Background
The Recorded Sound Section of the i!rar" of Congress Packard Cam#us for Audio$isual
Conser$ation wishes to continue a colla!orati$e #ro%ect with the State of Delaware Historical
and Cultural Affairs&'useum (HCA)* +, The -reen* Do$er* DE ,../, and the Thomas Edison
National Historical Park of West 0range* N121 to digitize earl" commercial 34r#m sound
recordings in their collections and make them a$aila!le to the #u!lic on the i!rar" of Congress5

This solicitation is for continuation of work com#leted under se#arate solicitations in +/,78 R9
SC+/,7//:/ and R9 SC+/,7//:.1 The work re;uires an esta!lished #rofessional audio$isual
#reser$ation $endor to scan all la!els to i!rar" s#ecifications* digitize the audio on the discs to
i!rar" s#ecifications* and deli$er all image and audio files to the i!rar" on #orta!le hard
dri$es1 The contractor must ha$e #ro$en e6#erience digitizing acoustical era 34r#m disc
recordings !oth laterall" and $erticall" cut* for commercial or archi$al #ur#oses1 The contractor
must use #rofessional grade audio #la"!ack e;ui#ment in an acce#ta!le signal configuration*
which the i!rar" will $erif" as acce#ta!le1 The contractor must ha$e a selection of st"li
a##ro#riate for the #la"!ack of acoustical 34r#m discs* as well as #rofessional ;ualit" digital
audio workstations ca#a!le of meeting the #reser$ation s#ecifications of the i!rar" of Congress
#ro$ided in this solicitation1 The contractor must ha$e a #rofessional ;ualit" digital scanner to
image the record la!els to the s#ecifications of the i!rar" of Congress #ro$ided in this
solicitation1 -i$en* the fragile nature of the recordings and their considera!le cultural and
monetar" $alue* managers at the HCA and the Thomas Edison National Historical Park ha$e
re;uested that the $endor !e situated within reasona!le dri$ing distance to the 'useum in order
to minimize the risk of damage during shi##ing1
Scope
The '<RS Di$ision of the i!rar" of Congress re;uires the digitization of an additional
selection of 7*=4= 34r#m disc recordings from the collections of the HCA and the Thomas
Edison National Historical Park for inclusion in the National 2uke!o6 we!site1 The o!%ecti$e is
to ha$e these additional historical recordings from the HCA collection digitized !" the end of >?

Requirements
Contractor Acti$ities A All work will take #lace on the #remises of the $endor1
,1 Bendor will !ear the cost of #icku# and deli$er" for the collections from HCA1 Shi##ing
arrangements will !e made #er the re;uirements of HCA* in consultation with the $endor1
+1 Bendor will coordinate the #icku# and deli$er" of collections from the TENHP1
71 Bendor will #ro#erl" and safel" clean the discs #rior to digitization or scanning
=1 Bendor will digitize the audio to the s#ecifications #ro$ided !" the i!rar" of Congress
@1 Bendor will scan the !arcode on the disc %acket to in#ut the filename for each side (all disc
%ackets will ha$e !arcodes assigned !" the two institutions)
:1 Bendor will make scanned images of e$er" disc la!el to s#ecifications #ro$ided !" the
i!rar" of Congress and name them using the same !arcode scanning descri!ed in C=
31 Bendor will #ro$ide the Packard Cam#us with an initial test !atch of @/ audio and image
files deli$ered on a #orta!le hard dri$e1
41 The C0R or designated #ersonnel will either a1 acce#t the files and authorize the $endor to
continue work* or !1 re%ect the files and #ro$ide the $endor with a written e6#lanation and
guidance for correcting the #ro!lem1 Test files will !e deli$ered electronicall" to the
Packard Cam#us using agreed u#on method (e1g1 Dro# <o6) su!mitted !" the $endor until
the" are acce#ted !" the i!rar"1 Bendor will either com#lete work as authorized or refrain
from work and will arrange for return of materials as mutuall" agreed u#on1

Delivery Instructions

Quality Assurance
The i!rar" will check the recei$ed files to $erif" acce#ta!le sonic and #ictorial ;ualit"1
Acce#ta!le sonic ;ualit" includes accurate #itching (#la"!ack s#eed) of the recording1 The
$endor will re#lace an" files determined to !e recorded or scanned incorrectl" or that are
corru#ted and not #la"a!le1 This re#lacement is re;uired within the #eriod of #erformance of the
contract1

The Contracting 0fficer5s Re#resentati$e (C0R) or his designee shall #erform acce#tance or
