DUTIES:
Ensuring the effective integration of program and budget planning.
Developing, recommending, and implementing budgetary policies affecting the financing and
accomplishments of major national programs.
Projecting and analyzing potential effects of budgetary actions on program viability and the
attainment of program objectives.
Reviewing, approving, disapproving, and recommending the amount and timing of financial
allotments.
QUALIFICATIONS REQUIRED:
To qualify for the GS-11 position you must have one of the following:
A. One year of specialized experience comparable in scope and responsibility to the GS-09
level in the Federal service (obtained in either the public or private sectors) This experience must
include activities such as 1) develop budgetary program plans, goals, objectives and milestone; 2)
assist with evaluating budget requirements for funding; and 3) prepare qualitative and quantitative
analyses of annual funding needs for future budget years.
B. Successful completion of a Doctorate of Philosophy (Ph.D.) or equivalent doctoral degree, or three
(3) full years of progressively higher level graduate education (54 semester units or equivalent)
leading to a Ph.D. in business administration, economics, accounting, finance, public administration or
other directly related field that provided the knowledge, skills, and abilities necessary to perform this
work. Transcripts must be submitted.
C. A combination of graduate education and specialized experience as described in "A" and "B"
above. If your education is currently described in quarter hours, convert the quarter hours into
semester hours by multiplying the quarter hours by the fraction 2/3rds. To calculate percentage of
qualifying graduate education, divide your number of semester hours beyond 36 by 18 or the number
your school uses to represent one year of full time graduate academic study. To calculate your
percentage of experience, divide your months of qualifying specialized experience by 12. Add the two
percentages. They must equal 100% to qualify using this option. Transcripts must be submitted.
To qualify for the GS-12 position you must have the following: One year of specialized experience

the public or private sectors.) This experience must include activities such as 1) develop budgetary
program plans, goals, objectives and milestone; 2) evaluating budget requirements for funding; and

Education: For any college courses, graduate work, research, thesis or other non-descript courses
listed on your transcript (such as "Independent Research"), please indicate through your resume or
attachment memorandum from an academic professor how each course fulfills the specific education
requirement, i.e., state number of semester hours credited, topic of study, grade earned.
NOTE: Education must be accredited by an accrediting institution recognized by the U.S. Department
of Education in order for it to be credited towards qualifications (particularly positions with a positive
