1. GENERAL
1.1 Scope
This specification defines the minimum functional requirements to be met when
supplying buoys intended for harbours, ships flying the Italian flag operating for
the Company or fixed offshore installations.
1.2 Normative references
1.2.1 European normative references
No CEN regulations concerning the subject matter of the specification appear to be
in force at the time of issue of this functional specification. The normative
references applicable in the European field are therefore the international and
national ones listed in paragraph 1.2.2 below.

2. FUNCTIONAL NORMATIVE REQUIREMENTS
2.1 Operative environment
The products described in this specification are meant for a marine operative
environment and are to meet the functional requirements specified below taking
into account this intended purpose. Materials and components which are not
subject to the specific functional requirements mentioned in this document or
specified in the normative references are in any case to be supplied by the
Contractor so as to ensure optimum technical performance in the marine operative
environment.

2.2 Functional requirements
The functional requirements which the buoys are to meet may be different
depending of the intended use: signalling, mooring, picking-up or meteomarine
data recording. No specific rules or standards appear to be in force for the different
types of buoys and the relevant functional requirements/characteristics will be
therefore defined by the Company depending on the use and the installation site of
the product.
The rules in 1.2.3 are mentioned for the applicable parts only, in particular for the
materials and their acceptance tests; specifications for construction and materials
other than those stated in the above rules may be taken into consideration by the
Company if equivalent performances are granted.
Some peculiar requirements and characteristics of the subject products are given
in this paragraph and will be specified in more detail through the information
provided in the data sheet (see para 3.1.1).
In particular, the following requirements are to be specified and complied with:
Geometrical dimensions and physical characteristics:
float diameter
length
weight in air
buoyancy reserve
mass of the dead weight
Materials:
main buoyancy material
covering material (if any)
protective surface treatment (if any)
Operational data and limits:
allowable current velocity
maximum allowable/recommended sea bottom depth for installation
work load (for mooring/pick up buoys)
load capacity (for supporting buoys)
Fittings and their characteristics:
lantern (if any): lens type and colour
focal plan height
electrical supply and luminous intensity of the bulb
light character (continuous/flashing)
visibility range

The buoys having complex structure and/or characteristics will be defined in more
detail by the Company, who will provide all the necessary data to be added to the
data sheet (see para 3.1.1).
2.3 Boundaries, limits and exclusions
2.3.1 Applicability limits
Unless specified otherwise in the contract, this specification is to be understood as
applying to products intended for Italian AGIP's harbour bases, ships flying the
Italian flag operating for AGIP or fixed offshore structures installed in Italian
waters.
With regard to the above, the Contractor shall guarantee that the design,
construction and testing of the supplies described in this document comply with the
requirements of the rules in 1.2.3 and also with any rules imposed by the relevant
Italian authorities (port authorities/coast guard).
2.3.2 Specific requirements for assistance and installation
The Contractor is to provide all necessary assistance during the guarantee period.
Moreover, all repairs and/or replacements needed to restore the efficiency and/or
reliability lost due to material defects or to fabrication defects, ruptures and/or
failures are to be carried out in as short a time as possible. Technical assistance
during assembly, installation and operational adjustments of the products may be
required.
2.4 Ergonomics
The design and arrangement of the products described in this specification are to
satisfy the applicable ergonomic requirements and criteria mentioned in the rules
referred to in 1.2.2 a.
2.5 Safety
Unless specified otherwise in the contract or in a Company ad hoc specification,
the safety requirements to be complied with for the supply of the products
described in this specification are those in the reference standards in 1.2.
2.6 One-off functional requirements
If the supply is intended for AGIP's harbour bases abroad, non-Italian flag ships
operating for the Company or fixed offshore structures situated in non Italian

waters, any additional requirements or compulsory technical rules other than those
mentioned in para. 1.2 are to be specified separately or through a Company ad hoc
specification.
2.7 Requirements for Quality Management and Quality Assurance
The additional requirements for Quality Management and/or Quality Assurance (if
any) are contained in the applicable management specification attached to the
request of tender.
2.8 Additional requirements for review
Notwithstanding what is specified under para. 2.3.1, the inspections and tests are
to comply with what is foreseen in the Italian rules recognised by the relevant
authorities.
If required by the Company, the Contractor is to provide all the necessary
documentation or perform the tests certifying the following characteristics of the
construction and/or covering materials:

If required by the Company, the materials and/or the finished buoys may be
certified by a recognized certifying body.

2.9 Documentation
All the construction and functional characteristics of the buoys are to be made
known and specified by the Contractor to the Company (see also Chapter 3 of this
specification). In particular, the following basic data are always to be clearly
indicated:
- type of buoy
- geometrical dimensions and physical characteristics
- materials
- operational characteristics and limits
- fittings and their characteristics.
In describing the above-mentioned items and characteristics, the Contractor shall
highlight all the reference standards and specifications followed, indicating the
number of the edition and/or of the revision and of any enclosures.
The list of materials and the test certificate of the product (if required) issued by
the certifying body are to be attached to the supply.
Inspection and maintenance manuals can be incorporated in the Company's
operating manuals for internal use.
3. SUPPLEMENTARY ELEMENTS
3.1 Informative annexes
3.1.1 Enclosures
The specific data prescribed by the Company and those of the supply proposed by
the Contractor are listed in the enclosed data sheet MOD.NAV.ACM.019.
Several commercial buoy types are listed in the above-mentioned data sheet by
indicating well known conventional names.
This is due to the lack of applicable standardizations issued by regolamentary
international or national bodies.
The references stated in this list by the Company are to be considered as being
purely indicative and not limiting the selection of the buoys, which are to be chosen
on the basis of the stated functional requirements.
