Grading
Five for Florida
Economic Freedom
The Economic Freedom Scorecard includes more than 2,500 individual votes on
twenty-seven legislative issues. Each of Americans for Prosperity-Floridas (AFP-FL)
legislative priorities is included on this scorecard, as well as any additional issues that
we communicated support or opposition for during the 2014 session.
One point is awarded for each vote cast in support of a
pro-economic freedom issue or against an anti-economic
freedom issue. Each vote carries the same weight,
regardless of the issue or whether the vote occurred in
committee or on the oor. If a legislator voted on an issue
twice and voted in favor of our position both times he or
she received a score of 2/2. If he or she voted against our
position both times they received a 0/2. We also award one
point for prime sponsorship of a priority bill we supported,
and deduct a point for sponsorship of a bill we opposed.
In 2012, AFP-FL released the Five for Florida plan. Five for Florida outlines ve
policies that elected ofcials can address now to encourage free market principles
and government accountability, in order to make Florida number one for families,
businesses and entrepreneurs. The Five for Florida plan is used to develop our
legislative priorities. Each member of the Florida legislature received information on
our legislative priorities as well as the Five for Florida plan. Read more about the plan

Five for Florida is based on the principle of economic freedom and outlines policies
that make a state more economically free. At its simplest, economic freedom is the
freedom to choose how to produce, sell and use your own resources, while respecting
others rights to do the same.

A more economically free government has low taxes, a
limited scope and size of government and government spending, limited government
regulations, protects individual rights and prefers free markets over cronyism.
States with more economic freedom have higher economic growth, less debt per GDP
and lower unemployment rates than less economically free states. However economic
freedom is not only about the economy; it afects every aspect of our lives. Economic
freedom leads to higher incomes, lower poverty, longer life expectancies, cleaner
environments, improved equality and more happiness -- it leads to greater opportunity
and an improved quality of life.

Commercial Lease Tax Cut
Sponsored by Rep. Steube & Sen. Hukill
These bills decreased the amount of tax applied
to commercial leases. Neither bill was voted on in
the House or Senate, but credit was given to the
bill sponsors.

Vehicle Registration Fee Cut
Sponsored by Rep. Hill & Sen. Negron
These bills lowered the amount charged
to Florida vehicle owners to register the
automobiles, reversing an increase put in place in
2009. This passed as SB 156 and was signed into
law.

Corporate Income Tax Cut
Sponsored by Sen. Hukill
This bill increased the exemption for the
corporate income tax from $50,000 to $75,000.
The bill did not have a House companion and was
not voted on in the House.

Education Data Privacy
Sponsored by Rep. Raburn & Sen. Hukill
These bills protect Florida students from having
personal and biometric information collected by
school districts. This passed as SB 188 and was
signed into law.

Memorial Opposing Federal Renewable Fuel
Standards
Sponsored by Rep. Geatz & Sen. Evers
These Memorials asked Congress to repeal the
Federal Renewable Fuel Standards. Neither bill
was voted on in the House or Senate, but credit
was given to the bill sponsors.

Communications Services Tax Cut
Sponsored by Sen. Hukill
This bill decreased the tax on telephone, cellular
and cable services in Florida. The bill did not have
a House companion and was not voted on in the
House.
HB 751
Expansion of Telehealth
Sponsored by Rep. Cummings & Rep. Mia Jones
This bill created the regulatory framework to
support the increased use of remotely provided
healthcare services for treatment of Florida
patients. AFP did not support the Senate version
of the bill and therefore did not include the
Senate votes on the scorecard.
HB 847 / SB 712
Taxes on Prepaid Cell Phones
Sponsored by Rep. Davis & Sen. Galvano
These bills claried that prepaid cellular services
are taxed at the standard sales tax. This passed
as part of HB 5601, a larger bill that AFP did not
key vote, and was signed into law. HB 847 was
not voted on in the House, but credit was given
the bill sponsor.

Education Spending Accountability
Sponsored by Rep. Diaz, Rep. Fresen & Sen.
Flores
These bills created a system to analyze return-
on-investment for education spending in K-12
public schools, and what programs and spending
created the best value for students. The Senate
bill was not voted on, but credit was given to the
bill sponsor.

Local Control of Educational Materials
Sponsored by Rep. Gaetz & Sen. Hays
These bills give local school districts the ability to
review and select educational materials for K-12
schools. This passed as SB 864 and was signed
into law.

Transparency for Economic Incentive Programs

These bills increased the transparency in Floridas
economic development incentive programs.
Neither bill was voted on in the House or Senate,
but credit was given to the bill sponsors.
HB 1389 / SB 1618
Open Market for Car Hire Services
Sponsored by Rep. Grant & Sen. Brandes
These bills prohibited local governments from
restricting access to operate as a hired car
service.

Florida CAT Fund Reforms
Sponsored by Rep. Hagar & Sen. Hays
These bills decreased the assumed risk of the
Florida Hurricane Catastrophe (CAT) Fund, which
is government run and backed by taxpayers. The
bills were substantially, unfavorably amended
in their rst committee hearings, and therefore
votes were not counted on the scorecard.
However, credit was given to the bill sponsors.

Florida Personal Learning Accounts
Sponsored by Rep. Bileca
This bill established the Florida Personal Learning
Accounts program for students with disabilities.
This passed as SB 850 and was signed into law.

Expanded Scope of Practice for Nurse
Practitioners
Sponsored by Rep. Pigman & Sen. Grimsley
These bills expanded the ability for Advance
Practice Nurse Practitioners to provide
healthcare services without the supervision of a
physician.
HB 7083 / SB 1528
Charter School Contracts
Sponsored by Rep. Manny Diaz & Sen. Bradley
These bills established a uniform Charter School
contract to be utilized by all Florida school
districts and allow Charters to utilize unused
school district buildings. The Senate bill was
unfavorably amended in its rst committee
hearing, therefore votes on SB 1528 were not
counted on the scorecard. However, credit was
given to the bill sponsor.
HB 7099 / SB 1620
Corporate Income Tax Scholarship Program
Sponsored by Rep. Manny Diaz & Sen. Galvano
These bills expanded Floridas Corporate Income
Tax Scholarship Program, allowing more children
to participate. The Senate bill was not voted on,
but credit was given to the bill sponsor. Portions
of this bill passed as SB 850 and were signed into
law.

School Choice
Sponsored by Rep. Fresen, Rep. M. Diaz & Sen.
Legg Bradley
Language from HB 7099 and HB 5103 was
amended onto these bills, creating the Florida
Personal Learning Accounts Program and
expanding access to the Corporate Income
Tax Scholarship Program. SB 850 was a larger
education bill that was not key voted prior to
being amended to compare to HB 7167. Therefore
only votes taken after the language from HB
7167 was added to the bill are counted on the
scorecard.
HB 7173 / SB 1114
Florida Retirement System Reforms
Sponsored by Rep. Boyd & Sen. Simpson
These bills defaulted all new state employees
into the Florida Retirement Systems investment
account, rather than the pension plan.

These bills would have required all foods sold
in Florida to specify whether they contain
Genetically Modied ingredients. Neither bill was

sponsor.

Tax Increase for Miami-Dade College
Sponsored by Rep. Fresen & Sen. Flores
These bills would have allowed Miami-Dade
College to ask for a $1.2 billion tax increase from
Miami-Dade county taxpayers.

Incentives for the Daytona International
Speedway
Sponsored by Rep. Brodeur, Rep. Santiago &
Sen. Hukill
These bills allowed the Daytona International
Speedway to apply for taxpayer-funded
handouts for renovating their facility. This bill
was not voted on in the House, but a point was
deducted for each bill sponsor. This language
passed as HB 7095 and was signed into law.

Extension of Enterprise Zone Incentive Program
Sponsored by Rep. Powell & Sen. Abruzzo
These bills expanded the Enterprise Zone
Program, an incentive program that encourages
development in targeted areas that expires in
2015. Neither bill was voted on, but a point was
deducted for each bill sponsor.

Increased Risk for Hurricane CAT Fund
Sponsored by Rep. Rodriguez & Sen. Ring
These bills increased the amount of risk that
could be assumed by the Florida Hurricane
Catastrophe Fund, Floridas government-run and
taxpayer-backed property reinsurance company.
Neither bill was voted on, but a point was
deducted for each bill sponsor.

Incentives for Professional Soccer Teams
Sponsored by Rep. Fresen & Sen. Simmons
These bills allowed professional soccer teams
to apply for taxpayer-funded handouts for
constructing or renovating a facility. This bill
was not voted on in the House, but a point was
deducted for each bill sponsor. This language
passed as HB 7095 and was signed into law.

Medicaid Expansion
Sponsored by Rep. Murphy, Rep. Thurston &
Sen. Garcia
These bills expanded Medicaid to able-bodied,
childless adults via the Florida Healthy Kids
Program. Neither bill was voted on, but a point
was deducted for each bill sponsor.
HB 983 / SB 1640
Incentives for the Film and TV Industry
Sponsored by Rep. M. Diaz, Rep. Raschein &
Sen. Detert
These bills extended the Entertainment Industry
Financial Incentives Program and provided
$300 million in taxpayer-funded incentives for
the television and lm industry. HB 983 was not
voted on in the House, however a point was
deducted for the bill sponsors.
HB 7095 / SB 1216
Incentives for Professional Sports Teams
Sponsored by Rep. Patronis & Sen. Latvala
These bills created an application process for
professional sports teams that are renovating
or constructing stadiums to receive taxpayer-
funded handouts, it increased the amount of
handouts given to spring training teams and
allowed projects already under construction to
circumvent the newly created approval process.
This passed as HB 7095 and was signed into law.
