701 STORAGE OF PETROLEUM PRODUCTS

701.1 A person shall not place, store or hold in any stationary tank, reservoir or other container with a
capacity of more than forty thousand (40,000) gallons any gasoline or any petroleum distillate
having a vapor pressure of one and onehalf pounds per s!uare inch (1." l#.$in
%
) a#solute or
greater under actual storage conditions, unless the tank, reservoir, or other container is a pressure
tank maintaining working pressures sufficient at all times to prevent hydrocar#on vapor or gas
loss to the atmosphere, or is designed and e!uipped with one of the vapor loss control devices in
good working order and in operation, as provided in && 701.% through 701.1'.
701.% (his section shall apply to all petroleum li!uid storage vessels e!uipped with e)ternal floating
roofs, having capacities greater than forty thousand (40,000) gallons.
701.' (his section does not apply to petroleum li!uid storage vessels which do any of the following*
(a) +hen used to store wa)y, heavy pour crude oil,
(#) -ave a capacity of less than four hundred twenty thousand (4%0,000) gallons and are
used to store produced crude oil and condensate prior to lease custody transfer,
(c) .ontain a petroleum li!uid with a true vapor pressure of less than one and onehalf
(1.") pounds psia,
(d) .ontain a petroleum li!uid with a true vapor pressure less than four (4.0) pounds
psia*
(1) Are of welded construction, and
(%) /resently possess a metallictype shoe, seal, a li!uidmounted foam seal,
a li!uidmounted li!uid filled type seal, or other closure device of
demonstrated e!uivalence approved #y the 0ayor, or
(e) Are of welded construction, e!uipped with a metallictype shoe primary seal and
have a secondary seal from the top of the shoe seal to the tank wall (shoemounted
secondary seal).
701.4 1o owner of a petroleum li!uid storage vessel su#2ect to this section shall store a petroleum
li!uid in that vessel unless the following re!uirements have #een met*
(a) (he vessel has #een fitted with the following*
(1) A continuous secondary seal e)tending from the floating roof to the tank
wall (rimmounted secondary seal), or
(%) A closure or other device which controls volatile organic compound
emissions with an effectiveness e!ual to or greater than a seal re!uired
under & 701.4(a)(1) and approved #y the 0ayor,
(#) All seal closure devices meet the following re!uirements*
(1) (here are no visi#le holes, tears, or other openings in the seal(s) or seal
fa#ric,
(%) (he seal(s) are intact and uniformly in place around the circumference of
the floating roof #etween the floating roof and the tank wall, and
(') 3or vapor mounted primary seals, the accumulated areas of gaps
e)ceeding oneeighth inch (1$4 in.) in width #etween the secondary seal
and the tank wall shall not e)ceed one inch s!uared per foot (1.0 in$ft%)
of tank diameter, as determined #y the method in & 701.1%.
(c) All openings in the e)ternal floating roof, e)cept for automatic #leeder vents, rim
space vents, and leg sleeves, are as follows*
(1) 5!uipped with covers, seals, or lids in the closed position e)cept when
the openings are in actual use, and
(%) 5!uipped with pro2ections into the tank which remain #elow the li!uid
surface at all times.
(d) Automatic #leeder vents are closed at all times e)cept when the roof is floated off or
landed on the roof leg supports,
(e) 6im vents are set to open when the roof is #eing floated off the leg supports or at the
manufacturer7s recommended setting, and
(f) 5mergency roof drains are provided with slotted mem#rane fa#ric covers or
e!uivalent covers which cover at least ninety percent (809) of the area of the
opening.
701." (he owner or operator of a petroleum li!uid storage vessel with an e)ternal floating roof su#2ect
to this su#title shall do the following*
(a) /erform routine inspections semiannually in order to insure compliance with & 701.4
and the inspections shall include a visual inspection of the secondary seal gap,
(#) 0easure the secondary seal gap annually in accordance with & 701.4(#)(') when the
floating roof is e!uipped with a vapormounted primary seal, and
(c) 0aintain records of the types of volatile petroleum li!uids stored, the ma)imum true
vapor pressure of the li!uid stored, and the results of the inspections performed
according to && 701."(a) and 701."(#).
701.: (he owner or operator of a petroleum li!uid storage vessel with an e)ternal floating roof
e)empted from this section #y & 701.'(c) #ut containing a petroleum li!uid with a true vapor
pressure greater than one pound per s!uare inch (1.0 l#$in

), shall maintain records of the average
monthly storage temperature, the type of li!uid, and the ma)imum true vapor pressure for all
petroleum li!uids with a true vapor pressure greater than one pound per s!uare inch (1.0 l#$in
%
).
701.7 .opies of all records under && 701." and 701.: shall #e retained #y the owner or operator for a
minimum of two (%) years after the date the record was made.
701.4 .opies of all records under this section shall immediately #e made availa#le to the 0ayor, upon
ver#al or written re!uest, at any reasona#le time.
701.8 (he 0ayor may, upon written notice, re!uire more fre!uent inspections or modify the monitoring
and recordkeeping re!uirements, when necessary to accomplish the purposes of this section.
701.10 (he owner or operator of any volatile organic compound source re!uired to comply with &
701.1' shall, at his or her own e)pense, demonstrate compliance #y the methods approved #y the
0ayor.
701.11 A person proposing to conduct a volatile organic compound, emissions test shall notify the
0ayor of the intent to test not less than thirty ('0) days #efore the proposed initiation of the tests
so the 0ayor may at his or her option o#serve the test. (he notification shall contain the
information re!uired #y, and #e in a format approved #y the 0ayor.
701.1% .ompliance with & 701.4(#)(') shall #e determined #y the following*
(a) /hysically measuring the length and width of all gaps around the entire
circumference of the secondary seal in each place where a oneeighth inch (1$4 in.)
uniform diameter pro#e passes freely (without forcing or #inding against the seal)
#etween the seal and tank wall, and
(#) ;umming the area of the individual gaps.
701.1' A vapor recovery system shall consist of a vapor gathering system capa#le of collecting the
hydrocar#on vapors and gases so as to prevent their emission to the atmosphere and with all tank
gauging and sampling devices gastight e)cept when gauging or sampling is taking place.
