Considering:
a. that follow the Minister of Home Affairs No.

Operational Guidance Integrated Service Post, and for
optimize the integration of the activities of BKB
(BKB), Early Childhood Education, Stimulation, Detection, Intervention
Early Growth) in Integrated Service Post (IHC)

CHAPTER I
GENERAL PROVISIONS
Article 1
In this Governor Regulation referred to as:
1. Childhood is a child younger than 6 years old, including children
which is still in the womb.
2. Needs basic early childhood is an absolute necessity
needed by early childhood include servicing needs
health, nutrition, education, child care and protection in order to
lasting life, optimal growth and development, and actively participate
according to age.

3. Integrated Service Post hereinafter referred to IHC is one
form Community Based health efforts are managed and
held from, by, for and with the community in
implementation of health development, in order to empower communities
and provide convenience to the public in obtaining
basic health services to accelerate the reduction in mortality
mother and baby.
4. BKB BKB is hereinafter referred to as container activities
families that aims to improve the knowledge, skills, awareness
and their parents and other family members in the care and guidance
development of the child in accordance with the age and stage of development

growth problems and corrective actions in children
development of the ability to experience irregularities.
7. Kader IHC is a member of the community who are willing, able and
have time to organize voluntary activities IHC.
8. Kader BKB (BKB) is a member of the community who are willing
voluntarily in developing and providing counseling / submit
materials on how to care for and nurture children properly
to parents in regular meetings participants BKB BKB groups.
9. Kader Early Childhood Education (ECD) is a labor educator or
education in charge of organizing learning activities children
an early age. Education Personnel assigned to perform administrative,
management, development, supervision and technical services for
support the educational process in the educational unit. Educators are
professionals in charge of planning and executing the process
learning, and assess learning outcomes.
10.Tenaga health is every person who devoted themselves in the field of
health as well as having the knowledge and / or skills through
education in the health field for certain types require

Article 2

Article 3
(1) Implementation of the integration of BKB, early childhood and SDIDTK in

CHAPTER II
INTEGRATING DEVELOPMENT PLANNING
Article 4
(1)

CHAPTER III
PROGRAMS AND ACTIVITIES
Article 5
(1) IHC has 5 (five) program activities consist of:
a. Maternal and Child Health (MCH);
b. Family Planning (FP);
c. Immunization;
d. Nutrition; and
e. Reduction of diarrhea.
(2) The program of activities referred to in paragraph (1) shall be implemented
through five
(Five) steps of activities, namely:
a. registration;
b. weighing;
c. recording;
d. health education; and
e. health services.
Article 6
(1)
BKB has a program of activities consisting of:
a. coaching parents and other family members who have children;
b. foster growth and development of infants, using the tools in
reciprocal relationship between parent and child a Gaming Tool
Educational (APE);
c. stories, fairy tales, songs, and how to stimulate the development of the child
by focusing the treatment of parents who do not distinguish children
men and women;
d. monitoring early childhood development using Flower Card
Children (KKA).
(2)
Program activities referred to in paragraph (1) shall be implemented through
activities are divided into 5 (five) groups, namely:
a. age group 0-1 years;
b. age group 1-2 years;

c. age group 2-3 years;
d. age group 3-4 years;
e. age group 4-5 years;
Article 7
ECD is a shared parenting education services to groups of children aged 0
- 30 months and played together for a group of children aged 31-72 months.
Article 8
(1)
SDIDTK is monitoring the growth and development of children
aged 0-72 months, 4 times a year in children younger than 1
year, and 2 times a year for children over 1 year of age.
(2)
Monitoring the growth and development of children as
referred to in paragraph (1) include:
a. stimulation of mobility rough, smooth motion capability, the ability
speech and language and social skills and self-reliance;
b. early detection of irregularities in the form of growth measurement of weight,
length or height and head circumference;
c. detection

CHAPTER IV
TYPE OF SERVICE
Article 9
(1) Type in the integrated health services include:
a.
includes examining infant growth monitoring weight,
length / height;
b.
micronutrient supplementation, supplementary feeding counseling,
ORS;
c.
health education among others: Clean and Healthy Behaviors (PHBs),
immunization,
prevention and
prevention of diarrhea,
balanced nutrition,
mentoring and nutrition counseling pregnant women, Mother's Milk (ASI)
exclusive,
baby food and toddler, newborn care and maternal health and
children with utilization Book Maternal and Child Health (MCH);

d.
examination of pregnant women include: examination of height, weight,
measuring arm circumference, blood pressure checks, height fundus, and
administration of iron tablet;
e.
family planning services in the form of pills and condoms;
f.
socialization program delivery planning and prevention of complications;
g.
vaccination in remote areas.
(2) in the integrated health care provider as referred to in paragraph (1) letter a and
b, is given by health personnel and or cadres.
(3) in the integrated health care provider as referred to in paragraph (1) letter c and
f
given by health workers or cadres and trained.
(4) in the integrated health care provider as referred to in paragraph (1) letter d,
letter
e, and g is given by a qualified healthcare professional.
Article 10
(1) Type of service BKB (BKB) includes:
a.
counseling to parents / other family members about health, nutrition
and nutrition, as well as meeting the needs of affection;
b.
learning to parents / other family members about stimulation
aspects of child development using educational toys,
which include:
a) stimulation rude gestures;
b) stimulation of smooth motion;
c) stimulation of passive communication;
d) stimulation of active communication;
e) stimulation of intelligence;
f)
stimulatory ability of self-help;
g) the stimulation of social skills or social behavior;
h) stimulation of religious moral values;
c.
referral when the child has a growth disorder.
(2) Service providers BKB (BKB) referred to in paragraph (1)
administered by a trained cadre.
Article 11
(1) Types of services include early childhood stimulation aspects of child
development, namely:
a.
aspects of moral and religious values;
b.
physical aspects / motor;
c.
aspects of language;
d.
cognitive aspects;

e.
emotional social aspects; and
f.
aspects of art.
(2) An early childhood services as referred to in paragraph (1) is given by Kader
Trained early childhood.
Article 12
(1) Type stimulation services, early detection of growth and development include:
a. counseling on how to stimulate
coarse motion capability,
fine motor skills, speech and language skills and abilities
socializing and self-reliance;
b. Early detection of growth by weighing,
measurement of body height or length and head circumference measurements;

deviations in growth and or development.
(2) Service providers Detection of Early Intervention Stimulation of Growth
(SDIDTK)
referred to in Article 8 given by health personnel and or
trained cadres.
Article 13
BKB service providers, early childhood and SDIDTK in IHC to partner with:
a. Movers Team Empowerment and Family Welfare (PKK);
b. social institutions;
c. educational institutions;
d. social organization;
e. professional organizations;
f.
the business world.
CHAPTER V
FLOW SERVICES
Article 14
(1)
BKB services, early childhood and SDIDTK in IHC integrated under one roof
at the same time and place as implemented through the stages
the following:

a. step one, the registration by submitting Maternal Health Books
and Child (MCH) or Health Card (KMS) to the cadres;
b. The second step, weighing, weight and length or height
head circumference by cadres;
c. The third step, recording the results of weighing and measuring by cadre
IHC;
d. The fourth step, by extension cadres or cadres ECD or
BKB cadre, and subsequently carried out the following steps:
a) for the month toddler who was scheduled to do
early detection of the development implemented progression detection
using the Pre Screening Questionnaire Development (KPSP), test power
hearing and vision tests by health workers and cadres trained or
SDIDTK;
b) toddlers suspected of having a mental disorder emotional conducted
detection Mental Emotional Problems Questionnaire (KMME) or detection of
autism
using the Checklist for Autism in Toddlers (CHAT) or detection
hyperactivity attention deficit disorder using abreviated
Corner Rating Scale;
c) if the child needs health services directed to
go to step five, but if it does not require the service
health of the child toward early childhood activities that will be accompanied by
cadre of early childhood and the mother / other family members to follow the
activities of BKB
to fill the Son Flower Cards (KKA), assisted by a cadre
BKB;
e. The fifth step of health and family planning services including

(2)
In an implementation of a fully integrated one-stop service on
same time and place does not allow the use of groove
services as in paragraph (1) the flow of services tailored
with conditions, the number of targets and the number of cadres.
CHAPTER VI
MONITORING, EVALUATION AND REPORTING
Article 15
(1)

Article 16
(1)
Regents / Mayors report the integration of BKB, early childhood, and
SDIDTK in IHC to the Governor every 1 (one) year.
(2)
Camat report the integration of BKB, early childhood, and SDIDTK in
IHC to the regent / mayor every 6 (six) months within 1 (one)
years.
(3)
Village chief / headman reported BKB integration implementation, early
childhood, and
IHC SDIDTK in the sub-district head every 3 (three) months within 1 (one)
years.
CHAPTER VII
GUIDANCE AND SUPERVISION
Article 17
(1) The Governor shall develop and supervise the implementation of
BKB integration, early childhood, and SDIDTK in IHC districts / cities;
(2) regent / mayor to provide guidance and supervision of the implementation of
BKB integration, early childhood, and SDIDTK in
IHC districts and
rural / urban;
(3) In conducting the guidance and supervision as referred to in
paragraph (2), regent / mayor may delegate to sub-district head;
(4) Guidance and supervision as referred to in paragraph (3) shall
via:
a. socialization;
b. coordination meetings;
c. consultation
d. workshops;
e. race;
f.penghargaan; and
g. training.
Article 18
(1)
Regional Working Units in charge of implementing health
technical assistance in the promotion of health, nutrition coaching, maternal health
and
fostering development of the child.
(2)
Regional Working Units are membidang empowerment of women and
implementing family planning technical assistance in coaching BKB.

(3)
Regional Working Units in charge of implementing education
technical guidance in early childhood education.
CHAPTER VIII
FINANCING
Article 19
Financing and implementation of integration programs / activities BKB, early
childhood and
SDIDTK in IHC charged to the State Budget,
Revenue and Expenditure, Revenue and Expenditure Budget
district / city, village budget and other funds authorized
and not binding.
CHAPTER IX
CLOSING
Article 20
Governor Regulation comes into force on the date of promulgation.
