(a) Congressional Review of Nuclear Agreements With Respect to Iran. 17
(1) IN GENERAL.Beginning on the date of the enactment of this Act, the President, 18
within three days of the conclusion of any agreement between the United States, any other 19
party, and the Islamic Republic of Iran related to Irans nuclear program, shall submit such 20
agreement to Congress. 21
(2) PROCEDURES FOR REVIEW. 22
(A) In General.During the 15-day period beginning on the date on which the 23
President submits an agreement under paragraph (1), the Committees on Foreign 24
Relations of the Senate and the Committee on Foreign Affairs of the House of 25
Representatives shall review any such agreement and may hold hearings or briefings, 26
as appropriate. 27
(B) Expedited Procedures for a Joint Resolution of Disapproval. 28
(i) IN GENERAL.During the 15-day period beginning on the day after the 29
period for review provided for in subparagraph (A), a joint resolution of 30
disapproval may be introduced in the House of Representatives by the Speaker, 31
the minority leader, or their respective designee, or in the Senate by the 32
majority leader, the minority leader, or their respective designee, and may not 33
be amended. 34

(ii) REFERRAL.A joint resolution of disapproval introduced under clause (i) in 1
the Senate shall be referred to the Committee on Foreign Relations and a joint 2
resolution of disapproval introduced under clause (i) in the House of 3
Representatives shall be referred to the Committee on Foreign Affairs. 4
(iii) COMMITTEE DISCHARGE AND FLOOR CONSIDERATION.The provisions of 5
subsections (c) through (f) of section 152 of the Trade Act of 1974 (19 U.S.C. 6
2192) (relating to committee discharge and floor consideration of certain 7
resolutions in the House of Representatives and the Senate) apply to a joint 8
resolution of disapproval under this subsection to the same extent that such 9
subsections apply to joint resolutions under such section 152, except that 10
(A) subsection (c)(1) shall be applied and administered by substituting 10 11
days for 30 days; and 12
(B) subsection (f)(1)(A)(i) shall be applied and administered by 13
substituting Committee on Foreign Relations for Committee on 14
Finance. 15
(iv) RULES OF THE HOUSE OF REPRESENTATIVES AND THE SENATE.This 16
subsection is enacted by Congress 17
(A) as an exercise of the rulemaking power of the Senate and the House of 18
Representatives, respectively, and as such is deemed a part of the rules of 19
each House, respectively, but applicable only with respect to the procedure 20
to be followed in that House in the case of a joint resolution, and it 21
supersedes other rules only to the extent that it is inconsistent with such 22
rules; and 23
(B) with full recognition of the constitutional right of either House to 24
change the rules (so far as relating to the procedure of that House) at any 25
time, in the same manner and to the same extent as in the case of any other 26
rule of that House. 27
(v) JOINT RESOLUTION OF DISAPPROVAL DEFINED.In this subsection, the term 28
joint resolution of disapproval means only a joint resolution of the 2 Houses of 29
Congress, the sole matter after the resolving clause of which is as follows: That 30
Congress disapproves of the agreement between the United States and the Islamic 31
Republic of Iran submitted by the President to Congress under section 4(a) of the 32
United States-Israel Strategic Partnership Act of 2014 on ____., with the blank 33
space being filled with the appropriate date. 34
(b) Rule of Construction.Nothing in this section or any action taken pursuant to this section 35
shall be construed as approval of any sanctions relief in connection with any agreement with 36
respect to Irans nuclear program. 37
