action will be taken by any governmental body at the above stated meeting other than the governmental body specifically referred to above in this notice.

1. Call to Order/Roll Call
The meeting was called to order by Village President John Jeffords at 6:30 pm. A quorum of the Village
Board was present. Present: Village President John Jeffords; Village Board of Trustees; Rock Brandner,
Dan Neu, Sandy Voss, and Bill Collins.

Also present: Village Administrator Joshua Schoemann and Deputy Treasurer Donna Jackson.

2. Verification of Compliance With Open Meeting Law
Administrator Schoemann verified that the meeting was posted per statute at three local post offices and
the Village Hall.

4. PUBLIC HEARING
a. 2013 Budget
Administrator Schoemann summarized the highlights of the 2013 Village Budget. The overall spending
will be $3,545,632 which is the second lowest in the past five years. He then went into some detail
regarding the levy and tax rates.

Motion by Trustee Neu to open the public hearing, seconded by Trustee Brandner. Motion carried
unanimously.

Gil Frank of 4156 Elmwood Road, Colgate spoke about municipal sewer and water, and how he would
like to see more money put into roads.

Motion by Trustee Collins to close the public hearing, seconded by Trustee Voss. Motion carried
unanimously.

b. Discussion/Action regarding Resolution R2012-11-05 a resolution adopting the 2013
Village of Richfield Budget
Trustee Collins commented that he agreed with Gil Frank. He would like to see the additional $7000 put
into roads. Trustee Voss agreed as well.

Motion by Trustee to Voss approve Resolution R212-11-5, a resolution adopting the 2013 Village of
Richfield Budget, seconded by Trustee Brandner. Motion carried unanimously.

5. CLOSED SESSION
a. Discussion/Action to enter into closed session pursuant to Section 19.85(1)(c) of the
WI Stats., -Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has

Motion by Trustee Voss to enter into closed session pursuant to Section 19.85(1)(c) of the WI Stats., -
Considering employment, promotion, compensation or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility Village
Administrator, seconded by Trustee Neu. Motion carried unanimously by roll call vote.

6. RECONVENE IN OPEN SESSION
a. Discussion/Action regarding matters addressed in closed session as outlined above.
Motion by Trustee Collins to adjust the Administrators salary and provide a lump sum of $2500 and
additionally to increase the Administrators base pay in 2013 $1500, for an annual salary of $94,700,
seconded by Trustee Voss. Motion carried unanimously.

7. ADJOURNMENT
Motion by Trustee Collins to adjourn the meeting at 6:50 pm, seconded by Trustee Brandner. Motion
carried unanimously.
