The complete restructuring of any department is a labor intensive, strategic planning process.

In order
to accommodate community oriented policing, as well as sustain the department through all the
tourists, each shift of uniformed officers are going to need to be broken down into groups to handle
specific problems that arise in the community. Creating a division that focuses solely on catching drunk
drivers can be spread throughout the city as checkpoints are established to slow alcohol related crimes.
A foot patrol division can provide for a constant show of force to let everyone know we are here, we
are everywhere creating that sense of security and protection that only police can provide. Putting
senior officers in charge and titling them i.e. Corporal, Senior Shift Officer etc. create rank structure and
organization within the ranks, effectively establishing a chain of command, to which commands come
from the top and filter down through the ranks to the lowest (or newest) person, so everyone is on the
same page on how to go about policing. Breaking down each shift, and assigning a beat or patrol area
to each officer ensure that you have overlapping fields of coverage, providing backup when needed, but
also covering the most ground effectively for the community. Having a supervisor always available
driving around the city creates a mobile command, where he or she can be on the sport and give
approval for techniques, searches, or just be Johnny on the spot with backup. Giving specific vertical
differentiation, or a succession of command to senior officers to act as the next highest rank when no
other is available. This will enable on the spot supervisor authority so that there is no delay when an
important decision needs to be made. This modification does not take away from the ones who are
actual rank i.e. lieutenant or sergeant, but it gives their authority to the ones deemed most responsible
to handle it, because with great power comes great responsibility. Establishing a centralization of
command to reduce the effects of micro managing, setting up this small group of higher ups will
establish roles quicklier, without having to go through 3 or 4 other people and run the risk of getting
corrected 3 or 4 times until your original ideas are no longer viewable. Lastly, reviewing policy and
procedure will set up how the officers are supposed to act to different situations, where the C.Y.A.
(cover your ass) policy needs to be applied. If you follow department policy, and something goes wrong
in the middle of an arrest, or random stop, you are ensured that you cannot be found liable if policy
states something specific and you followed what policy said.
