall is now living at 42920 Desert Rose Ranch Road, Jacumba Hot Springs. The Sheriff's Department and the Sexual Assault Felony Enforcement (SAFE) Task Force are not responsible for the selection of Marshall's residence. The placement is the sole responsibility of the California Department of State Hospitals (DSH).

14 homes and three schools around Marshall's address were notified today. No one was home in 22 other houses that were visited. Deputies with the Rural Division and members of the SAFE Task Force will conduct follow up visits with these addresses. Lieutenant James Bolwerk, who oversees the Sheriff's Rural Division including Jacumba Hot Springs, is available for interviews regarding the notification. For a certain amount of time, Marshall will have two security personnel living with him. While under the supervision of Liberty Healthcare, Marshall is required to wear a GPS anklet. Marshall served 14 years in prison for molesting four boys between the ages of four and eight years old in the 90s. He is not wanted by the Sheriff's Department at this time. California Penal Code Section 290, also known as Megans Law, permits law enfor cement agencies to warn the community about sex offenders who frequent the area. The purpose of this notice is to allow members of the public to protect themselves and/or their children from sex offenders. This notification is not intended to induce fear; rather it is our belief that an informed community is a safer community. Use of this information to threaten, intimidate, or harass the subject or any other person will not be tolerated and may result in prosecution. The SAFE Task Force is composed of participating and member agencies in the County of San Diego including state, local and federal agencies. INFORMATION: Mikel MARSHALL has recently moved to 42920 Desert Rose Ranch Road, Jacumba Hot Springs. Mikel MARSHALL is registered as a Sexual Violent Predator sex offender with the California Department of Justice and the County of San Diego. This classifica tion is based on felony convictions with multiple counts of sexual assaults. MARSHALL committed sexual offenses over a two-year period of time beginning in 1992. The victims were four male children ages 4 through 8. MARSHALL served several years in state prison for his crimes. MARSHALL was released from Coalinga State Hospital in February of 2014 and now has a lifetime requirement to register as a sex offender.
