Resum:

El projecte Investigació-Acció-Participativa per al Desenvolupament

Comunitari i Sostenible al Medi Rural del Solsonès és un procés
d'intervenció comunitària i territorial a la comarca del Solsonès que es va
iniciar el setembre del 2007 i que inclou dos grans projectes; El PROJECTE
ESPAIS i l'actual projecte d’implementació participativa del PAI del Solsonès,el
PROJECTE ACTUA. Tots ells són intervencions de dinamització
socioambiental que es basen en l’ordenació i optimització dels recursos locals i
en l’educació popular perquè la població es percebi i actuï com a principal actiu
de transformació en el procés de desenvolupament popular sostenible.

El terme de desenvolupament popular sostenible deconstrueix el concepte

habitual de sostenibilitat per reconvertir-lo en un concepte que té com a
requisits indispensables la justícia socioambiental, l’activisme social, la salut
comunitària, l’equitat territorial i sociocultural, l’equilibri ecològic i el
desenvolupament endògen. Les intervencions que es desenvolupin sota
aquest paradigma requereixen d’una comptabilitat i dependència entre la
conservació de l’entorn i el desenvolupament comunitari i econòmic.

La interpretació d’aquests requisits al medi rural significa primerament garantir

la fixació de la població al territori i percebre a la població local com a actiu
principal en el procés de transformació, així com dotar-la de les eines
necessàries.
Emmarcada en l’anterior paradigma de sostenibilitat estricta, la intervenció es
basa en la promoció d’aquelles iniciatives socials i individuals de la població
local que mobilitzin els recursos del territori (tangibles i intangibles),i per tant
també esdevé un mecanisme de promoció social i personal, i en definitiva, de
potenciació de l’emprenedoria.

Les intervencions des de la sostenibilitat estricta són inherents a les

intervencions psicosocials amb la intenció de superar aquells mites culturals
que entenem que dificulten el procés de transformació requerit; l’individualisme,
la fragmentació, l’abstracció, la direccionalitat del desenvolupament i el
dualisme. La metodologia emprada, la Investigació-Acció-Participativa

(IAP), aporta eines per a aconseguir aquest objectiu. A partir d’aquesta es
creen espais de creativitat social on s’analitza la realitat des del paradigma
crític, es proposen mesures de canvi i s’implementen col·lectivament des del
treball en xarxa i relacions de cooperació.

Amb dos anys d’intervenció s’ha elaborat una diagnosi socioambiental

participativa del Solsonès, s’ha creat un escenari desitjable i s’ha traçat el camí
per assolir-lo: el Pla d’Acció Integral (PAI) del Solsonès. Aquest conté més de
200 accions d’autoria col·lectiva estructurades en 3 grans blocs.
El 17% de les problemàtiques, fortaleses i oportunitats sorgides en la diagnosi
participativa són atacades i reforçades al bloc ‘Serveis i Gestió Pública’, el 60%
intervenen al bloc ‘Economia i Treball’ i finalment el bloc ‘Identitat i Patrimoni’
intervé en el 22% restant. L’anterior distribució reflecteix quelcom transmès al
llarg de tot el procés: la necessitat de la diversificar l’economia i el treball des
de la perspectiva de l’economia ecològica. L’anterior distribució de les accions
és alhora un indicador del grau de desenvolupament dels diferents àmbits en
els discursos i organitzacions socials i per tant una projecció de possibles
noves intervencions.

En l’actualitat el PAI del Solsonès s’està implementant de manera

participada a 6 municipis del Sud del Solsonès (La Molsosa, Pinós, Riner,
Clariana de Cardener,Llobera i Pinell de Solsonès) amb una participació del
69% de les entitats i actors detectats al territori.

Abstract:

The “Participatory Action-Research”(PAR) on Local and Sustainable

Development for Rural community in the area of Solsonès is a process of
community and territorial intervention in the region of Solsonès. This project
started in September 2007 and consists of two main projects; THE AREAS
PROJECT and the current project of participatory implementation called PAI of
the Solsonès, the ACTION PROJECT (the “time to take action” project). Both
projects consists of dynamic socio-environmental interventions based on
management and optimization of local resources and popular education, with
the aim that people perceive themselves and act as a key for the transformation
in the local and sustainable development process.

The popular sustainable development term reformulates the common concept

of sustainability, to convert it into a concept that has as prerequisites the social
and environmental justice, social activism, community health, territory and
socio-cultural equity, ecological balance and endogenous development. The
interventions to be developed under this paradigm require an accounting and
dependency between environmental conservation and community and
economic development.

The interpretation of these requirements in the rural environment means, first of

all, to guarantee the attachment of the people to this territory and to perceive
the local people as a key for the transformation process and to provide them
with the necessary tools.
Framed in the previous paradigm of strict sustainability, the intervention is
based on promoting social and individual initiatives of the local population ,
which mobilize the resources of the area (both tangible and intangible).
Therefore, this also becomes a mechanism of social and personal promotion. In
short, promoting the enterprising nature.

The interventions from a strict sustainability are inherent in psychosocial

interventions that enable the overcoming of the cultural myths, which can
difficult the process of transformation required; individualism, fragmentation,
abstraction, the development of directionality and dualism. By means of our
intervention this objective is pursued by the participatory action-research

methodology (PAR). This methodology consists of creating spaces, where
thanks to social creativity, reality is analyzed from the critical paradigm,
measures are proposed and these are implanted collectively from networking
and cooperative relations.

After two years of intervention, a participatory socio-environmental diagnosis

from the area of the Solsonès has been developed. A desirable scenario has
been created and the way to achieve it has been drawn up: the Comprehensive
Plan of Action (IPOA) Solsonès. This contains more than 200 actions of
collective authorship structured in 3 main blocks.

17% of the problems, strengths and opportunities arising from the participatory
diagnosis are attacked and reinforced in the block 'Services and Public
Management', 60% are presented in the block 'Economy and Employment' and
finally in the block 'Identity and Heritage' the remaining 22% is submitted. The
previous distribution captures the persistent need transmitted throughout the
process: the need to diversify the economy and the work from the perspective
of ecological economy. The previous distribution of the actions is also an
indicator of the degree of development in different areas of discourse and social
organizations and therefore a projection of possible new interventions.

At present, PAI Solsonès is being implemented in 6 districts of the South of

Solsonès (La Molsosa, Pinós, Riner, Clariana de Cardener, Llobera and Pinell
de Solsonès) with the participation of 69% of the entities and social partners
identified in the territory.
