The Socialized Tuition System

•  The Socialized Tuition System (ST System)


provides tuition discount at rates that are based
on the assessment of the paying capacity of the
household to which the student belongs
–  The ST System will replace the STFAP introduced in
1989 (BOR Resolution, 13 December 2013)
–  https://sts.up.edu.ph/
Key Features of ST System

1.  Simplification of the basis for assigning tuition brackets


2.  Upward adjustment of the gross income cut-offs of
Brackets A, B, C, and D
3.  Increase in the monthly allowance of Bracket E2
students
4.  Streamlining and automation of the bracket assignment
5.  Streamlining and decentralization of the appeal process
6.  Implementation of supporting measures
ST System Implementation Guidelines

1.  Transactions and processes must be quick, simple, and


easy to understand
2.  System must be reliable and transparent
3.  Processes will be cost-efficient
4.  Capacity of OSAs and OSSS to respond to students
needs must be enhanced
5.  Students will be accountable for information submitted
to the system
6.  “Bracket” classes will be eliminated
