Thank you for your request which has been dealt with under the Freedom of Information Act 2000
(FOIA). You requested the following information:

re the new parking regime in Richmond

1. Compared to the equivalent period last year how many parking tickets have been issues by
Scarborough Council?

Prior to May 2013, on street parking in Richmond was undertaken by North Yorkshire Police,
Scarborough Council do not hold information on the number of parking tickets issued by NYP.
Scarborough BC have issued 2083 PCNs

2. How many appeals have been made, and what is the success rate?

354 challenges have been received with a success rate of 53%


3. Please give details of the revenue received compared to the equivalent period prior to civil
enforcement.

Prior to May 2013, on street parking in Richmond was undertaken by North Yorkshire
Police, Scarborough Council do not hold information on the revenue received by NYP.
Scarborough BC have received 58,897 in revenue to date

4. And finally, what are the expectations of the council for tickets to be issued by each
enforcement officer?

Civil Enforcement Officers are not permitted to exercise discretion when issuing Notices,
but are instructed to issue a ticket whenever the regulations appear to have been breached. I
should advise you that Civil Enforcement Officers in the Borough are not paid according to
the number of Penalty Charge Notices issued they receive an annual salary irrespective of
whether or not they issue Notices.
