Media Release

Again this year, communities across the United States will come together during National Police
Week, May 11-17 to honor and remember those law enforcement officers who made the
ultimate sacrifice, as well as the family members, friends and fellow officers they left behind.

There are approximately 900,000 law enforcement officers serving in communities across the
United States, including the dedicated members of the City of Kannapolis Police Department.

Each year during this week, the department conducts a memorial service which recognizes
employees and components for their devoted service to the community. In attendance of this
years service awards presentation was the Mayor M.D. Hinnant, Councilwoman Dianne Berry,
City Manager Mike Legg, Deputy City Manager Eddie Smith, as well as retired members of the
agency.

Roger Dale Carter Memorial Service Award

The Roger Dale Carter Memorial Service Award is presented to the police officer that possesses
an exceptional reputation for personal honesty and integrity that is beyond reproach. Roger
Carter was killed in the line of duty during an ambush on December 31, 1993. The recipients of
this award conduct their personal and professional lives in a manner that is consistent with the
law enforcement code of ethics and the core values of the Department, which are Excellence,
Professionalism, Integrity, and Stewardship.

This years recipient of the Roger Dale Carter Memorial Service Award embodies the principles
that this award is meant to represent. He has established high standards of personal conduct
and his moral and ethical behavior has gained him the respect of his peers and the community
he serves. He graduated from the College of Technology in Canton, New York with a Bachelors
Degree in Criminal Investigation. He began his employment with the Kannapolis Police
Department in February of 2009.

Assigned to the Criminal Investigations Division he holds an Intermediate Law Enforcement
Certification from the NC Criminal Justice Education and Training Standards Commission.

This officer demonstrates his devotion to the policing profession on a daily
basis. His supervisors have praised him for his dedication and
professionalism both on and off duty. He possesses an excellent
reputation for personal honesty and integrity both here at the department
and in the community. He sets a positive example for other employees to
follow.

This years recipient of the Roger Dale Carter Memorial Service Award was
Investigator Christopher David Hill.

Norma C. Howard Memorial Service Award

The Norma C. Howard Memorial Service Award is presented annually to the civilian police
department employee that possesses the reputation for individual integrity and honor. The
recipients of this award conduct their personal and professional lives in a manner that is
obviously consistent with the code of ethics and the core values of the agency. Norma Howard
was the first female and first fulltime civilian employee of the Kannapolis Police Department.
Her values and work ethic are honored in this award.

This years recipient of the Service Award is a 2007 graduate of South Rowan High School. On
February 16, 2011, she began her career with the Kannapolis Police
Department. Over the last three years she has diligently worked to become
the one of the best Telecommunicators possible. She is dependable,
devoted, honest, hard working and a true asset to the agency.
This employee exhibits a high moral standard in both her personal and
professional life. She is always courteous and eager to assist when needed.
She has been a devoted employee and is a great asset to the agency. We
are proud to announce that this years recipient is Telecommunicator Hollie
E. Morton.

Unit Commendation / Felony Investigation - VNOC

Between August 2011 and August 2013 members of the Kannapolis Police Departments
Criminal Investigation Division investigated a total of six separate homicides. Working as a team
they were able to identify, charge, and capture a total of 12 suspects that were responsible for
these horrific crimes. Some of those charged were tracked down and located in other states.
Homicide investigations are without question the most difficult situations and investigations
that any law enforcement officer can be tasked with.

There is no way to describe the teamwork of the
supervisors and investigators during these incidents.
They supported each other, worked without
complaint, and would not rest until they identified,
captured, and arrested the perpetrators in these
crimes. The exemplary actions and professional
commitment displayed by this unit reflects honorably
upon the Kannapolis Police Department and is
consistent with the highest ideals of law enforcement.
