ASBURY PARK The citys school district has taken
another step backward in its quest to find a schools su-
perintendent.
State monitor Carole Morris vetoed the Board of
Educations choice for an interim superintendent just
one month before students are set to return to school.
In a letter addressed to the board Tuesday, Morris
charges board members with failing to follow the state-
mandated hiring procedure and ignoring her orders not
to appoint Gregory Allen.
This is the second time in eight months Morris has
blocked the boards attempt to get Allen in the central
office. Last November, Morris overturned a board deci-
sion to hire Allen as its permanent superintendent for
some of the same reasons she vetoed it this time.

TRENTON Less than a week before the deadline for
getting a constitutional amendment on the November
ballot, Gov. Chris Christieis dragging the Legislature to
the Statehouse to push for action on bail reform in a spe-
cial session Thursday.
Monday is the deadline. The Senate plans to vote on
the proposed amendment and the accompanying
legislation Thursday afternoon. But the Assembly
hasnt scheduled a vote, with Democrats split over the
details of eliminating bail for some nonviolent offend-
ers and guaranteeing a speedy trial to defendants ac-
cused of violent crimes who might become ineligible
for release before their case is heard.
Christie has advocated the elimination of bail for
people accused of certain violent crimes since 2012.
The position is Christies hard-on-crime flip side to his
emphasis on drug treatment, rather than punishment,
for nonviolent offenses driven by a persons substance

T
hey are the bane of hurried drivers and the butt of at least one
Jersey joke: to make a left turn in this state, you have to make
three rights. The much-maligned roadway jughandles,
though, are as Jersey as beaches and boardwalks and are here to
stay. The looped roads will grow because they are the best
and safest solution for many of the Garden States clogged roadways,
state transportation officials say. Jughandles eliminate the dangerous
left turn across lanes of oncoming traffic, reducing the number of acci-
dents, said Stephen Shapiro, a spokesman for the New Jersey Depart-

Experts say once a jughandle

FEWER CRASHES
A 2013 study showed fewer

jughandles, compared with
standard left-turn lanes.
