COLOMBIA AT THIS CONJUNCTURE

The main elements t to describe Colombias situation, as we apply the WVS, are
the following:

1) The country is growing economically at a 4% rate, after a period of very low
growth (1995-2002). Considerable foreign investment is coming to Colombia
as well as Colombian capital is being repatriated.
2) A strong government has maintained a political and military stance against
the FARC, a Marxist guerrilla group that has been active for the last 45
years.
3) A Peace process has been advanced with the Paramilitaries, which has
been demobilized. However a tense juridical process is advancing related to
their pardon.
4) President Uribe has passed through congress a constitutional reform to
allow immediate reelection of the president and the constitutional court is in
the process of accepting it.
5) The country is using for the first time a constitutional reform that changes
the electoral rules, strengthens the position of political parties. The rules of
the game are still very much in the air.
6) Drug trafficking is as strong as ever, even after a widespread defoliation of
cocaine patches.
7) There is very strong offensive against FARC and other guerrilla groups.
They are at the defensive.
8) The country is negotiating a Free trade agreement with the USA.
9) There has been a marked increase in institutional confidence.
10) A new judicial procedure: A face to face trial, are also being introduced with
positive results in terms of justice administration.
11) Terrorism activity has dropped as well as crime and kidnapping.
Colombia-2005 Sample notes

Regarding the sample, it has two components:

a) A national sample with 3000 surveys, in which municipal size was used as criteria. There, the
rural urban balance was designed although the rural is not people in the open fields but in small
human groups in the country. Education, gender and age should come also balanced from the
sample design.

b) Relatively large city samples (1000 in Bogot and Medelln, 500 in Cali) as this cities want to
measure social capital in the sub municipal level. Barrancabermeja, sponsored by Ecopetrol will
also be measured as well as some towns with an interest for them.

c) As the barcas measures social capital in very diverse social formations, there is an implicit
"natural experiment" in several regions: some government program in Tib, Sardinata and Tumaco.

Also, as we are looking to validate other methodologies to measure social capital, some with World
Bank, some with Colombian NGOs, some with government sponsored Plan Colombia programs
and use it to establish social capital baselines.

The surveys will be applied by Carlos Lemoine Company, which has applied the WVS in at least
two previous occasions. It also applies the Latinbarometro.

This questions was agonizing . The Barcas identifies
"social containers " that accumulate social capital
and is very differentiated ( specially in the question of
"when you are in trouble who can help you: family,
relatives, friends, neighbors). As some of these
questions are critical to compute social capital and
FUSI (faith in unvalidated sources of information)
they had to remain in the Barcas. So because of
length this question had to be sacrificed. However,
