INTRODUCTION
Wastech Services Pty Ltd was commissioned by Colonial First State Global Asset Management Pty Ltd (CFSGAM) to prepare a waste and recycling plan associated with the proposed Chadstone Hotel development to be located at Princes Highway Chadstone and in response to City of Stonningtons request for further information. The project consists of: Hotel Suites (240); Office/Administration (444 m2, estimated); Conference Rooms (826 m2, estimated); Staff Amenities (304 m2, estimated); Kitchen/Dining/Restaurant (983 m2, estimated);
Scope: Wastech Services will review the building layout drawings and details and provide a Waste Management Plan including the following:
Calculation of weekly waste and recyclable volumes Provide recommendations for compaction, storage and transportation of waste and recyclables within the building Highlight relevant design issues that may affect the handling and movement of Waste and Recyclables within the development Include technical brochures and drawings for recommended equipment Provide recommendation for collection vehicle type Reference collection companies and/or council collection/disposal services Provide a bound, hard copy and electronic version of the report
All recommendations and equipment shall be in compliance with council codes, BCA, Australian Standards, and statutory requirements.
The results of the above analyses are outlined in the following sections.

Exclusions
Hard rubbish and green/garden wastes. Disposal shall be arranged by the hotel operator via appropriate contractors. Liquid waste such as cooking oil shall be collected and disposed of by a specialist contractor engaged by the hotel operator.

The waste storage areas at basement level, as shown on drawing A02.03 revision B are sufficient to accommodate the garbage equipment and bins specified within this report. WASTE MANAGEMENT
Waste Streams
Business trade waste shall be sorted on-site by the occupiers into the following streams and associated bins: Garbage; Food waste; Cardboard; Container Recycling (Glass, PET, aluminium, HDPE, etc).
All garbage shall be placed in tied plastic bags prior to transferring into the collection bins.
4.2
Hotel Suites
Hotel suites shall be furnished with suitable plastic lined garbage bins. Cleaning staff shall periodically transfer bagged garbage, using a cleaners trolley or 120 litre bin, to the garbage compactor located in the hotel loading bay at basement level for garbage disposal. Staff shall be trained to operate the bin lifter for the emptying of the 120 litre bins into the garbage compactor, or, dispose of bagged garbage directly into the compactor receiving hopper. Suitable food waste bins shall be provided for each hotel room. Cleaning staff shall periodically transfer food wastes, using a cleaners trolley or 120 litre bin, to the 1100 litre collection bins located in the hotel refuse room at basement level. Staff shall be trained to operate the bin lifter for the emptying of the 120 litre bins into the 1100 litre bins, or, dispose of bagged garbage directly into the 1100 litre bins. Suitable commingled recycling bins shall be provided for each hotel room. Cleaning staff shall periodically transfer recyclable wastes, using a cleaners trolley or 120 litre bin, to the 1100 litre collection bins located in the hotel refuse room at basement level. Staff shall be trained to operate the bin lifter for the emptying of the 120 litre bins into the 1100 litre bins, or, dispose of recyclables directly into the 1100 litre bins.

Kitchen/Dining/Restaurant
Plastic lined garbage bins, 120 or 240 litre capacity, shall be provided for the kitchen/dining/restaurant areas. Kitchen staff shall make bin transfers to the garbage compactor located in the hotel loading bay at basement level for garbage disposal. Kitchen staff shall be trained to operate the bin lifter for the emptying of the 120 or 240 litre bins into the garbage compactor. Food waste bins, 120 or 240 litre capacity, shall be provided for the kitchen/dining/restaurant areas. Kitchen staff shall periodically transfer food waste bins to the 1100 litre collection bins located in the hotel refuse room at basement level. Staff shall be trained to operate the bin lifter for the emptying of the 120 or 240 litre bins into the 1100 litre bins, or, dispose of food waste directly into the 1100 litre bins. Kitchen staff shall clean emptied bins prior to return to the kitchen/dining/restaurant areas.

Suitably sized cardboard collection receptacles shall be provided for the kitchen/dining/restaurant areas. Kitchen staff shall transfer cardboard, utilising a cleaners trolley or similar, to the cardboard compactor located in the hotel loading bay at basement level. Kitchen staff shall be trained to safely dispose of cardboard into the compactor. Container recycling bins, 240 litre capacity, shall be provided for the kitchen/dining/restaurant areas. Kitchen staff shall transfer full bins to the hotel refuse room at basement level for disposal. Kitchen staff shall collect clean empty bins from the refuse room for return to the kitchen/dining/restaurant areas upon deposit of full bins.

Offices / Administration
Office work stations and amenities shall be furnished with suitable plastic lined garbage bins. Cleaning staff shall periodically clear bagged-garbage, using a cleaners trolley or 120 litre bin, to the garbage compactor located in the hotel loading bay at basement level for garbage disposal. Cleaning staff shall be trained to operate the bin lifter for the emptying of the 120 litre bins into the garbage compactor, or, dispose of bagged garbage directly into the compactor receiving hopper. Suitable commingled recycling bins shall be provided for the office work stations and amenities. Cleaning staff shall transfer recyclables, utilising a cleaners trolley or 120 litre bin, to the 1100 litre collection bins located in the hotel refuse room at basement level. Cleaning staff shall be trained to operate the bin lifter for the emptying of the 120 litre bins into the 1100 litre bins, or, dispose of recyclables directly into the 1100 litre bins.

The hotel operator shall make bin transfers between the hotel refuse room and the designated collection point within the basement level loading bay. The hotel operator shall prepare bins and compactors for collection and coordinate with collection vehicle arrival so that bins do not impede vehicle access into the loading bay. Full bins only are to be transferred to the collection point on day of collection and returned to the refuse room upon completion of collection. Five (5) times a week food waste collections are envisaged. Twice a week garbage and container recycling collections are envisaged. Weekly commingled recycling collections are envisaged. Fortnightly cardboard collections are envisaged. The collection of waste and recycling bins is to be performed by private contractors, to be confirmed by the hotel operator, from within the loading bay at basement level. The minimum overhead clearance height required for collection of the garbage and cardboard compactors is 5.5m. A minimum 5.54m overhead clearance height is provided at the waste collection area and for the collection vehicle path of travel through the basement level. Attached drawings confirm sufficient area is provided for the collection vehicle swept path into the basement for the collection of waste from the compactor room and the refuse rom.

Garbage Compactor: A 15m transportable compactor with bin lifter, safety cage and compaction ratio of 3:1 may be utilised for the garbage waste stream, as supplied by Wastech Engineering, or equivalent.

Cardboard Compactor: A 15m stationary compactor with bin lifter safety cage
and compaction ratio of 3:1 may be utilised for the cardboard waste stream, as supplied by Wastech Engineering, or equivalent. Quantity required = one (1) It is recommended that the compactors are monitored by sensor alarms to indicate when collection is required. The monitoring of the compactors will be performed by cleaning staff who in turn will notify the collection contractors that changeover is required.

The hotel operator will be responsible for the education of staff in the practices of waste reduction/minimisation to divert waste from landfill. This will be achieved by the following:
Document and distribute details of the waste management system that is in place on site to all staff Distribution of notices to all staff encouraging waste separation All bins to be labelled and colour coded stating types of waste that can be deposited i.e. food waste bins, recycling bins, garbage bins Any future change to regulatory requirements or to the developments waste generation rates will require the operator to conduct a waste audit and revise the waste management system that is in place accordingly

As bins and cleaners trolley would be wheeled throughout the building, any ramps would require a maximum gradient of 1:14 to meet regulatory requirements (steps not permitted). Items unsuitable for disposal via garbage or recycling bins would need to be disposed with the assistance of cleaning staff. This would include: large, heavy, and liquid waste items. To minimise security, vandalism, odour/visual impact, and health/safety issues, the following shall be implemented: Transferring waste and shifting bins shall require the minimum possible manual handling. The hotel operator will assess manual handling risks as per regulatory requirements and provide appropriate documentation to staff; Signage and usage labels for the garbage and recycling bins will be provided by the hotel operator; Bin stores will be secure and vermin proof and ventilated in accordance with Australian Standard AS 1668; A bin wash area comprising a sink, tap and floor drain with trap and sewer connection will be located within each bin store or alternatively a central bin wash down facility will be provided; Cleaning staff shall keep clean the bin store, keep bin lids closed and wash bins regularly and will ensure prompt return of empty bins once collection has occurred; A traffic management plan and collection-vehicle safe operation procedure shall be prepared by the operator of the development in consultation with the collection contractors, when appointed, and submitted to the City of Stonnington for approval prior to collections being performed on site; Use of the private road into the development results in indemnity issues for the collection contractors. Indemnity resolution is required prior to waste collections being conducted on site; The hotel operator shall source and enter into service agreements for waste collection services. The hotel operator will be responsible for all payments and costs associated with the waste collection services provided by collection contractors;

SWEPT PATHS
