The Republic of Burundi, the Republic of Rwanda and the United Republic of Tanzania have received financing from the World Bank toward the cost of the Regional Rusumo Hydroelectric Power Project (RRFP). The Republic of Burundi, the Republic of Rwanda and the United Republic of Tanzania, through a Shareholders Agreement and the Implementation Agreement, jointly seek to develop the 80MW Regional Rusumo Hydroelectric Power Plant through a Special Purpose Vehicle Company, the Rusumo Power Company Limited (RPCL). The RPCL has been established by the three governments to develop, construct, finance, insure, own, operate and maintain the Generation Facility. The RPCL has delegated the implementation of the project to NELSAP and the operation and maintenance of the Generation Facility will be delegated to an Operation and Maintenance Contractor. The Rusumo Power Company Limited (RPCL) intends to apply part of the proceeds of the credit for the position of the RPCL Managing Director and now invite qualified individuals to apply for the position of the RPCL Managing Director.
Duties and Responsibilities of the Managing Director Overall, the Managing Director shall be responsible for the day to day operations of the RPCL as the Chief Executive Officer. In this regard, with the direction and on behalf of the Board, the MD shall exercise the corporate powers of the Company and conduct its business as well as manage its assets. She/He will work closely with NELSAP during the construction phase and in accordance with signed project documents (financing agreements, shareholders agreement, implementation agreement, project Agreement, PISA, Power Purchase Agreement and the Project Implementation Manual). In addition, during the initial two (2) years, the MD shall be responsible for setting up of the institutional systems including staffing required to fully operationalize the RPCL.

Her/his responsibilities are as outlined below: Provides overall business strategic leadership and execution to achieve the strategic objectives of the RPCL; Plays a leading role in coordinating and communication all the company activities; Directs the Company's management of financial and operational systems, procedures and controls; Advises the Board on business plans and operational issues and lead implementation of the Board's decisions; Directs and Monitors performance of the Company's operational areas against agreed targets; Promote organisational culture, values and reputation with staff, customers, suppliers, partners and regulatory bodies; Promotes sound corporate governance and ethical standards at all levels; Develops and manages complex relationships with all stakeholders; Ensures development of sound business development strategies and structures that support the Company's corporate and strategic objectives; Promotes performance, risk and financial management culture in order to drive continuous improvements in corporate governance and service delivery; efficiency and value for money; Promotes effective people management and provides developmental mentoring and coaching for his/her direct reports. Reporting The MD shall report to the RPCL Board and shall sign a performance based contract. The key performance indicators shall be agreed with the Board before contract signature. The MD shall submit to the RPCL Board, at least on a quarterly basis, reports related to the Company Operations. The reports shall cover current activities, financial status and cash flow forecast of the company. The MD shall prepare any other reports as maybe requested by the Board. Qualification and Experience required The successful candidate will have the following minimum qualifications and experience: Possess at least a B Sc. Honours degree in Electrical or Mechanical Engineering, Finance, Commerce, Accounting or equivalent.. She/he shall have a minimum of 10 years broad experience at least as head of department in the Ministry in charge of Energy or in a power utility management or a utility offering similar services such as water, telecoms, etc... A post graduate qualification in Business Management related field related would be an added advantage. High level of strategic and leadership abilities. High level of proven moral character, integrity and well demonstrated leadership skills to manage the Company and drive it towards achieving its strategic objectives. Strong knowledge and hands on experience of delivering results in an organisation a comparable scope and complexity. Achievements reached in past positions held should be mentioned. Evidence of ability to interact, relate to, work with and support the activities highly qualified staff and board members is desirable. The CV should state the numbers of staff she/he has managed in the different positions held in the past and external institutions she/he collaborated with at National or International level. Good and resilient negotiator with sound judgement and a demonstrated understanding of corporate governance and ethics. Being a member of an internationally recognised professional body, such as a Registered/Charted Engineer, Certified Accountant, etc. and recognised as a professional practitioner in his/her field of academic qualifications.

and operations. She/He will be appointed initially on a 2-year Contract renewable two times based on performance with a probation period of 6 months, commencing June 2014. Submission of applications.
