287(g) Officer Training Materials

Below are links to the materials used by the U.S. Immigration and Customs
Enforcement ("ICE") to train the state and local law enforcement officers
"deputized" to enforce federal immigration law through the 287(g) program.
These materials were obtained from the Frederick County, Maryland Sheriff's
Office by CASA de Maryland, a non-profit immigrants' rights organization.
CASA requested these and other records through the Maryland Public
Information Act, and when those requests were denied, it sued the Sheriff's
Office in the Circuit Court of Montgomery County, Maryland (a copy of the
Complaint is available here).

These materials, which are sent to the local 287(g) officers in binders, total
approximately 1700 pages; most of them appear to be the same materials
used to train regular ICE agents at the Federal Law Enforcement Training
Center (FLETC) in Glynco, Georgia, but a few are specifically labeled
"287(g)."

This page will be updated periodically as more information becomes

available. Also available are the new 287(g) Memoranda of Agreement and
lots of other primary-source documents about 287(g) obtained through state
and federal freedom of information laws. If you have information you would
be willing to share, please email me at justin.cox [at] aya.yale.edu.
