Introduction of Guest Speaker, Moderator, and Panelists By Mr.

Edward Chang President, Korean Chamber of Commerce of the Philippines President and CEO, Asia Pacific Express Corporation Friends of Arangkada, distinguished guests, corporate and business association sponsors, my name is Edward Chang, president of the Korean Chamber of Commerce of the Philippines. Our Forum now turns to a one-hour discussion of Infrastructure, a subject extensively analyzed in Arangkada, which covers Infrastructure Policy, Airports, Power, Roads and Rail, Seaports, Telecommunication, and Water. Better infrastructure results in more investment, which creates more jobs, in addition to employment in the actual construction of infrastructure. May I invite Secretary Singson, our moderator, and our panelists to come to the stage as I introduce you briefly. The forum program contains fuller biographic information. We begin this session with remarks on Roads, Bridges, and Water Infrastructure from Secretary Rogelio Singson of the Department of Public Works and Highways, the leading infrastructure department in the Philippines. Secretary Singson combines engineering and management in his educational and career credentials. He was president and CEO of Maynilad Water and chairman and president of the Bases Conversion Development Authority. At DPWH, Secretary Singson has implemented strong anticorruption measures, supervises expenditures of over $2 billion each year on roads and bridges, and is also implementing a major flood control plan. Following Secretary Singson, our third panel discussion is composed of a very distinguished moderator and three experts on infrastructure and the DPWH Secretary.

As CEO and executive editor of the on-line media station Rappler, the moderator of our third panel Maria Ressa is one of the most prominent television journalists in Asia. After 16 years as a reporter with CNN in Manila and Jakarta, she joined ABS-CBN as vice-president for news. Ms. Ressa is the author of two books on terrorism in Southeast Asia and most graciously is joining our Arangkada Forum today for the third time. Our Power expert today Dr. Daniel Chalmers grew up in Masbate and was a Christian minister before becoming an industry leader in electric power generation. Now chairman and CEO of GNPower Ltd. Co. Dr. Chalmers has developed over 1,000 MW of power in Quezon and Bataan provinces and is currently developing over 1,000 MW more in Luzon and northern Mindanao. Dr. Chalmers contributions are one reason we are not using a backup generator at todays forum. Our panelist for Public-Private Partnership Projects is Ms. Sherry Austria, director of Policy Formulation, Evaluation and Monitoring Services at the PPP Center of the National Economic Development Authority. Ms. Austrias background in economics, law, planning, policy formulation, and contract management makes her a valuable asset at NEDA to the critical work of the PPP program. And our Transportation expert is Mr. Meneleo Carlos, a leading Philippine businessman, chairman emeritus of the Federation of Filipino Industries and private sector co-champion of the Infrastructure Working Group of the National Competitiveness Council. Mr. Carlos is also a leader with the Bishops-Businessmens Conference and is a tireless advocate of efficient and less expensive transportation infrastructure. The Assessment document that everyone should be paging through contains extensive sections on Infrastructure in Part 3. As NEDA explained at our Forum last year, the governments goal is to reach a public sector infrastructure spending level of 5% of GDP by 2016 or approximately $17 billion. The Assessment shows progress is being made in several infrastructure subsectors, especially infrastructure policy, roads, and water, with concerns in the power and telecommunication sub-sectors, and less progress taking place in airports and seaports.
