Pulakeshi Nagar Inspector Mohammed Rafiq, who has been booked under section 166a of the

senior policemen as his partners,in,crime in the &s3,crore sei8e,s"indle
scam.
Pra$ash "as thorou!hly !rilled follo"in! his arrest on Tuesday. Sources in the
police said PK :ar!, additional director !eneral of police of the CID<it 'ein!
the a!ency pro'in! the case<interro!ated Pra$ash, the !unman serin! I:P
K &amachandra &ao. Sources in the police department did not identify the
top cops Pra$ash has reportedly named.
Sources in police said that t"o mem'ers of the s5uad that raided the 'us
"ere not supposed to 'e there. /hen intercepted, the 'us "as in =ela"al
police;s (urisdiction, 'ut the police s5uad had t"o mem'ers "or$in! "ith
%annur police.
Mean"hile, su',inspector >a!adish and Sathish, "ho "ere part of the team

The case
#n >anuary A, a police team led 'y su',inspector CD >a!adeesh intercepted
a Kerala,'ound priate 'us 'elon!in! to Kalpa$a traels at =el"al a'out 0.67
am, after receiin! information that a hu!e sum of money "as 'ein!
transported in it.
They reportedly found &s3.32 crore in the 'us, and too$ the drier .$thar
4ussein and cleaner Muneer into custody. The 'us "as first ta$en to =el"al
police station and later some policemen as$ed the drier to par$ the 'us on
Mysore,%ant"al 4i!h"ay.
The policemen alle!edly too$ si+ 'a!s of money $ept in the 'us and dumped
one of them containin! cash &s37 la$h in the tools 'o+ of the ehicle.
/hile the drier denied that he "as a"are of the money $ept in the tool
'o+, the FI& mentioned that he "as ille!ally carryin! cash &s37 la$h.
.fter the drier came out on 'ail, some !old merchants from Kerala accused
the police of s"indlin! their money. They claimed that the money "as
o'tained from the sale of !old in %an!alore 'y their local a!ents. They also
claimed that the money "as $ept in a secret 'o+ located in the middle of
the 'us floor and that it "as $no"n only to the drier.
The !old merchants also approached Kerala home minister &amesh
Chennithala, "ho as$ed his Karnata$a counterpart to loo$ into the matter.

inesti!ation to the CID.
Follo"in! this, the accused policemen are on the run. Some of them hae
also applied for anticipatory 'ail. The CID has so far arrested four people,

offender 'y threatenin! to 'oo$ him in a false case. The errant policemen

Dast). . preliminary internal pro'e reealed that the policemen had

Government asks Supreme Court collegium

$he go+ernment is learnt to ha+e returned a file relating to the ele+ation of a 1arnataka &igh
Court .udge as the Chief /ustice of the Pun.ab and &ar%ana &igh Court to the *upreme Court
collegium with a request to reconsider its decision'
$he 2aw Ministr% is understood to ha+e returned the file relating to the ele+ation of /ustice 12
Man.unath as Chief /ustice of the Pun.ab and &ar%ana &igh Court to the *upreme Court
collegium headed b% Chief /ustice of India /ustice RM 2odha'
(s per practice, /ustice 2odha had consulted a senior *upreme Court .udge who had ser+ed in
the 1arnataka &igh Court, on the ele+ation of /ustice Man.unath'
$he senior .udge had flagged certain issues in his two3page note to the *upreme Court collegium'
$aking note of the issues raised b% the senior *upreme Court .udge, the 2aw Ministr% returned
the file to the collegium with a request to reconsider its recommendation'
(s per the Memorandum of Procedure for appointment of &igh Court .udges, the Chief /ustice
of India sends his recommendation for the appointment of a puisne .udge of the &igh Court as
Chief /ustice of &igh Court in consultation with the two senior most .udges of the *upreme
Court'
&e also ascertains the +iews of the seniormost colleague in the *upreme Court who is con+ersant
with the affairs of the &igh Court in which the recommendee has been functioning'
If the *upreme Court collegium sticks to its recommendation, the go+ernment will ha+e to
appro+e the name'

file pertaining to appointment of a .udge'
Chief /ustice 2odha had e5pressed unhappiness at the go+ernment6s decision to unilaterall%
segregate the name of senior law%er -opal *ubramanium6s from three others who were
appointed to the top court'

$he *upreme Court collegium has reiterated its recommendation to ele+ate 1arnataka &igh
Court .udge 12 Man.unath as Chief /ustice of Pun.ab and &ar%ana &igh Court, turning down the
Centre6s ad+ice to reconsider it, sa% sources'
$he $op Court6s decision sets the stage for another round of confrontation between the e5ecuti+e
and the .udiciar%' $he Chief /ustice of India, R M 2odha had earlier this month critici#ed the
go+ernment for dropping former *olicitor -eneral -opal *ubramanium6s name from the panel of
names suggested b% the collegium for appointment as *upreme Court .udges'
$he latest round of standoff between the two sides arose after the Centre returned the *upreme
Court collegium6s recommendation on ele+ating /ustice Man.unath, the senior3most .udge of the
1arnataka &igh Court, and sought clarification based on complaints against him from a senior
.udge of the *upreme Court'
$he *upreme Court Collegium, after e5amining the complaints, found no merit in them, and
reiterated its recommendation to shift /ustice Man.unath as Chief /ustice of the Pun.ab and
&ar%ana &igh Court, sources said'

framed model b%e3laws for house building cooperati+e societies, which mandates that an allottee
or her famil% should not ha+e an% other residential propert% in angaloreC the same section also
bars multiple allotments'
$he +er% rationale for cooperati+e housing societies rests on the premise that the% enable persons
who are unable to pa% market prices to afford a dwelling unit at subsidised cost' Indeed, *ection
1; )a, was in fact inserted in the b%e3laws to ensure that onl% genuine and need% persons are
allotted sites' It is for this reason that aspirants were mandatoril% required to file affida+its

Kaya &ao (67) a resident of Chennai came to the Chennai Police
