1. On 07-05-08 at approximately 1800 hours I was randomly patrolling the Gulf Rd. and Henry Rd. area of Cherry Point, a suspected smuggling area. While there, I discovered what appeared to be a freshly cut trail into what I believe is a vacant and heavily wooded area of refinery property. The location is the west side of the road, approximately halfway between Henry Rd. and Gulf Rd., on Powder Plant Rd. The trail appeared to be freshly cut and a result of considerable effort. Deputies Bonsen (4A161) and Van Loo (4A166) later accompanied me on a area check into the wooded area, on the trail, in attempt to determine the purpose of the trail. We discovered that the trail went in roughly north westerly and terminated at a swampy creek bed/ravine, approximately mile from Powder Plant Rd. The area is mostly a swampy area of heavy ground vegetation and forestation. The heavily treed canopy also opens somewhat in that area. We did find several markers along the path made from florescent streamer tape. As we did not identify a purpose for the trail, we left the area at that time. I was in that same area on 07-08-08 doing an area check and located 2 more of these trails not far from the first one. While I was there, I happened upon a refinery security patrol and flagged down (C1) Shane Walls. I asked Shane about the trails and he told me that me that they had also discovered the trails, around 6-8 total, but that they also had not identified the purpose of them. I asked Shane if he thought they could be for geological, survey or pipeline related purposes and he told me that they werent yet sure, but that he was confident they werent. Shane also told me that no personnel from the large area plants knew why the trails were made either. Shane added that theyd found 1 trail that terminates just short of the US Coast Guard station, off Cherry Point, and speculated that perhaps it may have been intended as a back access to that area for reasons unknown at this time. Shane told me that their security office has already notified the refineries and aluminum plant and that DHS has also been advised of the discovery by USCG personnel as well. The purpose of the trails is not known at this time, but their existence should be noted and monitored by random patrols through the area.
