EU COORDINATION EXERCISE 2014


Acronym: EU CoordEX 2014 The Crisis Management Centre (CMC) Finland has the pleasure to invite EU Civil Protection Experts to participate in the EU CoordEX 2014 Exercise, 7-11 April 2014 in Kuopio (Finland) 1. BACKGROUND INFORMATION EU CoordEX 2014 exercise is organised by a consortium of two national civil protection organisations from Estonia (Estonian Rescue Board) and Finland (CMC Finland); CMC Finland acts as the project coordinator. The EU CoordEX 2014 exercise is designed to form a logical portrait of an international civil protection deployment. The exercise is split into two complementing sub-exercises which cover activation and operational phases of a civil protection operation. The EU CoordEX 2014 will take place on 7-11 April 2014 in the city of Kuopio and surrounding area which is located 390 km from the capital of Finland, Helsinki. A base of operation will be located in Emergency Services College Finland (Pelastusopisto). 2. EU COORDEX 2014 EXERCISE The overall purpose of the exercise is to improve the Mechanism's preparedness and response by conducting a cost effective and tailor-made exercise for the national key contact point staff, European civil protection experts and technical assistance support teams (TAST) by aiming to improve the co-ordination and integration of these interlinked elements.

The main objectives of EU CoordEX 2014 are: Improve the Mechanisms readiness to dispatch qualified experts Enhance the cooperation and functional distribution of work within EUCPT and TAST Explore solutions for deeper cooperation of EUCPT and TAST, and cooperation between different TAST teams Provide a platform for experience-sharing Improve the cold conditions capabilities Train and test of TAST teams different equipment in cold conditions Provide a shared learning opportunity to National key contact point staff Offer to the European Commission a venue for disseminating other topical issues

The exercise scenario is based on recent disasters and the main learning objectives are to improve international OSOCC coordination and cooperation, to improve OSOCC and TAST cooperation, and to enhance EU civil protections capabilities for operations in cold conditions. 3. EUCP TEAM REQUEST Participating States of the Mechanism are invited to nominate 24 EU civil protection experts for the EU CoordEX 2014. The exercise participants will be divided into four (4) OSOCC's consisting of six 6) EUCPT members There will also be allocated an ERCC liaison officer to the teams from ERCC, as well as one or two UNDAC experts. Their main tasks will be to coordinate the simulated international assistance, respond to the scenario inputs, carry out situational assessments, and report to the relevant authorities and organizations. EUCPT experts are expected to arrive in Helsinki on 7 April 2014 and will leave on 11 April 2014 from Kuopio. Transportation for experts from their departure airport to Kuopio and back will be organised and paid by CMC Finland.

The Terms of Reference (ToR) for the EU CP Team contain: The expert should be trained under EUCP Mechanism training program. To have an in-depth knowledge and understanding of the EUCP Mechanism The nominations should preferably be accompanied by the expert's EUROPASS CV

Additionally good knowledge of English is required. 3.1 EUCP TEAM COMPOSITION One EUCPT is expected to be six (6) persons and consist of the following roles: 1 Team Leader, HLC trained. A senior expert with preferably real life coordination expertise. 1 Deputy Team leader, a HLC or OPM trained expert, with preferably coordination expertise. 1-2 Coordination experts, CMI or OPM trained. Previous expertise of coordination in national capacity or exercises preferred. 1-2 Assessment experts, OPM or AMC trained. Logistics, medical, or refugee/IDP expertise preferred. 1 Technical expert, TEC trained. 1 ERCC liaison officer (not open for applications) 1 UNDAC expert (applications through the UN)

Each EUCPT will be supported by a technical assistance and support team (TAST). The TASTs will provide the OSOCCs with sufficient IT and communication capability. Regardless of this, all experts should have a sufficient understanding of IT to fulfil the given tasks.

4. PRACTICAL INFORMATION To allow proper organization, please send your nominations (registration form and EUROPASS CV of your nominees) directly to the exercise organiser (CMC copy to PerFinland) by email to coordex@cmcfinland.fi and Oyvind.SEMB@ec.europa.eu as soon as possible, but no later than 28 February 2014. Experts will be selected from the nominations by the EU Commission based on their expertise, skills and experiences. Exercise organizer (CMC Finland) will contact the selected experts. Please do note that the exercise is in field conditions and the weather is expected to be cold. Because of this you should be prepared to take with you suitable clothing and personal equipment (such as a sleeping bag). A detailed list of recommended items will be sent to selected experts.
