The collapse of the Palestinian
Authority was raised as a pos-
sibility on Monday, as several
aides to its president, Mahmoud
Abbas, said that he intended to
resign and forecast that others
would follow.
“I think he is realizing that he
came all this way with the peace
process in order to create a Pal-
estinian state, but he sees no
state coming,” said Saeb Erekat,
the chief Palestinian peace nego-
tiator. “So he really doesn’t think
there is a need to be president or
to have an Authority. This is not
about who is going to replace
him. This is about our leaving

stay after he leaves?”
Abbas warned last week that
he would not participate in the

to take place in January. He has
threatened before to resign, and
many viewed this latest step as a
ploy by a Hamlet-like leader up-
set over Israeli and U.S. policy.
Many also noted that the vote
might not actually be held, given
the Palestinian political fracture
and the unwillingness of Hamas

colleagues have come to believe
that he is not bluffing. If that is the

crucial airing in the Senate, the
White House is facing a growing
revolt from some Democrats and
analysts who say the bills Con-
gress is considering do not fulfill

president under this situation,”
Ahmad said. “We could witness
the collapse of the Palestinian
Authority.”
Ali Jarbawi, the minister of
planning, spoke in similar terms.
“Why do we need anybody to take
his place if the whole process is
failing? If the Authority is going
to go on forever, who needs it?”
he said. But he suggested that the
crisis was aimed at persuading
the United States and Europe to
become more actively involved
in bringing about a two-state so-
goal, and many are skeptical that
they even come close.
Experts — including some who
have consulted closely with the
White House, like Dr. Denis A.
Cortese, chief executive of the
Mayo Clinic — say the measures
take only baby steps toward re-
vamping the fee-for-service sys-
tem, which drives up costs.
Sen. Ron Wyden, D-Ore., a
member of the Finance Com-
mittee, said, “My assessment at
this point, is that the legislation
is heavy on health and light on
reform.”

The Palestinian Authority
was set up in 1994 as an interim
governing body on the way to
proper statehood, but that pro-
cess stalled long ago with the sec-
ond intifada in 2000 and Israel’s
reoccupation of the West Bank.
The officials who spoke said they
were no longer interested in be-
ing part of an artifice that effec-
tively masked Israeli occupation.
While others might come forward
to take their places, the new lead-
ers would lack legitimacy with
the Palestinians.
Since the 2007 split between the
West Bank, dominated by Fatah,
and Gaza, run by Hamas, paral-
lel authorities have been estab-
lished that refuse to recognize
one another, blurring the legal
definitions in Palestinian politics.
What is clear is that Abbas was
shocked when the United States
backpedaled on a demand that
Israel freeze settlement building
in the West Bank.
The aides said that given the
split with Hamas, frequent accu-
sations of being an Israeli collabo-
rator and the U.S. reversal, Abbas
had simply lost any appetite for
staying in power.
“He feels betrayed on all sides,”
said Nasser al-Kidwa, a former
Palestinian foreign minister.

agencies intercepted communica-
tions last year and this year between
the military psychiatrist accused of
shooting to death 13 people at Fort
Hood, Tex., and a radical cleric in
Yemen known for his incendiary
anti-American teachings.
But the federal authorities
dropped an inquiry into the matter
after deciding that the messages
from the psychiatrist, Maj. Nidal
Malik Hasan, did not suggest any
threat of violence , officials said.
Hasan’s 10 to 20 messages to An-
war al-Awlaki, once a spiritual lead-
er at a mosque in Virginia where
Hasan worshiped, indicate that the
major came to the attention of the
authorities long before last Thurs-
day’s shooting rampage.

communications were consistent
with a research project Hasan was
conducting at Walter Reed Army
Medical Center on post-traumatic
stress disorder. “There was no indi-

he “did the right thing” in attacking

H. B. Le, the first Vietnamese-
American to command a U.S. Na-
vy destroyer, stepped ashore on a
formal port call, making an emo-
tional return to Vietnam for the
first time since he fled as a young
boy on a fishing boat at the end of
the war in 1975.
He bore the weight of the sym-
bolism of cautiously warming

and the United States. But the
ceremony was delayed by a dis-
pute over a request to display the

ried out by Uighurs, the biggest

of theft and embezzlement stem-
ming. She is accused of using
$1,500 worth of gift cards intended
for needy families while she was

charges stem from an accusa-
tion that Dixon failed to report

tax credits for its development
projects.
“The truth will come out,” Dix-

grand jury in January. In June, the
initial charges were dismissed on
a technicality, but Dixon was re-
indicted in July.
A plea deal is not likely because
she would be required by the
Maryland Constitution to step
down from office if convicted of
any felony or misdemeanor re-
lated to her official duties. Dixon,
a divorced mother of two, would
also become ineligible for her
roughly $83,000 annual pension.

money in the credit card business
these days, and consumers are
paying the price. Interest rates
are going up, credit lines are be-
ing cut and a variety of new fees
are being imposed on even the
best cardholders.
One recipient of new credit card
terms is Anita Holaday, a 91-year-
old in Florida, who received a
letter last month from Citibank
announcing that her new inter-
est rate was 29.99 percent, an in-
crease of 10 percentage points.
“I think it’s outrageous they
pursue such a policy,” said Susan
Holaday Schumacher, Holaday’s
daughter, who pays her mother’s
bills. “That rate is shocking under
any circumstances.”

gold marched ever higher, the dol-
lar took its biggest tumble since
July. The greenback sank roughly
1 percent against other major cur-
rencies, to its lowest level since
the financial crisis broke out more
than a year ago.
But the seeming disconnect
between the value of the dollar
and the value of stocks is, in fact,
not much of a disconnect at all. A
growing belief that wealthy na-
tions like the United States will
forge ahead with efforts to re-
vive economic growth is luring
risk-shy investors back into the
world’s stock markets. But with

cent of the banks responding to
the Fed’s survey said they were
increasing interest rates and re-
ducing credit lines on borrowers

Burberry’s Chief Pulls Brand Into Internet Age
LONDON — Angela Ahrendts,
in her three years as chief ex-
ecutive, has reshaped Burberry,
pushing it closer to upscale rivals
like LVMH and Hermès.
Now Ahrendts, the 49-year-old
American sitting atop one of the
world’s quintessentially British
brands, hopes to adapt its trench
coat to the age of the Internet.
(Her co-conspirator, Christo-
pher Bailey, Burberry’s creative
director, has already created
trench evening and mini dress-
es.)
In hopes of getting its 153-year-
old label to appeal to a younger
generation, Burberry started a
social networking Web site on
Monday, called artofthetrench.

rendts and Bailey to increase

in 2002 was valued at 12.8 times
such earnings, Kraft said.

New Craft Will Set Sail Into Space, Propelled by Starlight
Peter Pan would be so happy.
About a year from now, if all
goes well, a box about the size of a
loaf of bread will pop out of a rock-
et some 500 miles above the Earth.
There it will unfurl four triangular
sails as shiny as moonlight and on-
ly barely more substantial. Then it
will slowly rise on a sunbeam and
move across the stars.
LightSail-1, as it is called, will
not make it to Neverland. At best
it will sail a few hours. But those
hours will mark a milestone for a
dream that is almost as old as the
rocket age itself, and as romantic:
to navigate the cosmos on winds of
starlight the way sailors for thou-
sands of years have navigated the
ocean on the winds of the Earth.
“Sailing on light is the only tech-
nology that can someday take us
to the stars,” said Louis Friedman,
director of the Planetary Society,
the worldwide organization of
space enthusiasts.

The solar sail gets its driving
force from the fact that light car-
ries not just energy but also mo-
mentum — as seen in a comet tail,
which consists of dust blown by
sunlight from the comet’s core.
The force on a solar sail is gen-
tle, but unlike a rocket, which fires
for a few minutes at most, it is con-
stant. A big enough sail, say a mile
on a side, could reach speeds of
hundreds of thousands of miles an
hour, fast enough to traverse the
solar system in five years.
Riding the beam from a power-

ful laser, a sail could even reach
another star system in 100 years,
that is to say, a human lifespan.
Whether humans could ever take
these trips, however, depends on
just how starry-eyed one’s view of
the future is.
Friedman said it would take too
long and involve too much expo-
sure to radiation to sail humans
to a place like Mars. He said the
only passengers on an interstellar
voyage were likely to be robots or
perhaps our genomes encoded on
a chip, a consequence of the need
to keep the craft light.
In principle, a solar sail can do
anything a regular sail can do, like
tacking. And, of course, it does not
have to carry tons of rocket fuel.

The Ban on Abortion Coverage
When the House narrowly passed the health
care reform bill on Saturday night, it came with
a steep price for women’s reproductive rights.
Under pressure from anti-abortion Democrats
and the U.S. Conference of Catholic Bishops,
lawmakers added language that would pre-
vent millions of Americans from buying insur-
ance that covers abortions — even if they use
their own money.
The restrictions would fall on women eligi-
ble to buy coverage on new health insurance
exchanges. They are a sharp departure from
current practice, an infringement of a woman’s
right to get a legal medical procedure and an
unjustified intrusion by Congress into deci-
sions best made by patients and doctors.
The Democrats behind this coup insisted
that they were simply adhering to the so-called
Hyde Amendment, which bans the use of fed-
eral dollars to pay for almost all abortions in a
number of government programs. In fact, they
reached far beyond Hyde and made it largely
impossible to use a policyholder’s own dollars
to pay for abortion coverage.
The bill brought to the floor already included
a compromise that should have satisfied legis-
lators on both sides of the abortion issue. The
vast majority of people expected to buy policies
on the new exchanges would pay part of the
premium and receive government tax cred-
its to pay for the rest. The compromise would
have prohibited the use of the tax subsidies to
pay for almost all abortions, but it would have
allowed the segregation and use of premium
contributions and co-payments to pay for such
coverage. A similar approach allows 17 state
Medicaid programs to cover abortions using
only state funds.
Yet neither the bishops nor anti-abortion
Promises on Open Space
In 1965, Congress came up with an elegant
idea: Use some of the royalties from offshore
oil and gas drilling to buy and conserve open
space threatened by development. The dollars
raised from depleting one natural resource
would be used to protect another. Since then,
the Land and Water Conservation Fund has
invested more than $13 billion and added more
than five million acres to the national parks,
wildlife refuges and national forests.
Beginning in 1977, Congress annually autho-
rized a spending level of $900 million (from a
much larger royalty pool, which now totals $12
billion). But because Congress routinely di-
verted much of the money to the Treasury for
deficit reduction, actual appropriations have
been far less. In President George W. Bush’s
last year, only $155 million was appropriated
for the fund.
President Obama promised more than $400
million this year and the full $900 million in
2015. Sens. Jeff Bingaman of New Mexico and
Max Baucus of Montana have a better idea.
Last week, they introduced a bill that would
Democrats were willing to accept this com-
promise. They insisted on language that would
ban the use of federal subsidies to pay for “any
part” of a policy that includes abortion cover-
age.
If insurers want to attract subsidized cus-
tomers, who will be the great majority on the
exchange, they will have to offer them plans
that don’t cover abortions.
Some women who have coverage for abor-
tion services through policies bought by small
employers could actually lose that coverage if
their employer decides to transfer its workers
to the exchange. Ultimately, if larger employ-
ers are permitted to make use of the exchange,
ever larger numbers of women might lose
abortion coverage.
The restrictive language allows people to
buy “riders” that would cover abortions. But
nobody plans to have an unplanned pregnan-
cy, so this concession is meaningless. It is not
clear that insurers would even offer the riders
since few people would buy them.
The highly restrictive language was ap-
proved by a 240-194 vote and incorporated into
the overall bill, which squeaked through by a
tally of 220 to 215. It was depressing evidence of
the power of anti-abortion forces to override a
reasonable compromise. They were willing to
scuttle the bill if they didn’t get their way. Out-
raged legislators who support abortion rights
could also have killed the bill but chose to keep
the reform process moving ahead.
The fight will resume in the Senate, where
the Finance Committee has approved a bill that
incorporates the compromise just rejected by
the House. We urge the Senate to stand strong
behind a compromise that would preserve a
woman’s right to abortion services.

Rahall of West Virginia is promoting the same
idea in the House.
There is plenty of evidence that, even in the
midst of a recession, Americans are willing to
spend money to protect open space. Accord-
ing to a tally by the nonprofit Trust for Public
Land, a conservation group, voters approved
two out of three open space bond issues across
11 states last week, including a $400 million
“Green Acres” measure in New Jersey.
More federal dollars are needed to help com-
plete long-pending acquisitions from Hawaii to
Yellowstone National Park to the Everglades.
The money would also help hard-pressed
states, like New York, whose own land conser-
vation program has been severely squeezed
by huge budget shortfalls.
A guaranteed source of revenue for land and
water conservation is something the original
architects of the fund had in mind. It’s past
time for Congress to honor their wish.

The Rush to Therapy
We’re all born into cultures, nations and lan-
guages that we didn’t choose. We’re born with
brain chemicals and genetic predispositions
that we can’t control. We’re thrust into social
conditions that we detest. Often, we react in
ways we regret.
But unlike the other animals, people do have
a drive to seek coherence and meaning. We
have a conscious say in selecting the narrative
we will use to make sense of the world. Most
people select stories that lead toward coopera-
tion and goodness. But over the past few de-
cades a malevolent narrative has emerged.
That narrative has emerged on the fringes of
the Muslim world. It is a narrative that sees hu-
man history as a war between Islam on the one
side and Christianity and Judaism on the other.
This narrative causes its adherents to shrink
their circle of concern. They don’t see others as
fully human. They come to believe others can
be blamelessly murdered and that, in fact, it is
admirable to do so.
This narrative has caused incredible
amounts of suffering within the Muslim world,
in Israel, in the U.S. and elsewhere. Its adher-
ents have made themselves central to global
politics. They are the ones who go into crowded
rooms, shout “Allah-u-Akbar,” and then start
murdering.
When Maj. Nidal Malik Hasan did that in
Fort Hood last week, many Americans had an
understandable and in some ways admirable
reaction. They didn’t want the horror to be-
come a pretext for anti-Muslim bigotry. The
possibility of Islamic extremism was immedi-
ately played down.
Hasan was portrayed as a disturbed individ-
ual who was under a lot of stress. A shroud of
political correctness settled over the conversa-
tion. Hasan was portrayed as a poor soul who
was pushed over the edge by prejudice and
unhappiness.
There was a national rush to therapy. Hasan
was a loner who had trouble finding a wife.
This response was understandable but it
was also patronizing. Public commentators
assumed the air of kindergarten teachers who
had to protect their children from thinking cer-
tain intolerant thoughts. Hasan was absolved
of his responsibility before the real evidence
was in — evidence that is now mounting to sug-
gest that he chose the extremist War on Islam
narrative that so often leads to murderous re-
sults.
The conversation in the first few days after
the massacre was well intentioned, but it sug-
gested a willful flight from reality. It ignored
the fact that the war narrative of the struggle
against Islam is the central feature of Ameri-
can foreign policy. It ignored the fact that this
narrative can be embraced by a self-radicaliz-
ing individual in the U.S. as much as by groups
in Tehran, Gaza or Kandahar.
It denied, before the evidence was in, the
possibility of evil. It sought to reduce a heinous
act to social maladjustment. It wasn’t the reac-
tion of a morally or politically serious nation.

Beckham Provides More Than Celebrity Stimulus In Brief

CARSON, Calif. — David Beck-
ham curled a beautiful 50-yard
pass to Landon Donovan, begin-
ning a sequence that ended with
Donovan’s penalty-kick goal in the
73rd minute and a 1-0 playoff vic-
tory for the Los Angeles Galaxy.
Back spasms forced Beckham
out of the match Sunday against
archrival Chivas USA, but he con-
tinued to exert his influence. When
five minutes of extra time were
added, he protested so fiercely to
an assistant referee that Coach
Bruce Arena had to intercede.
And when a scuffle broke out at
the final whistle, Beckham rushed
into the scrum, shoving a Chivas
player before calming down.
In these moments, Beckham
clearly showed his passion for the
Galaxy, and fans rewarded him
with a standing ovation. It was
a stark contrast to midsummer,
when he returned from a loan to
A.C. Milan and found his previ-
ous effort and leadership harshly
criticized by Donovan and jeered
by Galaxy supporters. Essentially,
they accused Beckham of giving up
on a struggling team last season.
His Major League Soccer ten-
ure, now in its third season, has
not provided the transformational
moment that league officials had
hoped for. And Beckham remains
a part-timer with the Galaxy. Af-
ter the playoffs, he will return to
A.C. Milan of Italy’s Serie A, be-
lieving that his play on one of the
world’s top club teams, in one of
the world’s best leagues, will earn
him a spot on England’s roster for
the 2010 World Cup.
Still, Beckham plans to return
to the Galaxy next July after the
World Cup. At 34, as he has done
several times, Beckham has rein-
vented and reinvigorated himself
just as he was being dismissed as
an A-list celebrity and B-list soccer
talent. If his M.L.S. career has not
been a complete success, neither
has it been the failure that is often
portrayed.
His elevated play helped the
Galaxy reach the playoffs for the
first time in four years. The Gal-
axy play in the Western Confer-
ence finals Friday. A victory over
the Houston Dynamo would put
Beckham and his teammates in
the league championship game.
Donovan praised Beckham’s
renewed dedication to his team-
mates. He described how Beck-
ham had addressed the Galaxy on
Saturday and had recently taken
the players out to dinner to cel-
ebrate making the playoffs. “He’s
done a lot of things to show that he
wants to be here,” said Donovan,
who has assumed the role of cap-
tain from Beckham.

As Johnson’s Suspension Ends, Chiefs Release Him
The Kansas City Chiefs released
running back Larry Johnson on
Monday morning, just as his two-
week suspension for conduct det-
rimental to the team ended.
The Chiefs were furious with
Johnson for a series of actions,
including mocking Coach Todd
Haley’s lack of football playing
experience on his Twitter ac-
count; using a gay slur on Twitter
and again in the locker room when
addressing a group of reporters;
and, in the incident that most an-
gered General Manager Scott
Pioli, belittling a fan on Twitter by
saying he made more money.
The decision to release John-
son was surprising because the
Chiefs had agreed to a deal with
Johnson’s agent in which John-
son would lose just one paycheck,
about $300,000, during the sus-
pension. The Chiefs were reluc-
tant to cut Johnson outright two
weeks ago, fearing that it would
send a signal that a player could
misbehave and complain his way
out of town. The Chiefs were un-
impressed by an apology Johnson
issued, which pointedly did not
apologize to gays.
Johnson, a No. 1 pick out of
Penn State in 2003, was one of
the N.F.L.’s top rushers in 2005
and 2006. But his career was also

Colts Should Provide Test of Brady’s Health
Tom Brady looked a little weary
and in need of a shave after the
New England Patriots beat the Mi-
ami Dolphins on Sunday. Maybe he
was just tired of everyone wonder-
ing if he was back to normal eight
games into the season. It’s time to
answer that question honestly.
Is Brady ever going to look the
way he did in 2007? Maybe not,
considering that even the Patriots
did not resemble their own fabled
juggernaut by the end of that sea-
son and they no longer have Don-
te’ Stallworth and Jabar Gaffney,
who combined for more than 1,000
receiving yards that season. With
Wes Welker and Randy Moss, the
Patriots had one of the best receiv-
ing foursomes in N.F.L. history.
But does Brady look great for
a player who missed essentially
an entire season with a devastat-
ing knee injury? Considering that
in his last three games, he has
thrown for 1,020 yards (in three
consecutive 300-yard games), 10
touchdowns and 3 interceptions,
yes. Let it go.
“We’ve analyzed every drop-
back and throw and his inner feel-
ings,” said Phil Simms, CBS’s lead
analyst and a former Giants quar-
terback. “Everybody predicted
he’d come out and be on fire. We’ve
seen just about every single quar-
terback that misses a little time in
preseason struggle. So what do

CHICAGO — Baseball’s general
managers and their staffs arrived
throughout the day at the Hilton
hotel in O’Hare International
Airport on Monday, most of them
walking through subway-style
tunnels from the main terminals
and up into the lobby. There, the
view across the street was not of
some lavish Pacific seascape, but
of the two main concrete parking
lots that serve the airport.
A year ago, these same meet-
ings were held at the luxurious St.
Regis Hotel in Dana Point, Calif.,
where the grand view beyond the
marble swimming pool and palm
trees was the dark blue Pacific
Ocean. At the time, some noted the
contrast of a sport spending lav-
ishly to host its executives while
the national economy was in the
throes of a dire crisis.
So baseball scaled back this
year, assembling 30 general man-
agers and numerous player agents
to these more moderate accom-

missed a whole year? To say it was
a struggle is overstating it.”
Peyton Manning had his own
creaky comeback from off-season
knee surgery last year, and al-
though Manning has never missed
a start, he could not immediately
bounce back from an injury far less
severe than Brady’s. Perhaps the
friends can compare scars Sunday
night when their teams face off in
their annual grudge match.
It’s no accident the game is this
week: the N.F.L. schedules it each
year to coincide with the end of the
baseball season and the start of the
second half of the football season.
It has often determined home-field
advantage in the American Foot-
ball Conference playoffs.
Last year, the two knee inju-
ries took some of the luster off the
game because both teams were
struggling for survival, rather
than playoff seeding. Not so this
season. The Colts are 8-0, one of
two unbeaten teams remaining,
and the Patriots (6-2) are two
games up in the A.F.C. East.
This game could produce an
epic shootout because the Colts
have a virtually nonexistent run-
ning offense. That’s why, as much
as any other game, this will be the
ultimate test of Brady’s health.
Because of injuries, the Colts are
starting two rookie cornerbacks,
modations, perhaps another indi-
cation that teams will continue to
show financial restraint regarding
player salaries this off-season.
“It’s a different world,” Chicago
White Sox General Manager Ken-
ny Williams said. “Just from my
own observations, I don’t think
we’re out of the woods yet with
sports getting slapped in the face
by reality. That’s just my own per-
sonal opinion. It’s not just fun and
games anymore. It’s got to be a
business. It’s got to be run as it’s
supposed to be, as a business.”
For many of the general manag-
ers, the relatively sparse setting of
an airport hotel was an appropri-
ate gathering place for a sport that
continues to stress the need to re-
verse payroll excesses of the past,
a process that began last year for
many teams.
“They want to send a message
that they don’t have any money,”
said one agent, who spoke on con-
dition of anonymity because he did

and safety Bob Sanders, one of the
league’s best defensive players,
is out for the season with a biceps

would have been expected to pick
this defense apart.
Houston quarterback Matt
Schaub completed 32 of 43 passes
for 311 yards, a touchdown and 2
interceptions against it Sunday
in the Texans’ 20-17 loss. In the
Patriots’ 27-17 victory Sunday, the
Dolphins matched a rookie corner-
back on Moss, and Vontae Davis
did an admirable job, outjump-
ing him for an early interception.
But Moss’s 71-yard catch-and-run
touchdown was a thing of beauty.
Until the injuries set in, the Colts
had been playing a far more ag-
gressive defense with more blitz-
ing than under their former coach
Tony Dungy. That would be the
perfect formula to combat Brady,
who, despite his statistics, has had
only one pinpoint perfect game
this season: against the Titans,
when he threw six touchdown
passes. But an inexperienced sec-
ondary leaves the Colts vulnerable
now.
“I think the one thing about that
game is you’ve got to play a great
game to win,” Brady said. “You
can’t go out there and play your
B game, because you won’t beat
those guys.”

World Series title, Cashman had
far less time to prepare for these
meetings than he did last year,
when the Yankees did not make
the playoffs.

Leetch Inducted
The longtime Rangers defen-
seman Brian Leetch; the Dev-
ils’ president and general man-
ager, Lou Lamoriello; and the
former Rangers broadcaster
John Davidson were among the
inductees into the Hockey Hall
of Fame in Toronto on Monday.
“It’s very humbling to think
of being included with all this
history and these great play-
ers,” said Leetch, who entered
the Hall in the players category
with Brett Hull, Luc Robitaille
and Steve Yzerman.
Leetch also saluted his long-
time teammates with the Rang-
ers, Mark Messier, Mike Rich-
ter, Adam Graves and his part-
ner on defense, Jeff Beuke-
boom.
Lamoriello, who has run the
Devils since 1987, was inducted
in the builders category. He be-
gan his speech by jokingly tell-
ing the four honored players,
“You guys took away a lot of my
