WASHINGTON (U P I) Kenya has agreed to let the United States use port and military facilities in the East African nation, a jumping off point for moving forces into the Persian Gulf, official sources said today. The agreement was reached Wednesday by President Carter and visiting Kenyan President Daniel arap Moi, who held private talks for an hour. Moi did not favor establishing a U.S. base in his country but agreed to provide the facilities for pre-positioned military equipment and to permit increased use of port facilities at Mombassa on the Indian Ocean. The African facilities would be part of a U.S. plan to move rapid deploy ment forces quickly to the Persian Gulf or the Middle East in case of an emergency. Plane crashes killed 353 last year WASHINGTON (U P I) - Chicago's American Airlines DC-10 tragedy killed 273 persons last May to boost U.S. airline deaths in 1979 to 353, the third highest total on record. Preliminary accident statistics released by the National Transporta tion Safety Board Wednesday showed airlines had 33 accidents in 1979, a 38 percent increase from the record low of 24 in 1978 and the first jump in five years. At the same time, general aviation ail non-airline flying registered 4,238 total accidents, a 6 percent decrease from 1978 and the lowest total in three years. Safety board Vice Chairman Elwood Driver said last years 353 deaths on U.S. air carriers was third to the 655 deaths in 1977 ( 544 in the runway collision of two jumbo jets in the Canary Islands) and 467 deaths in 1974. There were 163deaths reported in 1978. Teddy Roosevelt's daughter dead at 96 WASHINGTON (U P I) Teddy Roosevelts ir reverent daughter, Alice Roosevelt Longworth, whose quips and barbs charmed and sometimes outraged Washington for much of the 20th cen tury, died Wednesday at the age of 96. Mrs. Longworth, the reigning Grande Dame of Washington, inspired the popular song Alice Blue Gown when she made her debut in the White House as a 16-year-old in 1902. Ugh oh I did hate it. I dont think I ve ever worn French blue since and they sang it and sang it, she said. Mrs. Longworth had been ill for a week with bronchial pneumonia. Her granddaughter, Joan na Sturm, 33, was at her bedside when she died. A family spokesman said she refused to go to the hospital, spending her last days at the man sion on Massachusetts Avenue she dubbed it detached malevolence where she had thrown lavish parties and elegant teas that once were the most prized invitation in the capital. President Carter, in extending his sympathy, said Mrs. Longworth seemed to personify the freshness and irreverence of modern times. She had style, she had grace and she had a sense of humor that kept generations of political newcomers to Washington wondering which was worse to be skewered by her wit, or to be ig nored by her. Funeral services will be private. A family spokesman said she was 96 years old and she was not very strong, but until last week when she got this bronchial pneumonia she was in resonably good health. The question we should all be asking is not whether women should be registered, but whether anyone should be registered. My answer is an emphatic no, former Con gresswoman Bella Abzug said Wednesday. As feminists, we reject the male establishments war reflex as the solution to international problems. Registration is a prelude to the draft, and the draft is a prelude to war, she said. But if registration is ordered, women should be included, Mrs. Ab zug and others told a House Budget subcommittee. The National Organization for Women warned that registration was a response which stimulates an environment of preparation for war, but would not impress the Soviet Union. Although it sounds strong to Americans who want to show that we are serious, in reality it proves nothing to the U.S.S.R., which ap preciates fully how little names on a list actually mean, said NOW Vice President Judy Goldsmith. The effectiveness of existing military forces could be greatly im proved by eliminating discrimina tion against women volunteers and giving them more responsible roles, she said. She rejected arguments that women should be exempt from registration and the draft for their own protection. Omission from the registration and draft ultimately robs women of the right to first class citizenship and paves the way to underpaying women all the remaining days of our lives, she said.
