Meeting Minutes 1. Introductions The meeting was called to order at 10:30 am by the committee chairman Eric Williamson. 2. Minutes from the Previous Meeting The minutes from the Pittsburgh meeting were accepted. 3. Update on Committee Report for MCP Eric Williamson provided a brief summary of the development of the report. Subsequent to the last committee meeting, the report was submitted to TAC for review. Preliminary TAC comments were received within the last week and discussed at a meeting just prior to the committee meeting. It was noted that the report is unofficially approved pending the resolution of comments within a period of two years. One general TAC observation is that they would like to see a guide document eventually produced which would include specific criteria and examples. Chapter "volunteers" were agreed upon who would examine chapter comments, pick up editorial changes, resolve primary and secondary comments, and be able to discuss changes at the next meeting. The chapter volunteers are as follows: Chapter 1 (Introduction), Eric Williamson Chapter 2 (Notation and Definitions), to be assigned later Chapter 3 (Design Philosophy), Bill Bounds Chapter 4 (General Planning & Design Methodology), Zach Smith Chapter 5 (Blast Load Prediction), Darrell Barker Chapter 6 (Types of Structures), David Kerins & Curtis Yokohama Chapter 7 (Material Characteristics), Ted Krauthammer & Serdar Astarlioglu Chapter 8 (Structural Analysis), Ted Krauthammer & Serdar Astarlioglu Chapter 9 (Design) Bill Zehrt Chapter 10 (Blast Hardening Retrofit Concepts for Existing Buildings), J im Wesevich & Clay Naito Chapter 11 (Design & Retrfit of Blast-Resistant Ancillary Openings, Adeola Adediran Chapter 12 (References), to be assigned later Eric Williamson will post the official TAC comments and the submitted version of the report. 4. Presentation by Gordon Brown (ACI 440) on "Blast Fabrics" Gordon Brown made a brief PowerPoint presentation on the different types of fabrics used in blast- resistant design. 5. Committee report on FRP retrofitting of blast-loaded structures in collaboration with ACI 440. Khaled El-Domiaty reported that a document draft had been posted for comments after the Pittsburgh meeting. A total of 28 comments were received and are being evaluated. Replies and an updated draft will be posted. An additional ACI 370 member was requested to assist in the resolution of comments, and Bill Zehrt volunteered. Because ACI 370 is the designated lead committee, a ballot will be needed for formal approval. 6. Potential Committee 370 sponsored technical sessions 1. Testing for Blast & Impact: J im Wesevich & Savita Goel submitted a session request for the Dallas 2012 convention. 2. Review of Committee Report for MCP: Hold for further progress on report. 3. FRP Methodology/Applications for blast-resistant structures. 4. Contrasting "design flavors" of Blast-Resistant Design: Khaled El-Domiaty & Bill Bounds (design flavors: petrochemical, munitions storage, anti-terror, ballistic, offshore, etc.) 7. Member presentations A request was made for members to make a brief presentation at next meeting, and Bill Zehrt indicated that he may be able to give a presentation on masonry structures. 8. Committee involvement with other groups 1. Clay Naito mentioned that a Precast/prestressed Concrete Institute document is actually 2 documents: one is a PCI blast report which is well along, the other is a PCI Handbook update which is in development. 2. Kennan Crane said that the Department of Homeland Security is seeking outside involvement on a blast document on ultra high performance concrete. 3. Adeola Adediran said that ACI 349 is working to update Appendix F (Special Provisions for Impulsive and Impactive Effects). 9. Code and criteria initiatives 1. Bill Zehrt said that the ASCE blast standard had been posted for public comment and that comments had been received and evaluated. The committee expects to reballot the standard in about two weeks and publish sometime this year. 2. Bill Bounds reported that the ASCE Petrochemical Report was published in late 2010. 3. Khaled El-Domiaty reported that the new GSA ISC criteria are now available. 4. Khaled El-Domiaty reported that a Canadian Blast Standard is in progress and should be published this year. 10. Other business None 11. Next Committee Meeting The Cincinnati committee meeting will be requested for Sunday afternoon, October 16. 12.
