Description :
Kondisi perekonomian Indonesia yang mengalami krisis pada tahun 1997 belum pulih hingga tahun 2003. Demikian
juga dengan usaha jasa konstruksi yang baru menanjak dari pertumbuhan sebesar minus 11.80% pada tahun 2000 ke
5.26% pada tahun 2001. Untuk pertumbuhan penjualan PT Pembangunan Perumahan (Persero) pada tahun 2001 adalah
4,39%, dan pada tahun 2002 target pertumbuhan penjualan sebesar 1435%. Selain itu ada beberapa kebijakan
pemerintah yang berpengaruh terhadap perkembangan industri jasa konstruksi di Indonesia, seperti OTODA (Otonomi
Daerah) pada tahun 2001, maupun perdagangan bebas AFTA (Asean Free Trade Area) pada tahun 2003.
Oleh karena adanya perubahan-perubahan baik pada lingkungan internal maupun lingkungan eksternalnya, maka perlu
diadakan identifikasi dan analisis kebijakan strategi yang diperlukan untuk kondisi ini, yang tersusun sistematis dalam
Manajemen Strategi.
Tesis ini membahas penelitian tentang Manajemen Strategi pada perusahaan kontraktor PT Pembangunan Perumahan
(Persero). Dengan terlebih dahulu mengidentifikasi faktor-faktor internal dan eksternal perusahaan, kemudian mencari
posisi strategiknya, dengan analisis matriks Internal-Eksternal / General Electric (GE), analisa
Strength-Weakness-Opportunity-Threat (SWOT), analisa Strategic Planning Action and Evaluation (SPACE) dan
analisa Strategi Umum. Kemudian diambil keputusan melalui matriks Quantitative Strategies Planning (QSP).
Dari hasil analisis tersebut didapatkan strategi yang paling tepat untuk diimplementasikan oleh PT Pembangunan
Perumahan (Persero) pada saat ini, untuk mencapai target pertumbuhan penjualannya sebesar minimal 18% pada tahun
2005. Strategi itu adalah Pengembangan Pasar (swasta) dan Pengembangan Produk (Jalan Raya) yang disertai dengan
strategi Integrasi ke belakang dan Usaha Patungan.

construction field, it recently slopes upward from the growth of minus 11.80% in 2000 to 5.26% in 2001. For the growth
of PT Pembangunan Perumahan (Persero) sales in 2001 is 4.39% and in 2002 the planned sales is 14.35%. There are
many governmental policies that influencing both to the development of construction industry in Indonesia, such as
OTODA (the Province autonomy) in 2001, and the AFTA (ASEAN Free Trade Area) in 2003.
Because of the existing changes both in internal and external environments, it is necessary conducting identification and
strategic policy analysis needed for this condition, which systematically organized in the strategic management.
This study discusses a research of the strategic management in the contractor company of PT Pembangunan Perumahan
(Persero). Before that identifying internal and external factors of the company then looking for its strategic position by
using General Electric/ External-Internal matrix analysis, Strength-Weakness-Opportunity-Threat (SWOT) analysis.
Strategic Planning Action and Evaluation (SPACE) analysis and General Strategic analysis. After that taking a
conclusion through Quantitative Strategic Planning (QSP) Matrix.
From the analysis result, we can have the more appropriate strategy to be implemented by PT Pembangunan Perumahan
(Persero), in order to achieve the sales goal of 18.0% at year 2005. These strategies are Market Development (for private
loan) and Product Development (for Road sector project) and also Backward Integration and Joint Venture - Joint
