Some cost increases, however, are exempt from the cap. Those exclusions include costs for shared-service agreements, health insur- ance, pension obligations, Length of Service Award Programs for volunteer firefighters and first aid organizations, capital improve- ments, debt service and leases, recycling tax- es and emergencies.
